Smith RE: Vincent Francese Health Benefits 1980's When someone left the Town's employ and a request was received for that employee to have health benefits after leaving, the Town Board at that time, would vote for the employee to receive the benefit or not. The Town paid 100% of the benefit. 1986 Town Board authorized the Justices to receive health benefits. The Justices at that time were considered part time and at that time, part time employees did not get benefits. AUl!ust 1991 Mr. Francese retired, did not request to get health benefits, rather stayed on his wife's policy as dependent. Employees health benefits are paid in full. January 1992 The Town Board adopted new policy for health insurance: All retirees would pay for benefits on a shared basis. All prior retirees who had health benefits from the Town, were notified that they would have to pay a share. Mr Francese still would not pay, as he would be covered by his wife's policy and since she was an employee, she was fully covered and paid for by the Town. :Mr. Francese page 2 1996 On March 29, 1996, Mrs. Francese retired. The benefits were calculated with Mrs. Francese's service, because she was the employee at the time. Mr. Francese retired nearly 5 years prior. I believe the new calculations done by the-Comptroller, are erroneous. COS:dlv
