Feasibility Analysis for Filtration Systems - Atlas and Hilltop Water

As requested, Morris Associates is pleased to provide you with this proposal to
provide Engineering services for completing a Feasibility Analysis on filtration facilities at
the Atlas and Hilltop water treatment systems.
Backqround
80th the Atlas and Hilltop wells are located close to the Wappinger and Sprout
Creeks, respectively. Due to the location of these wells, there is a concern regarding the
wells being under the influence of surface water. The concern is that microbiological
parameters such as cryptosporidium and giardia may be present in the nearby Creeks and
could end up in the well water sources. The March 2008 study on the Atlas and Hilltop
water systems conducted by Leggette, Brashears & Graham indicated that the wells are
likely under the influence of surface water. Parameters such as cryptosporidium are more
resistant to chlorine disinfection than other microbiological parameters (such as viruses
and bacteria), resulting in the need for filtration of the water system to remove these
potential microbiological parameters of concern from the wells.
Feasibilitv Study
It is proposed to complete a Feasibility Study for adding filtration to the Atlas and
Hilltop water systems. The following tasks will be completed as part of the Feasibility
study:
1. Review of current and pending EPA and New York State Department of Health
Regulations concerning treatment requirements for groundwater under the influence
of surface water (GWUDI). Review of available treatment options for complying
with existing and pending regulations.

2. Review existing operational records, system capacities, existing building facilities
and potential for expansion of existing facilities at the Atlas and Hilltop water
systems.
3. Develop preliminary design parameters, layout, sizing, and cost requirements for
providing filtration at each of the water systems. This will include an evaluation of
cartridge filtration, microfiltration and conventional filtration alternatives. For
cartridge filtration, an evaluation will need to be performed using on-site well water
sources to determine the feasibility of using cartridge filtration treatment at each
facility.
4. Provide recommendations concerning filtration systems at each water treatment
facility, including a bonding cost analysis based upon financing the recommended
improvements. The bonding analysis will be performed with and without SRF
funding.
Proposal
Morris Associates is pleased to provide you our proposal to complete the above-
referenced Feasibility Study for a lump sum fee of $30,000. It should be noted that this fee
does not include any costs associated with the erformance of on-site testin of a cartridge
