Dear Supervisor Colsey & Board Members:
Please accept this letter as a formal request from Paggi, Martin & Del Bene, LLP,
Consulting Engineers and Land Surveyors, to establish rates to furnish engineering
and surveying services to the Town of Wappinger for the calendar year 2009.
As you know, our firm had provided the Town with these services for twenty-two
(22) years until last year, and would very much like to reinstate our relationship.
We feel that we had provided the Town with excellent services over the past
twenty-two years and had been able to design and implement cost-effective
engineering solutions to the Town 's infrastructure needs. We have focused on
designing and managing projects to remain within budget and achieve the design
goals. I feel that we had achieved this to a very high degree.
We would propose to reinstate these efforts in the future for what we feel will be
a critical time in the development of the Town. Providing cost effective services
to the Town appears to be an important consideration for all municipalities.
Another area in which we feel we have given invaluable assistance to the Town is
providing day to day support to the staff at Town Hall. We feel we have done
this for various offices in the Town, including the Building, Zoning, Planning,
Comptroller, and the Highway Superintendent.
In light of our past tenure, we have an extensive knowledge of the Town and file
database, infrastructure, and past history. This allowed us to provide backup
information and quick response time to the everyday needs.
I feel that the Town had benefited in the past by having a senior partner as a
single contact for the Town, and will guarantee to perform to the same level of
service as we have in the past. I would further point out that both partners are
long-time residents of the Town, and therefore, have a personal interest in the
Town's future.

I have enclosed our proposed hourly fee schedule for your review for 2009. As
you can see, our rates have not risen compared to the rates charged to the Town
in calendar year 2007. We have held our rates for all our private and municipal
clients in response to the current economic climate that is affecting us all.

I would also like to point out that we would not charge the Town for mileage,
copies, fax, etc. When we utilize subcontractors, there is no markup on their
invoices when included in our bill. When comparing our rates to other rates in the
Dutchess County area, I find they are probably an average of 10%-50% lower
than our competitors.
It had been a pleasure to be allowed to work with the Town and the different
Boards throughout the years. We appreciated the business and if the Town Board
is so inclined, we could be available to discuss the potential of providing these
services again to the Town.
With the uncertainty of the mail around the Holidays, I took the liberty of sending
this correspondence to both your homes and Town Hall.
