Dear Mr. Colsey and Town Board Members:
The Wirzbicki's at the corner of Hiview and Valley Roads have experienced
severe erosion at the rear of their property.
Stormwater from a catch basin on Hiview Road discharges through a culvert pipe
to a drainage swale between Mauthe and Kane. This drainage swale splits and flows
north over lands of Mauthe, Lusardi & Sgro and others, and flows west over lands of
Wirzbicki, Hinderer, Luft, and Conroy.
Due to erosion, the swale that splits to the north no longer receives any flow. All
the flow goes to the south over Wirzbicki and to the neighbors to the west listed above.
There is severe erosion occurring on Wirzbicki property and the owners to the west.
The erosion has caused a deep ravine (10-20 ft deep) to form on Wirzbicki and
depositing the eroded material on the lands to the west.
It is noted that the Town owns no drainage easements in this area other than
between Kane and Mauthe.
We enclose mapping obtained from tax maps and aerial photography that shows
the drainage swales, house and driveway locations, roads, and property lines and
topography. The maps are not extremely accurate but are the best available without
accurate field surveys.
Should the Town wish to undertake drainage improvements in this area the
following steps are outlined:

1. Determine tributary acreage that contributes stormwater flow to these
areas. Determine the extent of the areas that receive the storm flows.
2. Perform a field survey of the area to include all improvements and
topography.
3. Perform drainage analysis to determine stormwater flows.
4. Specify improvements to mitigate damaging stormwater flows. These
improvements would include:
a. Improve the swale that carries flow to the splitter specified in b.
below.
b. Install a splitter structure at the rear of Kane and Mauthe to insure
that the flow always splits and does not just go one way. The
design of the splitter structure would be determined by the drainage
study. The study would determine how much flow could be
handled by each receiving stream after the splitter.
c. Provide a series of check dams approximately 75 feet apart
downstream of the splitter structure through the Wirzbicki property.
These check dams will consist of large boulders placed in the
stream bank partially blocking flow and will serve to slow the
damaging flows.
d. Provide any additional check dams, culverts and detention basins
as necessary to prevent scouring and disposition of material
downstream.
e. Prior to any construction, property owners' permission and
easements must be obtained by the Town.
The extent of the project would be determined by actual survey and drainage
reports. However, the tributary drainage area for these drainage swales and culverts is
approximately 60 acres. The receiving area impacted by the flows is approximately the
same amount.
We will be prepared to discuss this matter further with you at the Town Board
meeting on August 10, 2009.
