1982-10-12 SPMA Special Meeting of the Town Board of the Town of Wappinger
was held on October 12, 1982 at the Town Hall, Mill Street,
Village of Wappingers Falls, Dutchess County, New York.
Supervisor Diehl opened the meeting at 6:03 P.M.

Notice of this meeting was sent to all Board Members on October
7, 1982, calling said meeting for October 12, 1982 at 6:00 P.M.
Notice of the meeting was sent to the three newspapers, four
radio stations and posted on the Town Clerk's Bulletin Board.
Supervisor. Diehl stated that the purpose of this meeting was to
consider a petition filed with the Town Clerk requesting the Town
Board to submit to the Electors of the Town of Wappinger a proposi-
tion to establish the Ward System for the election of Councilmen
of the Town of Wappinger.
MRs. Snowden informed the Board that the petition had been filed
with her on September 27, 1982, that she had examined them and
found them to be in order on their face, with a few minor exceptions,
not enough to invalidate the petition as the total number of signa-
tures exceeded the amount required (5% of total number of votes
cast in the last Gubernatorial Election).
The following Resolution was offered by SUPERVISOR DIEHL who
moved its adoption:
RESOLUTION FIXING TIME AND PLACE
OF SPECIAL ELECTION ON PROPOSITION
WHEREAS, a petition for the submission of 'a proposition,
hereinafter described, was filed in the Office of the Town Clerk
of the Town of Wappinger on the 27th day of September, 1982,
subscribed and authenticated in accordance with law_by 820
electors of said town qualified to vote upon a proposition to
raise and expend money, said electors equalling, in number, at
least five per centum of the total votes cast for governor in
said town at the last general election held for the election of
state officers on November 4, 1980; and
WHEREAS, the aforesaid petition called for the submission
to the voters of'the Town of Wappinger of a proposition of
whether the town should establish the ward system for the
election of councilmen;
NOW, THEREFORE, BE IT RESOLVED as follows:
Section 1. That a Special election of the residents and
taxpayers of the Town of Wappinger is hereby authorized and
directed to be held on the 2nd day of November, 1982, between
the hours of 6:00 o'clock A.M. and 9:00 o'clock P.M., for the
purpose of voting by ballot on the proposition hereinafter set
forth.
Section 2. The polling places at such election shall be
those annexed hereto.
Section 3. The notice of such special election shall be in
substantially the form annexed hereto.
Section 4. The Town Clerk is hereby ordered and directed to
give notice of such election by publication thereof in the official
newspaper of the town, such publication to be at least ten days
prior to the date of such special election, and by posting on the
signboard of said town a copy of such notice at least ten days
before such special election.
Section 5. The resident taxpayers of said town, as set forth
in the annexed schedule, are hereby designated to act as election
inspectors and ballot clerks::as respectively indicated therein.
Section 6. The Town Clerk is hereby ordered and directed to
prepare printed ballots in sufficient quantity for use at said
election, and also to prepare for the use of the election officers
the necessary oaths and certificates of election, and also to
procure and deliver to such election officers any and all necessary
paraphernalia for the proper conduct of such election.
Section 7. This resolution shall take effect immediately.

submitted to the electorate of the Town of Wappinger at the
Election to be held November 2, 1982:
Proposition No. 1 - Shall the Proposition Providing for the
Establishment of the Ward System for the Election of Councilmen
of the Town of Wappinger be Approved?

PLEASE TAKE FURTHER NOTICE that voting will be by Machine
Ballot. The polls will be open from 6:00 A.M. to 9:00 P.M. and
the polling places will be as follows:

PLEASE TAKE FURTHER NOTICE that a person will be entitled to
vote if she or he is an elector of the Town of Wappinger.
MR. Johnson noted that the proposition could be voted on at
either a Special Election or on Election Day. He also commented
that the Attorney had recommended that the Board approve the
resolution in order for it to appear on the ballot. Mr. Johnson
objected to the late filing of this petition since it gave the
Town Board very little time to perform the necessary action for
it to be placed on the voting machine.
MR. JOHNSON moved to close the Special Meeting, seconded by
Mrs. Mills and unanimously carried.
