1982-08-17 SPMA Special Meeting of the Town Board of the Town of Wappinger
was held on August 17, 1982, at the TownHall, Mill Street, Village
of Wappingers Falls, Dutchess County, New York.
Supervisor Diehl opened the meeting at 7:05 W.M.

This meeting had been set at the regular meeting of the Town
Board held August 9, 1982, for the purpose of selecting an
appraiser for the Atlas Water System and other business that
might come before the Board.
The following resolution was offered by SUPERVISOR DIEHL who
moved its adoption:
WHEREAS, the principals of the Atlas Water Company have
approached the town with a request that the town consider the
purchase of said water system, and
WHEREAS, the town wishes to avail itself of expert
professional services to assist it in its determination as to
the valuation of such water company, and
WHEREAS, the office of the attorneys to the town has
solicited requests from thEee separate organizations having
prior experience in water company appraisal work for the
submission of proposals for the same, the same being Brinnier
and Larios, P.C., Cartigainer Associates, P.C. and the American
Appraisal Society as well as Morris and Andros, P.,,
NOW, THEREFORE, BE IT RESOLVED that the firm of Brinnier
and Larios be retained to undertake an appraisal of the Atlas
Water Company in accordance with their proposal dated June 21, 1982
and
BE IT FURTHER RESOLVED that the expenses of such appraisal
shall be taken from the Federal Revenue Sharing account, and
BE IT FURTHER RESOLVED that the Supervisor of the Town of
Wappinger be authorized to execute any necessary documents for
the undertaking of such appraisal, and
BE IT FURTHER RESOLVED that the undertaking of such appraisal
work shall be contingent upon the full cooperation of the Atlas
Water Company providing such information as may be requested by
said appraisal company.

Before the vote was taken Mr. Versace wished -to, clarify that
the cost for this appraisal would not exceed the sum of $2,225.00
and it was being conducted for the purpose of the town determining
the true value of the Atlas Water System and no further action
would be taken on the purchase.of this system until further dis-
cussions were held by the Board in work shop sessions.
Bids for the paving contract of the Serenity Mission had been
rejected at the August 9, 1982 due to the fact that the bidded
amounts were nearly three times the amount of the bond the Board
expected to collect and at that time it was requested that the
Engineer and Highway Superintendent rework the specs and rebid.
Mr. Diehl asked the Highway Superintendent what his department
could do to cut the cost and put the roads in a safe condition
and Mr. Croshier replied that by putting on a 12" topping and
eliminating the curbing his department could do the work at a
cost not exceeding the bond amount.
MR. VERSACE moved that funds be made available to the Highway
Superintendent to complete the roads in the Serenity Mission
Subdivision, in one of the following areas: 1. Federal Revenue
Sharing Funds, or if there are not sufficient funds.in this
account, 2. Bond Amount (if successfull in our court case)
or 3. additional bonding; in any event the cost would not
exceed $"32,000.00.

The Comptroller was requested to notify the Board of the balance
of the Federal Revenue Sharing account and report his determina-
tion on the procedure he intended to use to procure these funds.
MRS. MILLS moved to close the Special Meeting, seconded by Mr.
Versace and unanimously carried.
