1982-03-30 SPMA Special Meeting of the Town Board of the Town of Wappinger
was held on March 30th, 1982, at the Town Justice Court, 14-16
Old Route 9, Wappingers Falls, Dutchess County, New York.
Supervisor Diehl opened the meeting at 4:19 P.M.

Notice of this meeting was sent to all Board Members on March 25,
1982, calling said meeting for March 30, 1982 at 4:15 P.M. at
the Town Justice Court. Notice was sent to the three newspapers
and four radio stations and also posted on the Town Clerk's
Bulletin Board.
Mr. Diehl stated that the purpose of the meeting was to finalize
plans for a temporary testing period of a household rubbish
collection site and adjourning into an executive meeting on
problems relating to the St. Cabrini Home on DeGarmo Hills Road.
Mrs. Mills explained the "do-it-yourself" garbage plan which
would enable those residents who had small amounts of kitchen
garbage to dispose of, the opportunity to take a 30 or 35 gallon
bag to the Highway Department for the approximate amount of $1100
each bag. The site would be opened every Saturday for a period
of three hours and she hoped the residents would take advantage
of it since they would be paying a carter to dispose of this
rubbish. For this reason she asked that the Board give her
permission to advertise in two papers to alert the residents to
the program; she estimated $40.00 to $50.00 a week for two weeks
advertising in the Wappinger and Southern Dutchess News and the
Hornet. Mrs. Mills felt that four to six weeks would be sufficient
to test the feasibility of this program.
MR. DIEHL moved that Mrs. Mills be authorized to expend the sum
of $100.00 to advertise the plan in the Wappinger and Southern

Dutchess News for two weeks and the sum of $50.00 to advertise
in the Hornet for two weeks.
Seconded by Mr. Johnson
Motion Unanimously Carried
Mr. Diehl then wished to discuss an Agreement between Little
League and the Town of Wappinger which had been presented to
the Board Members that afternoon by the Attorney. It would not
be acted on since this matter was not included in the agenda for
the meeting, however, he said he would like to poll the members
of the Board for their opinion on the Agreement and he intended
to put it on the Agenda for the next regular Town Board meeting
for consideration by the Board.
Mr. Adams explained that it had been prepared by him and had
been reviewed by Little League representatives and the Recreation
Commission Chairman; he felt confident that if it was challenged,

could justify the purpose of the Agreement.
Johnson had also attended the meeting mentioned by Mr. Adams
he concurred with the Agreement. He did bring up the fact
that a Certificate of Liability Insurance was to be provided by
the Little League Association.
Mrs. Mills had reservations on the various opinions that had been
rendered and felt that the one from State Comptroller Regan was
contradictory, however, if Mr. Adams felt it was a legal document,
she would go along with his opinion.
Mr. Versace explained the purpose of the Agreement was a legal
solution to providing monies to the Little League Association
by the Town and felt that due to the many children who participated
in this League, it was a document that should be approved and he
had no problem with it.
Mr. Diehl also saw no problem with accepting the Agreement prepared
by Mr. Adams.
MR. JOHNSON moved that the Town Board go into executive session.
Seconded by Mrs. Mills
Motion Unanimously Carried
The Board went into executive session at 4:30 P.M.
The Board came out of executive session at 5:07 P.M. and all
five Board Members were present (Mr. McCluskey arrived before
the Board went into executive session).
MRS. MILLS moved to adjourn the Special Meeting, seconded by
Mr. Johnson and unanimously carried.
The meeting adjourned at 5:08 P.M.
