1982-12-06 SPMWAIVER OF NOTICE OF SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK The undersigned, being all of the members of the Town Board of the Town of Wappinger, Dutchess County, New York do hereby waive notice of the time and place of the holding of a Special Meeting of said Town Board, and do hereby agree and consent that the same be held on the 6th day of December, 1982, at 7:35 o'clock in the afternoon of that day at the Town Hall, of the Town of Wappinger, Mill Street, in the Village of Wappingers Falls, Town of Wappinger, Dutchess County, New York, for the transaction of all business which may properly come before the meeting or any adjourn- ment thereof. Please note that they will not commence any work until approval of the contract which should be undertaken by board action. I am also taking the liberty of forwarding a copy of the contract to the applicant for his review in view of the fact that we will be looking to it for payment. If possible, I will try to make arrangements for payment directly from the applicant to the consultant. I suggest an early meeting for the sole purpose of (1) approving_the contract and (2) setting a meeting with the planning board and our consultant to "scope" the draft as submitted. Diehl explained that they started working on the budget for the district in October, 1982, and at that time it appeared that an increase was necessary, however, in reviewing the figures and checking the bills for the work that had been done, it appeared that there was a surplus in the district, and this increase would not be necessary. A discussion followed concerning work that was eliminated to keep the rate down ---would they be able to do any of the work planned if there was no increase. Mr. Johnson felt the Comptroller should rework the figures and submit a complete report on the status of this district so the Board could determine if the increase was necessary. He also brought out the fact that there was an increase last year and they had not collected the four quarters of this increase, so that was a plus for the district. Mrs. Mills noted that the first projected increase went to $128.00 from $77.74 -- the proposed rate was not $85.00 from $77.74; she then asked the Town Clerk if another public hearing would be necessary and Mrs. Snowden replied that if there was a substantial change either way a public hearing would have to be held, however, if they remained the same, it would not be necessary. Mr. Diehl said he was comfortable with the figures presented and recommended that the rates remain the same. There was a substantial surplus plus the contingency and the Water and Sewer Committee could review these figures with the Comptroller to determine what work could be done. The Board would support their recommendations. Mr. Diehl asked if there were any comments from the public either for or against the proposed local law. There were no comments from those present. Alberta Roe, Regency Drive ---asked about the surplus money in the district and Comptroller informed her it was used to pay the bills. She understood there was still a surplus after the work that had been done last summer was paid. Why raise the rate until you have to; the work they planned to do this year would not be done until the spring, so if necessary, raise the rates in the spring. She asked about the Consortium funds from the County in the amount of $50,000.00 - could they be used for water and sewer districts. Mr. Diehl replied that the Water and Sewer Committee would investigate this with the County. Mr. Versace explained that sludge removal prices had to be considered and were part of the reason for the increase. If the local site for dumping was no longer available, the sludge would have to be dumped in Goshen and we would be charged for the extra mileage. Mrs. Roe saw no need for this increase now --leave the rate as it is until it was determined if the Consortium funds were available and could be used for the districts. The Board explained that they could not base a budget on the possibility of receiving a grant. If they did receive any monies they would not be available until late in the year and could then be applied toward the 1984 budget. Mrs. Roe asked what work was planned for the district this year. The Water and Sewer Committee had a list of the work and informed Mrs. Roe and also added that it was not repeat work. She then asked if there would be another increase in 1984 and was told they had no way of knowing at this time but if sludge removal and chemical materials went up it would reflect in their rate. The Board agreed to review the figures to determine if the rate would be changed. There were no other comments from the public.
