Dear Mr. Ritter:
pursuant to our telephone conversation of late Friday, November 6,
1987, I enclose herewith a copy of my letter dated November 3, 1987,
to Mrs. Eileen O'Donoghue, Secretary to the Planning Board of the
Town of Fishkill which is self-explanatory.
As per our conversation, I just want to reiterate the position of
the Town of Wappinger to you.
We are greatly concerned what effect the Castle Point on the Hudson
development will have on the Town of Wappinger, most especially the
hamlet of Chelsea. It is our desire to keep this hamlet in its
present state forever because of its location and its historic value.
In view of our position we respectfully request that you afford all
the boards and the residents of the Hamlet of Chelsea and the Town
of Wappinger the opportunity to participate in every step of the
approval process of the above development.
Looking forward to your cooperation in this all important site

Dear Ms. o I Donoghue:
We are in receipt of the above site plan which was sent for the review of
our Planning Board, Engineer to the Town, Town Planner and the Zoning
Administrator of the Town of Wappinger.
Please be advised that in reviewing the documents received on October 27,
1987 at the regular meeting of the Wappinger Planning Board and all the
above indicated professionals, the following are our conclusions:
The Planning Board of the Town of Wappinger would like to advise the Town of
Fishkill Planning Board of its concern for the environmental impact of this
development on the Chelsea area of the Town of Wappinger particularly as
concern traffic and we request that the Town of Fishkill Planning Board re-
quire a DEIS prior to considering the site plan application, with an oppor-
tunity provided to the Town of Wappinger Planning Board to;
(a)participate in the DEIS "scoping session" and
(b) otherwise be afforded the opportunities for comment available to an
"interested agency."
We look forward to having a good, solid, healthy exchange of ideas with regard
to this important matter so that we jointly can protect our environmental
interests.
