Supervisor Colsey Statement
Supervisor Colsey asked for a moment of silence for the victims of the recent shooting in
Tucson, Arizona.

Councilwoman Czarniecki Statement
Councilwoman Czarniecki made a motion to change the order of the Agenda, to move the
appointment interviews up to a position before the discussion items. Supervisor Colsey did not
see the logic in that, since there were people in attendance that were not candidates to be
interviewed. Councilman Beale felt that only Resolution 2011-40 needed to be moved until after
the Executive Session. Councilman Paoloni agreed. Councilman Bettina made a motion to
move 2011-40 after discussions. The motion was seconded by Councilman Beale and passed
unanimously.

Public Comments on the Agenda
The first resident to speak was Pat McVeigh. He stated that he did not get notified that
the Town Board would be interviewing candidates for the position on the ZBA that he currently
occupies. Supervisor Colsey replied that he personally sent out notices last Wednesday. Mr.
McVeigh noted that he hopes that the Board will be appointing or re -appointing based on merit

and not based on promises made to party members. He doesn't understand why the Board would
be going out to interview candidates if they all agree that he has been doing a good job.
Supervisor Colsey did not feel that was a fair question to be asking. Mr. McVeigh did not feel
that it was fair that the Board did not notify him that they were considering putting someone else
in his position. Supervisor Colsey replied that an ad was put in the paper for all available
positions. Mr. McVeigh asked if the Board agrees that they should have let him know that they
were considering replacing him. Supervisor Colsey and Councilwoman Czarniecki disagreed.
Councilman Beale noted that he appreciates Mr. McVeigh's service. He stated that Mr. McVeigh
will be heard during the interviews, along with the other candidate that is interested in the
position. He went on to say that this appointment is not a personal decision. It is a situation in
which the Board needs to make a decision on which way to go. Mr. McVeigh asked if there was
a problem with his serving on the ZBA. Councilman Beale stated that there was no problem.
Supervisor Colsey added that the Chairman of the ZBA and the other members of the ZBA
submitted a letter supporting the reappointment of Mr. McVeigh. Councilman Beale felt that,
while he appreciates the service of the Town's various Board Members, individuals that are
interested in serving on the Boards have the right to be heard. Supervisor Colsey clarified that,
historically, the Board did not interview incumbents. He added that there is nothing here that is a
conspiracy. Councilman Paoloni noted that it is not always typical that the Board would seek
candidates to interview for Board seats that are not vacant. Supervisor Colsey explained that he
advertised this position at the direction of the Town Board. Discussion about the publishing of
the ad followed. Councilman Beale summarized saying that the Town Board has the ability to
appoint members to these Boards and does not have to give a reason on why a certain candidate
is chosen. Mr. McVeigh agreed, but pointed out that they are all here to serve the Town, and his
opinion is that the way to serve the Town best would have been to reappoint him. Councilman
Beale replied that the right thing could also be to allow others a chance to serve.

VII. Discussions
A. Municipal Water - Bettina
Supervisor Colsey opened the discussion at 7:41 PM. Councilman Bettina noted that a
resident of the 2nd Ward had approached him and asked what would have to be done to extend a
water line to his property. Bob Gray, Engineer to the Town, noted that he had already looked
into the issue and visited the property. He needs to know exactly which house it is though. He
thinks that, depending on which house it is, it may require an extension of the water main. If it's
the first house, they may be able to put a service in to that house from the existing main. That
house is in the district. The second house is not. Mr. Gray will compile information for
Councilman Bettina. Discussion followed. Councilman Beale asked Mr. Gray to get with Mike
Tremper, from CAMO Pollution control, to find out what needs to happen if that water source is
needed for fire protection. Discussion about the hydrants followed. Supervisor Colsey closed
the discussion at 7:46 PM.
B. Stop Sign (Michael Drive) - Bettina
Supervisor Colsey opened the discussion at 7:46 PM. Councilman Bettina noted that
there is a yield sign at the intersection of Ada Drive and Michael Drive. Driver's are not yielding
to the sign. Councilman Bettina asked if a stop sign would be more appropriate. Graham Foster,
Highway Superintendent, noted that the penalty for disobeying a yield sign is more strict than the
penalty for disobeying a stop sign. Councilman Bettina asked what is needed to be done to
replace the yield sign with a stop sign. Discussion followed. Mr. Foster will investigate the
situation and report back to the Board. Supervisor Colsey closed the discussion at 7:48 PM.

RESOLUTION: 2011-39
Resolution Authorizing the Town Professionals to Initiate Land Use Designation and
Associated Zoning Amendments in Accordance with the Town of Wappinger
Comprehensive Plan
WHEREAS, the Town Board accepted the Supplemental Final Generic Environmental
Impact Statement (SFGEIS) on September 13, 2010, through Resolution 2010-288; and
WHEREAS, the Town Board adopted a new Town Comprehensive Plan on September 27,
2010, through Resolution 2010-294; and
WHEREAS, throughout the Town Comprehensive Plan revision process, the Town Board
approved amendments and modifications to various land use and zoning designations; and
WHEREAS, in order to properly affect the various land use and zoning designation
amendments and modifications, the Town Board must execute modifications to the Town Code
and/or Town Zoning Designation Map, among other local official documents; and
WHEREAS, the Town Board hereby authorizes the Town Professionals to initiate
amendment proceedings in accordance with the revised Town Comprehensive Plan and
Supplemental Final Generic Environmental Impact Statement (SFGEIS).
NOW, THEREFORE, BE IT RESOLVED, AS FOLLOWS:
1. The Town Board hereby adopts and incorporates the recitations and statements set
forth above as if fully set forth and resolved herein.
2. The Town Board hereby authorizes the Town Professionals to initiate amendment
proceedings in accordance with the revised Town Comprehensive Plan and
Supplemental Final Generic Environmental Impact Statement (SFGEIS).

WHEREAS, a vacancy exists in the Town of Wappinger Board of Assessment Review
effective September 30, 2010; and
WHEREAS, the position was held by Robert Siefermann through September 30, 2010;
and
WHEREAS, Robert Siefermann has provided advice that he does not seek re-
appointment to the Town of Wappinger Board of Assessment Review; and
WHEREAS, the Town Board of the Town of Wappinger wishes to appoint
to fill the five year term on the Board of Assessment Review which expires
on September 30, 2015.

Resolution Reaffirming the Adoption of Rules of the Town Board of the Town of
Wappinger
WHEREAS, to ensure the orderly conduct of Town Board business, the Town Board
adopted a set of rules entitled "Rules of the Town Board of the Town of Wappinger" governing
the Town Board as set forth in Resolution No. 2006-01; and
WHEREAS, the Town Board modified the "Rules of the Town Board of the Town of
Wappinger" through Resolution 2009-092, as adopted on June S, 2009.
THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger
hereby re -affirms the "Rules of the Town Board of the Town of Wappinger," as the governing
rules of the Town Board.

RESOLUTION: 2010-394
Resolution Authorizing Attendance at the 2011 Association of Towns Annual Meeting
WHEREAS, the Town Board of the Town of Wappinger has annually authorized
members of the Town Board, Planning Board, Zoning Board of Appeals, Town Clerk, Town
Justices, Town Attorney and certain employees of the Town of Wappinger to attend the
Association of Towns Annual Meeting and Educational Conference; and
WHEREAS, the Town Budget for Fiscal Year 2011 includes educational expense line
items within various departments; and
WHEREAS, the Town Board of the Town of Wappinger has determined the purpose of
attendance to be primarily educational and requires all attendees to attend a minimum of four (4)

hours of daily educational seminars; and
WHEREAS, the Town Board has authorized related expenses as follows:
• Registration
• Overnight Accommodations for a maximum of 2 nights, with exception to the
delegate who shall be provided overnight accommodations for 3 nights
• Advance expense payment on a "per diem" basis in accordance with the NYS
Office the State Comptroller guidelines
WHEREAS, the Town Board has approved members of the Town Board, Town
Supervisor, Planning Board, Zoning Board of Appeals, Office of the Town Clerk (1
representative), Accounting Office (1 Representative), and Town Justices as attendees of the
2011 Association of Towns Meeting; and
WHEREAS, the Town Board approves the Attorney to the Town and Engineer to the
Town as attendees of the 2011 Association of Towns Meeting as payment of registration
expenses only.
NOW, THEREFORE, BE IT RESOLVED:
1. The recitations above set forth are incorporated in this Resolution as if fully set

Councilman Beale New Business
Councilman Beale noted that he received an email from an anonymous resident. The
resident pointed out that there is out-of-date information posted to the website.
Supervisor Colsey New Business
Supervisor Colsey noted that he has received a letter from a resident. During the period
in which the Board raised the fee for a municipal search and updated the website to reflect the
increased fee, a resident paid the old fee for a municipal search. The old fee was $100. The new
fee is $175. The resident is requesting that the additional $75 be waived. Supervisor Colsey
added that the fee can only be waived by the Town Board. Councilman Bettina stated that he did
not have a problem with waiving the $75. Councilman Beale also stated that he did not have an
objection to waiving the $75. Councilman Bettina made a motion to wave the additional $75.
The motion was seconded by Councilman Beale and passed unanimously.

Resolution Authorizing Full -Time Status for the Supervisor of Buildings and Grounds
WHEREAS, the Town Board authorized the appointment of part-time Supervisor of
Buildings and Grounds, Steven E. Frazier, on May 10, 2010, through resolution 2010-187; and
WHEREAS, the Town Board, through the 2011 Budget process, as finalized on

November 18, 2010, appropriated funding to modify the status of the Supervisor of Buildings
6.. and Grounds to full-time through Budget Line A7110.100; and
WHEREAS, the Town Board hereby authorizes the Town Supervisor and Town

Supervisor of Buildings and Grounds, with salary to be paid from Budget Line A7110.100 in the
annual amount of $57,000.00
NOW, THEREFORE, BE IT RESOLVED, as follows:
