A Special Meeting of the Town Board of the Town of Wappinger was
held on March 31, 1980, at Town Hall, Mill Street, Wappingers Falls,
Dutchess County, New York.
Supervisor Diehl opened the meeting at 4:22 P.M.

Notice of said meeting was sent to all Board Members on March 28th,
1980, calling the meeting for March 31, 1980, at 4:00 P.M., to
consider the bids that had been received for the purchase of a
tractor for the'Recreation Commission.
There had been a question on the original recommendation received
by the Recreation Commission Chairman ---he had recommended awarding
the bid to Pine Plains Ford Tractor Company in the amount of $12,804.00
although they were not the low bidder, due to the fact that the price
included rear tires loaded. This item was not included in the specs,
but Mr. Maurer felt it would be advantageous having this included.
He since was informed by the low bidder, FPC Farm Products Corp. that
this item was included in their bid of $12,790.00. Mr. Maurer then
submitted another recommendation to the Board changing from awarding
the bid to Pine Plains Ford Tractor to a recommendation of FPC Farm
Products, Corp. in the amount of $12,790.00.
Mr. Peter Muro, being recognized by the Chair, asked why the Commission
needed such a big piece of equipment; would this be used for all the
fields, and if so, how would it be transported from field to field.
It was too big for this job of working on the baseball fields, it
would ruin them. If it was driven on the public highway, it would
need to be'licensed and insured; he wondered if the Board had thought
of this.

Mrs. Reilly stated that she had been present at a meeting with Mr.
Maurer, and had asked similar questions. He had answered them to
her satisfaction ---the tractor would not be driven on the public
roads, therefore it would not need to be licensed. He felt this
was the size that was needed for maintenance and it could also be
used by the Highway Department. This equipment had been rented by
him in the past two years, so in the long run, it would be a savings.
Mrs. Mills pointed out that all equipment owned by the Town had to
be insured and this would be listed by the insurance carrier, once
it was purchased, on the blanket policy they held on all equipment.
Mr. Diehl concurred with the facts brought out by the two Councilwoman.
MRS. REILLY moved to award the bid for the purchase of an Industrial
Tractor/Loader to FPC Farm Products Corp. in the amount of $12,790.00,
as per written specifications, and 2 -Post Roll over protective
structure, as recommended by the Recreation Commission Chairman.
Seconded by Mrs. Mills
Roll Call Vote: 3 Ayes 0 Nays
Mrs. Mills remarked when she seconded this motion, that she knew
that Mrs. Reilly and Mr. Johnson had thoroughly investigated this
matter and she therefore would go along with their recommendation.
There was no other business to come before the Board since this was
the sole purpose of the meeting.
MRS. MILLS moved to close the special meeting, seconded by Mrs.
Reilly and carried.
The meeting closed at 4:35 P.M.
