1980-02-29 PH2 2:El= A Special Meeting was held by the Town Board of the Town of Wappinger on February 29, 1980 at Town Hall, Mill Street, in the Village of Wappingers Falls, Dutchess County, New York. Notice of said meeting was sent to all Board Members on February 26th, 1980, calling the meeting for February 29th, 1980 at 7:00 P.M. for the sole purpose of changing positions of present personnel and approving employment of part-time employees in the Building/Zoning Departments and Supervisor/Comptrollers offices. Notices were sent to the three newspapers and our radio stations and notice was posted on the bulletin board in the Town Clerk's office. Supervisor Diehl opened the meeting at 7:21 P.M. Present: Louis Diehl, Supervisor Nicholas Johnson, Councilman Bernice Mills, Councilwoman Frank Versace, Councilman Elaine Snowden, Town Clerk Absent: Janet Reilly, Councilwoman Supervisor Diehl made the appointment of Ann Buckley to position of Bookkeeper to fill the vacancy caused by the resignation of Gail Evans, at a salary of $8,566.00 The following resolution was offered by SUPERVISOR DIEHL who moved its adoption: RESOLVED, that the following person be and she hereby is appointed to the following office and position of employment with the Town of Wappinger to fill the position vacated by Ann Buckley, to serve in such capacity throughout the remainder of the year 1980. NAME Debra Brown OFFICE SALARY Water & Sewer Billing Clerk $8,156.00 AND IT IS FURTHER RESOLVED, that the salary fixed for the above designated office and position shall be paid to the holder of such office and position, payable every other Friday throughout the year 1980, commencing on March 3, 1980. Seconded by: Councilwoman Mills Roll Call Vote: 4 Ayes 0 Nays The following resolution was offered by COUNCILWOMAN MILLS who moved its adoption: RESOLVED, that Norma O'Rourke be and she hereby is appointed to serve as. Clerk to the Supervisor of the Town of Wappinger, Dutchess County, New York, to fill the position vacated by Debra Brown, and it is further RESOLVED, that the salary for the Clerk to the Supervisor of the Town of Wappinger be and the same hereby is fixed and established at an annual rate of $7,500.00, to be paid every other Friday throughout the year 1980, commencing on March 10, 1980. Seconded by: Councilman Johnson Roll Call Vote: 4 Ayes 0 Nays MR. JOHNSON moved that Evelyn Andersen be hired as an assistant for the Water and Sewer Billing Department, due to the increased work load in that department. Seconded by Mrs. Mills Roll Call Vote: 4 Ayes 0 Nays Supervisor Diehl then explained that Jean Christensen had been hired for part time help for Building and Zoning Department due to sickness and vacation time. She was still needed on a part- time basis in that department and also could be used part-time in the Comptroller's Office. Mr. Diehl recommended that Mrs. Christensen be permanently hired on a part time basis as a "floater" between Building/Zoning/Planning and the Comptroller's Department. Mrs. Mills pointed out that this position had already been approved for Building, Zoning and Planning Departments. This was included in the 1980 budget and the monies were there. Mr. Diehl explained that the work in Building, Zoning and Planning was caught up for the time being and she probably would not be needed there until July, however, the Comptroller's office doeshave a need now for assistance, and that was why he recommended that Mrs. Christensen be a "floater". Mr. Versace then questioned the Comptroller on the subject of monies in his department for the extra part time help; where was this coming from? Mr. Cuatt replied that at some point there would have to be a transfer within the Comptroller's budget, probably from "equipment" to "personal services". Mr. Versace then stated that he could not support this appointment tonight since there was too much confusion attached to it. In his mind, Mrs. Christensen was hired for Building/Zoning and Planning and monies had been allotted for kbe the position; however, this was not the case with the Comptroller's office, and until Mr. Cuatt clarified the need and specified where the money was coming from, he could not act on the motion. Mrs. Mills felt that Mrs. Christensen should put in the time where needed and when the time came for transfers, they could cross that bridge when they came to it and determine where to transfer the monies from. MRS. MILLS moved that Jean Christensen be hired as a "floater" for Building/Zoning Departments and Planning Board on a part-time basis. Seconded by Mr. Johnson Roll Call Vote: Councilman Johnson Aye Councilwoman Mills Aye Councilman Versace Nay Supervisor Diehl Aye Mr. Versace, clarifying his negative vote, stated that he had nothing personal against Mrs. Christensen, but it was based on the facts that he had heard tonight ---1. the work that she was hired for in Building/Zoning/Planning was evidently caught up, 2. the Comptroller had not requested part-time help and 3. there is no indication where the money is coming from if Mrs. Christensen or any other person, is hired for the Comptroller's Office. Supervisor Diehl then asked that everyone be patient during the next two or three weeks if telephones were not being answered quickly or mail was slower, since there was a change in personnel in his office, but he felt the actions taken tonight were all for the best since the present personnel were moving up.
