A Public Hearing was held by the Town Board of the Town of
Wappinger on November 5, 1979, on the Preliminary Budget and
Federal Revenue Sharing Budget of 1980, at the Town Hall, Mill
Street, Village of Wappingers Falls, Dutchess County, New York.
Supervisor Diehl opened the Hearing at 8:00 P.M.

The Town Clerk offered for the record the Affidavit of Posting and
Publication duly signed and notarized. (Attached hereto and made
part thereof of the minutes of this Hearing). Newspapers and radio
stations had been notified of this Hearing.
Mr. Rypn had handed out synopsis sheets of the budget whereby the
public could compare 1980 with 1979 budget.
Lloyd Anderson, Spook Hill Road, member of the highway department,
asked the Board how did they anticipate giving the 10% raise to the
highway, would it be 10% off the top or would it be in stages. He
did not think it was fair for each individual to get 10% of their
salary; it should start at the top and everyone get the same as the
one at the top, otherwise the gap would be getting bigger and bigger
between the workers.
John Cupina, 39 Robert Lane, asked what service could be expected
from the ambulance service for the amount of their contract in the
budget which was $38,000; he asked if this reduced the charges to the
individual if they used the services.
Ed Vitale, Wheeler Hill Road, commented that the 1979 budget for
the ambulance service was $34,000, has anyone figured out how much
this amounts to per call?

Mrs. Reilly answered that up to last week, they had made 717 calls
including fire calls, 513 trips were to hospital; the balance were
non-paying trips. If we did not have a contract with them, the cost
to the residents would be much higher.
Mr. Anderson asked how come retirement was going down, everything
else was going up. Mr. Ryan replied that the benefit fee was not
going down but the rate of the Town's contribution was declining
due to the fact that employees now contribute, plus the fact that
the Town is still paying on a shortage they had several years ago,
and each year this amount dwindles.
Mike Krisco asked what the status was now on the hospitalization;
the highway department was having problems with the new insurance.
Why was this taking so long to straighten, he wanted to know.
Mr. Johnson replied that the problems were now solved, but he did
not know why it was taking this length of time.
At this point, Mr. Diehl asked the Board to consider putting in
$15,000 on the necessary line item for a club house for Rockingham.
Mr. John Bucklry interrupted to ask why invest money into something
that will only be wrecked, it's just another item for the kids to
tear apart.
Mr. Mike Hirkala asked if Federal Revenue Sharing was a lot less
this year.
Mr. Lloyd Anderson asked why there was a line item on social security
under Central Wappinger Water District ---this town has no water depart-
ment. Mr. Ryan answered that the salary and benefits of the water and
sewer billing clerk were distributed among the districts, also the
meter readers.
Mike Hirkala asked what the difference was between a park and a
playground. It was explained that parks were under maintenance and
playground were under programs and each incurred their own expenses.
Mr. Anderson asked about the barn on Montfort Road ---why was it still
there, were they waiting for the kids to tear it down. They should
take care of it.
Mary Schmalz felt the barn should be restored, it could be used for
arts and crafts in the bad weather; many mothers are working and when
the weather is bad, they could use the building for continuing the
program for the day instead of sending the aides home; they are paid
by the day and if the weather is bad, they go home. Why not utilize
this building; it could be used for storage, also. There are all
kinds of restoration funds that the town could apply for to fix this
building. Most of them are matching funds and it could be done in
stages, a little at a time.
Ralph Holt, Brothers Road, asked about the Schlathaus property and
what plans the town has for this property; is there any money in
tie this budget for any type of project.
Mr. Diehl explained what had been done so far; plans had been made
to make a meeting room in the basement, also a bandstand for concerts,
a Christmas Tree ceremony was being planned, also a small parking lot.
Mr. Holt then asked if they could take down the dead trees and replace
them with new ones.
Mr. Hirkala asked about the Youth Program, Page 3, Line 45, how
does that tie in with Recreation totals, do they benefit?
What about vehicles, are they a charge in both A&B?
