Resolution Adopting Annual Budget for Fiscal Year 2011
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Midd1ebush Road, Wappingers Falls, New York, on
November 18, 2010.
The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being
called, the following were present:
PRESENT: Supervisor
Councilmembers
Christopher J. Colsey
William H. Beale
Vincent F. Bettina
Ismay Czarniecki
Joseph P. Paoloni
ABSENT:
The following Resolution was introduced by Supervisor Colsey and seconded by
Councilwoman Czamiecki.
WHEREAS, on October 23,2010, the Town Board, pursuant to and in accordance with
the provisions of Section 106 of the Town Law and other applicable provisions of law, adopted
the Preliminary Budget, by Resolution No. 2010-336; and
WHEREAS, in accordance with Resolution No. 2010-321, a Public Hearing on the
Preliminary Budget was held on November 4,2010, at 6:00 p.m., and all parties in attendance
were permitted an opportunity to speak on behalf of or in opposition to the proposed Annual
Budget for the fiscal year 2011; and
WHEREAS, the Town Board has taken into consideration the comments made by the
public at the Public Hearing.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. Pursuant to and in accordance with the provisions of Section 109 of the Town
Law and other applicable provisions of law, the annexed detailed statement of
expenditures and revenues of the Town of Wappinger is hereby approved and
adopted as the Annual Budget of the Town of Wappinger for the fiscal year
beginning January 1,2011.
3. The Town Clerk is hereby directed to enter the Annual Budget adopted herein in
the minutes of the Town Board.
4. The Town Board further directs that the amounts identified in the Annual Budget
adopted herein shall be appropriated.

NOTICE OF PUBLIC HEARING
TOWN OF WAPPINGER
NOTICE IS HEREBY GIVEN that the Town Board of the Town of Wappinger will
conduct a PUBLIC HEARING on the 13th day of December, 2010, at 7:00 p.m. at the Town
Hall, Town of Wappinger, 20 Middlebush Road, Wappingers Falls, New York, at which time all
parties in interest and citizens shall have an opportunity to be heard as to whether the Town
Board of the Town of Wappinger shall adopt proposed Local Law No. _ of the Year 2010,
Entitled "Capital Buy-In Fees for Water and Sewer Districts".
PLEASE TAKE FURTHER NOTICE that the purpose of the proposed Local Law is to
increase capital buy-in fees to be paid by out of district parcels for entrance into the Town's Water
and/or Sewer District. The Town Board has re-examined its current capital buy-in policy for out of
district users and has determined that the buy-in fee should be more reflective of the value of the
Water and Sewer Plants to which the parcels will be connected.
PLEASE TAKE FURTHER NOTICE that the Town Board has determined that pursuant
to 6 NYCRR 617.5 (c) (20) or pursuant to Local Law No.6 of 1992 the proposed adoption ofthe
aforementioned Local Law is a Type II action not requiring environmental review pursuant to the
State Environmental Quality Review Act (SEQRA) and, accordingly, no environmental review has
been undertaken.
PLEASE TAKE FURTHER NOTICE that copies of the proposed Local Law No._ of
the Year 2010 are available for review and inspection at the Office of the Town Clerk on weekdays
from 8:30 a.m. to 4:00 p.m., at the Town Hall, 20 Middlebush Road, Wappingers Falls, New York.

WATER/SEWER RATES AND RENTS FOR SPECIAL IMPROVEMENT
DISTRICTS AND SPECIAL IMPROVEMENT AREAS FOR FISCAL YEAR 2011
NOTICE IS HEREBY GIVEN that the Town Board of the Town of Wappinger, Dutchess County, New
York, has completed the proposed budgets for the Special Improvement Districts and Special Improvement Areas
in the Town of Wappinger. In accordance with the preliminary budgets, the Town has established proposed
capital budgets, quarterly operation and maintenance charges, rates and/or rents to be levied and charged against
those properties within the Special Improvement Districts and Special Improvement Areas in the Town of
Wappinger in order to finance their capital needs, operations and maintenance during calendar year 2011.
PLEASE TAKE FURTHER NOTICE that the Town Board will conduct a Public Hearing at Town
Hall, 20 Middlebush Road, Wappingers Falls, New York, starting at 6:00 p.m. on Thursday, November 4,
2010 to hear any objections which may be made to the proposed capital budgets and proposed quarterly operation
and maintenance charges, rates and/or rents for the following Special Improvement Districts and Special
Improvement Areas:

Dear Town Board:
In accordance with N.Y. Town Law ~ 106 : NY Code entitled Preparation, filing and review of
tentative and preliminary budgets, enclosed find a copy of the 2011 Town of Wappinger
Tentative Budget.
The Town Supervisor presented a copy of the 2011 Town of Wappinger Tentative Budget to my
office on Thursday, September 30, 2010, in compliance with N.Y. Town Law ~ 106 (2). The
Budget was scanned to Laserfiche and made public on Friday, October 1,2010.
N.Y. Town Law ~ 106 (3) states "the town clerk shall.present the tentative budget to the town
board at a regular or special meeting to be held on or before the fifth day of October." Within
the green packets, you will find the following:

Resolution Scheduling Town Board Meetings to Adopt Budgets for Fiscal Year 2011
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on
September 27,2010.
The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being
called, the following were present:

The following Resolution was introduced by Councilman Beale and seconded by
Councilwoman Czarniecki.
WHEREAS, the Town Supervisor, as Budget Officer, pursuant to ~ 1 06 of the Town
Law, has presented the Tentative Budget to the Town Board for review, examination and
possible revision; and
WHEREAS, said Tentative Budget has been submitted to the Town Clerk on
,2010, as required by law; and
WHEREAS, the Town Clerk, on October 4th, 2010, has delivered the Tentative Budget
to the Town Board in accordance with Town Law ~ 106; and
WHEREAS, New York State Town Law ~ 1 08 requires that the Town Board must hold a
public hearing on the Preliminary Budget on or before the Thursday immediately following the
general election in November; and
WHEREAS, Town Law requires the adoption of a Final Budget on or before November
20,2010; and
WHEREAS, in order to accomplish the Budget Adoption Schedule set forth in Article 8
of the Town Law, the Town Board hereby establishes the following tentative schedule of Town
Board Meetings set forth below, reserving unto itself the right to change the scheduled meetings
if circumstances require.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board hereby schedules the
following meetings of the Town Board to be held at the Town Hall, 20 Middlebush Road,
Wappingers Falls, New York, commencing at 6:00 p.m. on the following dates for the purpose of
