As you are aware, we sent out requests (RFD's) for the engineering services we will need to help us build a handicapped accessible baseball field. To this end we have received two (2) requests to gain this position. We also received a letter from another engine~ring firm, not submitting a cost proposal, but indicating that they stand ready to assist us by offering their services at a reduced price, in cooperation with their colleagues. This is fine, but only time will tell if we will be able to take them up on their offer. The two (2) requests we have received are from Morris Associates and Clark Patterson Lee. We have met with both firms and thank them for their assistance in understanding the problem we are faced with. After much discussion, we have decided to request our Town Board accept the proposal as submitted by Clark Patterson Lee. Both firms are well known and have excellent staffs. Since we are controlled by resources available we are looking at both dollars and staffs. The lowest bid came from Clark Patterson Lee and that is the firm we recommend to you for your approval as the engineering firm that will help us construct the challenger field. This office is prepared to provide engineering services for the above referenced project as follows: 1. SCOPE OF SERVICES: Phase One - Field Data Collection and Design Mapping A. Verify existing site conditions and rough layout of the area proposed for the field in the company of the Little League and Recreation representatives. B. Photograph existing conditions in the area proposed for the field. C. Prepare an existing site map/survey with contours for use in the design of the field. Phase Two - Project Estimates Prepare a detailed cost estimate for completion of the project. The estimate will include all items necessary to accomplish the project. These items include: · Costs for engineering design, preparation of bid documents, contract administration and inspection. · Costs for construction of the field with detailed estimates for materials used in the construction. Morris Associates recognizes that, due to limited funds, an important part of their role in this project will be to meet with the Town's Recreation Committee and Little League representatives to coordinate the solicitation of donations of material and/or work to help defray costs for construction of the field. Based on these meetings and confirmation of donations, a decision will be made about going forward with the design and bidding of the project. The scale and details of the project will likely vary based on available funds as well as donations of services and materials that are obtained. Christopher Colsey, Supervisor Town of Wappinger July 9, 2010 Page 2 Re: Proposal for Engineering Services Therefore, the quoted costs for services, especially in Phase Three - Site Design and somewhat in Phase Four - Bidding, Inspection and Contract Administration will be determined upon mutual agreement of Morris Associates and the Town based on the ultimate scale of the project. We have provided a range of costs that could be expected for Phases Three and Four. Phase Three - Site Design A. Prepare construction plans for the field. B. Prepare construction specifications and contract documents for solicitation of bids and contract award for the project. Please note, the following is assumed in the development or these tasks: · All drawings prepared shall be created using AutoCad design and drafting software. · The Town of Wappinger will be responsible for the selection of materials for the park based upon their research and coordination with the Contractor. · Construction Specification Institute specifications will not be developed. All construction information will be included with the plans. · Morris Associates will work closely with the selected Contractor to provide only the information needed for the construction. Phase Four - Bidding, Inspection and Contract Administration · Advertise for solicitation of bids for the project. · Coordinate pre-bid meeting and conference. · Provide evaluation and a recommendation for the selection of the successful bidder. · Provide inspection and reports to the Town of construction. · Provide estimates and recommendation for payment to the contractor during construction. · Provide punch list and assure satisfactory completion of the project. 2. SCHEDULE OF PAYMENTS: The fee schedule is based on actual time spent on similar projects which is used in estimating the cost of your specific project. Every effort will be made to keep the cost of the construction documents and meeting times to a minimum. Morris Associates is required to provide specific information in the construction documents to assure that proper inspections can be done during the construction phase of the project. We have researched the Challenger program and associated field requirements, including contacting Little League Headquarters in Williamsport, Pa. At this point in time I do not feel as though I have a clear enough understanding of the project scope to offer a cost proposal for engineering services. However, recognizing the merit of this project I would like to offer my firm's services on an hourly basis at rates that are reduced fifty percent from our standard hourly rate schedule. If you would like to pursue this proposal further I can provide you a listing of reduced rates. It seems to me that most, if not all of the professionals in our area would recognize the merit of this project and would be willing to help in some way. So as an alternative, I also offer to donate a portion of the required engineering services in cooperation with my colleagues who may be inclined to do the same. I would be happy to discuss this further with you at your convenience. I commend you for undertaking this project and I wish you the very best in hope that the Challenger Field will come to fruition.
