1978-12-18 SPMA Special Meeting of the Town Board of the Town of Wappinger
was held on December 18, 1978, at Town Hall, Mill Street, Vitlage
of Wappingers Falls, Dutchess County, New York.
Notice of said meeting was mailed to each Board member on December
15, 1978, calling the meeting for 5:20 P.M. on December 18, 1978,
for the purpose of adopting the Assessment Rolls for the various
Sewer and Water Improvements and Districts of the Town of Wappinger,
and any other business that may properly come before the Board.
Notices were also given of said meeting to the Poughkeepsie Journal,
the Wappinger and Southern Dutchess News and the Beacon Evening
News, Radio Stations WBNR, WHPN, WEOK and WKIP. A notice was
posted on the Town Clerk's Bulletin Board.
Deputy Supervisor Jensen called the meeting to order at 5:20 P.M.

the Benefit Assessment Rolls for Wappinger Sewer Improvement No. 1,
Central Wappinger Water Improvement, Oakwood Knolls Water District,
Fleetwood Water District, Ardmore Water Improvement, Tall Trees
Water Improvement, Fleetwood Sewer District, Wildwood Sewer District,
Mid -Point Park Sewer District and Watch Hill Sewer Improvement, the
matter was placed before the Board for their consideration.

Mr. Jensen noted that the Board had previously requested the
Engineer to the Town to review costs of integrating new wells
with the old wells and submit all particulars to the Board. At •
this time he felt that the proper paper work should be sent to
Water Resources Commission for permission to hook up these wells
to the system.
MR. JENSEN moved that Mr. Lapar be directed to make application
to the Water Resource Commission to integrate the new wells in
Central Wappinger Water Improvement with the old wells.

MR. JENSEN moved that Mr. Lapar be directed to continue to
review and investigate all methods of improving the yields of
the wells at Hilltop and report back to the Town Board.

MRS. MILLS moved to direct the Engineer to the Town to investigate
and make a proposal for new wells at the Tall Trees Water District
site or whatever would be necessary to improve the output of the
present well and further direct the Engineer to investigate costs
and approvals necessary to put wells in the Wappinger Creek
(Quiet Acres) Area.

A letter was received from James Spratt, Commissioner of Dutchess
County Department of Public Works stating that our request for
30 MPH speed limit on Old Hopewell Road and Chelsea Road was
unrealistic and would create difficulties in enforcement.
The Board agreed that they would discuss this matter with the
County Legislators familiar with said areas and have them attempt

to resolve the matter with the Departmeamt of Public Works, as
they did not concur with Mr. Spratt in this matter.
Mrs. Mills had had a complaint regarding a curve on Wildwood
Drive at the intersection of Brian Place. The resident had
complained of two accidents occurring on his front lawn, one of
which resulted in two trees falling down. He was fearful that
the next time it might be his home and asked that a warning curve
sign be installed.
MRS. MILLS moved that a letter be directed to Mr. Horton request-
ing him to contact the owners of the home at 21 Wildwood Drive,
investigate their complaint and report to the Town Board by mail
before the next Town Board meetingiwith his recommendation.
MRS. MILLS moved to adjourn the meeting, seconded by Mrs. Reilly
and carried.

Mr. Jensen explained that these Benefit Assessment Rolls must
be filed with the County each year in order to appear on the
Tax Bilis. The formula was arrived at four or five years ago
and they represent the cost that is still outstanding on the
bonds for each district. The rate on this district per unit
will be $178.64 for 1979.
No one spoke for or against this rate.

Deputy Supervisor Jensen opened the Hearing at 4:45 P.M.

The Deputy Town Clerk offered for the record the Affidavit of
Posting and Publication, duly signed and notarized (attached
hereto). Newspapers and radio stations had been notified and
notice was posted on the Town Clerk's Bulletin Board.
Mr. Jensen stated that there was a slight reduction in the rate
than what was originally stated; it went from $30.40 to $29.25.
Mr. Ryan explained that this was due to the fact that Central
Hudson, New York Telephone Company and Cablevision had been left
off the original roll. Last year the rate was $31.22, so there
was a decrease from last year.
No one else spoke.
MRS. REILLY moved to close the Hearing, seconded by Mrs. Mills and
carried.

Area.
Deputy Supervisor Jensen opened the Hearing at 4:50 P.M.

The Deputy Town Clerk offered for the record the Affidavit of
Posting and Publication duly signed and notarized (attached
hereto). Notices were sent to the newspapers and radio stations
and notice was posted on the Town Clerk's Bulletin Board.
Mr. Jensen stated that the new rate was $102.50, last year was
$47.98; the increase was due to the fact that full bonding had
not been done until this year.
Mr. Ryan explained that the rate was originally set at $106.29,
but Central Hudson, New York Telephone and Cablevision had been
left off the roll, therefore decreasing the rate.
John Kanarsky, Ardmore Hills --questioned the tremendous jump
in the rate.
Mr. Ryan explained that both principal and interest must be
paid on the bond for 1979, previously we paid just the intermpt.
No one else spoke.

Reilly and carried.

A Public Hearing was held by the Town Board of the Town of
Wappinger on December 18, 1978 at 5:15 P.M. at Town Hall, Mill
Street, Village of Wappingers Falls, Dutchess County, New York,
on the Benefit Assessment Roll of the Watch Hill Sewer Improvement.
Deputy Supervisor Jensen opened the Hearing at 5:15 P.M.
Present:
Leif Jensen, Deputy Supervisor
Bernice Mills, Councilwoman
Janet Reilly, Councilwoman
Gladys Ruit, Deputy Town Clerk
Absent:
Louis Diehl, Supervisor
Nicholas Johnson, Councilman
Others Present:
Matthew Ryan, Comptroller
The Deputy Town Clerk offered for the record the Affidavit of
Posting and Publication duly signed and notarized (attached
hereto). Newspapers and radio stations had been notified and
notice was posted on the Town Clerk's Bulletin Board.
Mr. Jensen noted that this district was a new one on the rolls
and the rate was $96.17.
No one spoke at this Hearing.
MRS. MILLS moved to close the Public Hearing, seconded by Mrs.
Reilly and carried.
The Hearing closed at 5:17 P.M.
