1978-04-17 SPM6i.1 A Special Meeting of the Town Board of the Town of Wappinger was held on April 17th, 1978, at the Town Hall, Mill Street Wappingers Falls, New York. Notice of said meeting was mailed to each Board member on April 14, 1978, calling the meeting for 7:15 P.M. April 17, 1978 for the purpose of transferring monies to expedite Mid -Point Park sewer work and any other business that may come before the Board. Notices were also given of said meeting to the Poughkeepsie Journal, Southern Dutchess News (W&SD News) and the Beacon Evening News, also Radio Stations, WBNR, WHPN, WEOK, and WKIP. Notice of said meeting was posted on the Town Clerk's Bulletin Board on April 14, 1978. Supervisor Diehl called the meeting to order at 7:25 P.M. Present: Louis Diehl, Supervisor Leif Jensen, Councilman Bernice Mills, Councilwoman Janet Reilly, Councilwoman Gladys Ruit, Deputy Town Clerk Absent: Nicholas Johnson, Councilman Others Present: Jon Adams, Attorney -----Matthew Ryan, Comptroller Mr. Diehl explained the purpose of the meeting was to transfer funds to commence work on the Mid -Point Park sewer plant. Hall & Company had come in with a low bid of $15,100 on the assumption they would get all three jobs on the other sewer plants that needed work. The bid price would only stay at this figure if it included all work that was bid on. Since this work was mandated by the Dutchess County Department of Health, it was suggested that the necessary funds be transferred from the General Fund, Part Town with interest. MR. DIEHL moved that the sum of $15,100.00 be transferred from General Fund Part Town to Mid -Point Park Sewer District for the purpose of completing work at the Mid -Point Sewer Plant and further that this sum be repaid with interest upon favorable response to the bond sale. Seconded by Mr. Jensen Roll Call Vote: 4 Ayes 0 Nays The following letter was read: April 6, 1978 Town Board, Town of Wappinger Mill Street Wappingers Falls, N.Y. Re: Oakwood S.T.P. Hydraulic Situation Dear Board Members: As per your request, this office has begun to evaluate the hydraulic situation at the above referenced facility. Based on our preliminary calculations, we find no hydraulic deficiency with the facility as originally designed. Since the major area of concern is between the bio -discs and the final clarifiers; it is our recommendation that the pipelines connecting these units be rodded and cleaned out as there may be a blockage present. JENSEN moved that the Engineer be instructed to contact the proper rodding companies to clean out the sewer lines at the Oakwood Sewer Plant. Seconded by Mr. Diehl. Roll Call Vote: 4 Ayes 0 Nays Mr. Diehl then made reference to letter from Camo Pollution Control of January 25, 1978 with four specific suggestions made by Mr. Marcogliese of the New York State Department of Environ- mental Conservation. Items #1, 2 & 3 had been taken care of at regular meeting of Town Board held April 10, 1978, Item #4 remained, regarding a cover for the sludge holding tank at Oakwood. Camo felt a cover would serve no purpose since it would be next to impossible to make it air tight. Mr. Lapar, in his letter of February 15, 1978 to the Town Board agreed with Camo. MR. JENSEN moved that copies of Camo Pollution Control letter dated January 25, 1978 and Mr. Lapar's letter of February 15, 1978, be sent to Mr. Marcogliese of the New York State Department 6 91 10) of Environmental Conservation and inform him that contents of such letters indicate further discussion is warranted. Seconded by Mrs. Mills Roll Call Vote: 4 Ayes 0 Nays In other business, Mrs. Mills reported that she had checked into the Memorial Day Holiday, and according to law, the holiday must be celebrated on Tuesday, May 30, 1978. Mr. Adams further ex- plained that under the Public Officers Law, Section 63 of the State of New York, it is mandated that we observe this holiday kir on May 30th, and since we are a municipality, we are under this jurisdiction. Mrs. Mills said they had considered closing the Town offices on the 29th of May in order to give the employess a three day weekend. MRS. MILLS moved that a letter be sent to all Department Heads advising them that Tuesday, May 30th, 1978, would be the date that all Town Offices would be closed to observe Memorial Day. Seconded by Mrs. Reilly. Roll Call Vote: 4 Ayes 0 Nays There being no other business to come before the Board, Mr. Diehl entertained a motion to adjourn the meeting. MR.
