Wappinger will meet at the Town Hall, 20 Middlebush Road, Town of Wappinger,
Dutchess County, New York on the 9th day of November 2006, at 7:30 p.m. o'clock for
the purpose of holding a Public Hearing on the Preliminary Budget of said Town for the
fiscal year beginning January 2007.
A copy of said Preliminary Budget is available at the office of the Town Clerk of
the Town of Wappinger, Town Hall, 20 Middlebush Road during the hours of 8:30 a.m.
and 4:00 p.m. Monday through Friday where it may be inspected by any interested
person.

NOTICE IS HEREBY GIVEN that the Town Board of the Town of Wappinger will
conduct a PUBLIC HEARING on the 9th day of January, 2006, at 7:30 p.m. at the Town Hall,
Town of Wappinger, 20 Middlebush Road, Wappingers Falls, New York, at which time all
parties in interest and citizens shall have an opportunity to be heard as to the adoption of the
"Sewer Rent Structure for all Sewer Districts and Sewer Improvements in the Town of
Wappinger for the 2006 Calendar Year." A copy ofthe proposed sewer rent structure is attached
hereto.
PLEASE TAKE FURTHER NOTICE that the Town Board has determined that pursuant
to 6NYCRR g617.5 (c) (20) the proposed adoption of the aforementioned Resolution is a Type II
action not requiring environmental review pursuant to the State Environmental Quality Review Act
(SEQRA) or pursuant to Local Law No.6 of 1992 and, accordingly, no environmental review has
been undertaken.

PUBLIC HEARING NOTICE
Deaf Water District Resident:
The Town Board will be holding a Public Hearing for your Water District on January 9,
2006 at 7:30PM to set the rates that will be charged for the calendar year 2006. The
Public Hearing will be held at Town Hall located at 20 Middlebush Road.
Costs to produce the water have risen dramatically over the last year and will be
reflected in the new rates. It is necessary to raise the rates because of three (3) specific
reasons:
1) Utility Cost:
The cost of electricity spiked very sharp during the last quarter of 2005, and there is
no assurance from the utility company that the rates will not continue to rise in
calendar year 2006. Due to the amount of electric usage and the large electric bill
that we incur for the water system, rates will need to be adjusted. In the past, the
Town of Wappinger paid 9 cents per kilowatt hour. Now, the Town is being
charged 15 cents per kilowatt hour. In 2005, the Town budgeted $94,000 for
electricity. The Town spent $150,000 in electricity that year totaling a $66,000
difference. For 2006, the Town will be budgeting $170,000 for electricity. This is a
$76,000 increase since 2005.
2) The Amount of Water Pumped:
We have completed all of the improvements in the central water system; the
residents are enjoying the benefits of a modern water system. When the Town
drafted the budget in 2004, there was no operating history on which to base the
budget. 2005 was the first year the Town used the new system and we can now base
our budgets on the usage of this past year. For the first time in many years, the
Town did not have to issue a water ban during the dry summer months. This past
summer, we experienced one of the most severe droughts in nearly a decade, yet,
because of the new system, service was able to go uninterrupted even when water
usage was higher than in the past.
3) Declinine: Fund Balances:
Each year, the Town Board uses ftmd balances to offset the costs of operations anq
to minimize rate increases. Due to the significant increase in operating costs, thesel
fund balances have been reduced. In 2005 the budget for your water district was .
$644,372 and the Town appropriated $100,000 from the fund balance to offset thel
increase operation costs. Due to the increase in operating costs, the 2006 budget i~
$814,523. There is only $79,000 in fund balance available to appropriate this yeat.
The decline in available fund balance is one of the factors contributing to the rate'
mcrease.
The new quarterly rates are proposed to be as follows:

in Excess of 2,500 cubic feet .

$90.00 Base Rate for the First 18,700 Gallon/Quarter
$ 2.40 Overage Charge per 1,000 Gallons for Water
Between 18,700 - 250,000 Gallons
$ 3.20 Overage Charge per 1,000 Gallons for Water
Over 250,000 Gallons.
