The Reorganizational Meeting of the Town Board of the Town of
Wappinger was held on January 2, 1976 at 7:00 P.M. at the Town
Hall, Mill Street, Wappingers Falls, New York.
Supervisor Diehl called the meeting to order at 7:07 P.M.
Present:

Supervisor Diehl opened the meeting by introducing Nicholas Johnson,
and welcoming him to the Board. He then addressed the floor stating
that a Special Meeting had been conducted earlier in the afternoon
to consider only those Resolutions dealing with salaries and some
appointments, in order to give the Comptroller authorization to
issue the payroll. He further declared that all those Resolutions
would be re -read for the benefit of those now present.
The first item on the Agenda was the designations by the Supervisor,
Town Clerk and Highway Superintendent of their appointments.
Supervisor Diehl announced the appointment of Louis Clausen as
Deputy Supervisor; John Doyla as his Bookkeeper, and William Egan
as his Confidential Secretary.
Town Clerk Elaine Snowden announced the appointment of Gladys Ruit
and Ethel Relyea as her two Deputies.
Highway Superintendent William Horton designated Kenneth Croshier
as his Deputy Superintendent of Highways.
The Town Clerk then read the Resolutions that had been adopted by
the Town Board at the Special Meeting held earlier in the afternoon
of this day.
The titles of those Resolutions, having been duly adopted at
the Special Meeting January 2, 1976 at 3:30 P.M. are as follows:

TO THE COMPTROLLER OF THE TOWN
OF WAPPINGER
RESOLVED, that Marlene Ziegler be and she hereby is appointed
to serve as Part-time Bookkeeper to the Comtroller of the Town of
Wappinger, Dutchess County, New York, and it is further
RESOLVED, that the salary for the Bookkeeper to the Comptroller
of the Town of Wappinger be and the same hereby is fixed and
established at an hourly rate of $2.95, to be paid every other
Friday throughout the year 1976, with 27, pay periods during such
year, with the first payday to be January 2, 1976.

SUPERVISOR DIEHL moved to offer the names of Lois English and
Bridget Gannon to be considered by the Comptroller for the posi-
tion of Part-time Bookkeeper to the Comptroller for him to review
their applications, and, in his best judgement, be authorized to
appoint the best qualified of these two persons to the position
of P/T Bookkeepr for the Comptroller, and further, authority is
given to the Comptroller to terminate the employment of the
appointee if performance is not satisfactory, subject to Town
Board approval if the reasons indicateperformance is not satis-
factory.

the year 1976, unless their services shall be sooner terminated,
at the pleasure of the Supervisor:

OF WAPPINGER HIGHWAY DEPARTMENT
The following resolution was offered by COUNCILMAN VERSACE
who moved its adoption:
RESOLVED, that the pay scale for the following categories
of employees hired by the Town of Wappinger Highway Department
be and the same hereby is fixed and established at the following
minimum to maximum hourly rates:

$5.01 to 5.20 per hour
4.96 to 5.05 per hour

The following resolution was offered by SUPERVISOR DIEHL
who moved its adoption:
RESOLVED, that the pay scale for all extra part time
clerical employees engaged to perform services for
Board of this Town and/or its officers, officials,
be and the same hereby is fixed and established at
hourly rate of $3.10 per hour, and it is further
the Town

A Resolution for the appointment of a Part -Time Clerk to the
Zoning Administrator was read by the Clerk.
Mr. Jensen, on this particular appointment, questioned the need
for a part-time Clerk in the Zoning Administrator office. He
believes since the Building and Zoning climates have diminished
greatly over the last year, and doesn't believe there will be much of
an upturn in 1976, therefore, he recommended the Board either table
this particular appointment at this particular time or until the
Board can get a better clarification from the Zoning Administrator
for the need of said help. Mr. Johnson concurred with Mr. Jensen,
and added that, having been a member of the Zoning Board of Appeals
did not see the work load which would justify a parttime clerk.
He would also like to have some additional information that shows
the need. Mr. Diehl recommended, at this time, that the Miscell-
aneous Committee, Messrs. Clausen and Johnson, look into the
situation and report back to the Board so the Board can weigh
their findings, and at this time hold up on the Eppointment.
Mr. Clausen took the tack that, first this particular matter
should have been investigated and resolved before the meeting,
secondly, perhaps all departments should be re-evaluated as to the
needs of employees, and thirdly, he would prefer considering the
resolution for the appointment of a part time clerk for the Zoning
Administrator with the stipulation that the Zoning Administrator
supply the necessary information, evaluate it and if, then necessary,
rescind the appointment. Mr. Versace concurred with Mr. Clausen.
MR. JENSEN moved to table the Resolution appointing a part time
clerk to the Zoning Administrator.

of Wappinger, Dutchess County, New York, for a term of four years
commencing January 1, 1976 and ending December 31, 1979, pursuant
to Section 4123, Public Health Law, and it is further
RESOLVED, that said Registrar of Vital Statistics to the
Town of Wappinger shall receive no salary or compensation, however,
she shall be entitled to receive for the performance of the duties
of this respective office the fees fixed by applicable statute.

in the Town of Wappinger, Dutchess County, New York, and having
a general circulation in this Town, and being a newspaper entered
as second class mail matter, be and the same hereby is designa-
ted as the official paper of this Town, and it is further
RESOLVED, that the Poughkeepsie Journal and the Evening
News, newspapers published in the County of Dutchess and having
general circulstion therein, be and they hereby are designated
as additional newspapers for the publication of Town notices,
subject to the limitations of Section 64, Subdivision II of
the Town Law of the State of New York, and it is further
RESOLVED, that the Town Clerk be and she hereby is author-
ized and directed to give notice of such designation to the pub-
lishers of such newspapers.

read.

for such accountant is verified now that the Town has established

Receiver of Taxes, and it is further
RESOLVED, that payments from said petty cash account
be made and that the Supervisor of this Town be reimbursed
for advances made to such account in accordance with the pro-
vis.ions of Section 64, Subdivision Ia of the Town Law of the
State of New York.

The following resolution was offered by COUNCILMAN CLAUSEN
who moved its adoption:
WHEREAS, Subdivision 10 of Section 29 of the Town Law
requires that the Supervisor of each Town prepare and file
with the Town Clerk within 30 days after the expiration of
each fiscal year, an annual financial report accounting for
all monies received and disbursed by him, together with the
certificates or certificate of the bank or trust company where
town monies are deposited, showing the amount of such monies
on deposit with said bank or trust company, and cause a certi-
fied copy of such report to be published in the official news-
paper.
WHEREAS, in lieu of preparing the report required by
Subdivision 10 of Section 29 of the Town Law, the Town Board
may determine, by resolution, that the Supervisor shall submit
to the Town Clerk within 60 days after the close of the fiscal
year, a copy of the report to the State Comptroller required
by Section 30 of the General Municipal Law and the Town Clerk
shall cause a summary of such report to be published within 10
days after receipt thereof in a form approved by the State
Comptroller in the official newspaper.
NOW, THEREFORE IT IS HEREBY
RESOLVED, that in lieu of preparing the report required

OF TOWN FUNDS
The following resolution was offered by COUNCILMAN CLAUSEN
who moved its adoption:
WHEREAS, it has come to the attention of this Town Board
of the Town of Wappinger that there are now or may be in the
future funds and monies, except proceeds of loans and monies
the investment or which is otherwise provided for by law,
belonging to the Town which are or which may be in excess of
the amount required for immediate expenditure to pay current
expenses and obligations, and
WHEREAS, it is or it may be to the advantage of the Town
to deposit and/or invest all or part of such funds in special
time deposit accounts, in, or certificates of deposit issued
by, banks or trust companies located and authorized to do
business in this State, short term obligations of the United
States of America and/or the State of New York, and
WHEREAS, it appears that the temporary deposit and/or
investment of such excess and surplus funds may be beneficial
and profitable to the Town of Wappinger,
NOW THEREFORE, it is hereby
RESOLVED, that the duly elected, qualified and acting
Supervisor of the Town of Wappinger be and he hereby is
authorized, empowered and directed to deposit and/or invest

The following resolution was offered by COUNCILMAN CLAUSEN
who moved its adoption:
RESOLVED, that voucher -order checks of the Town of Wappin-
ger may be signed with a facsimile signature of the Supervisor
of the Town of Wappinger as reproduced by a mechanical check -
signing device or machine provided that the safeguards specified
by the manufacturer and inherent in the operations of such
device are properly observed, and it is further
RESOLVED, that a certified copy of this resolution be
filed with all banking institutions which are depositaries
of the monies and funds of the Town of Wappinger, for the
purpose of indicating authority for the use of such facsimile
signature, and it is
RESOLVED, that the Supervisor of the Town of Wappinger
be and he is hereby authorized and empowered to take all steps
which may be necessary and proper to acquire a mechanical
checksigning device for use in conformity with this resolution.

RESOLVED, that Donald Keller be and he hereby is appointed
to fill the vacancy on the Planning Board of the Town of Wappinger
which has occurred by reason of the expiration of the term of
office, and it is further
RESOLVED, that the said Donald Keller is hereby appointed
to the said Town Planning Board for a term which shall expire
on the 4th day of January 1983.

Mr. Diehl indicated that he had neglected to bring the following
letter before the Board, and had had a telephone call on it
today, so he was placing it before the Board now for their
consideration and possible action.

Dear Diehl:
This hospital is contemplating the construction of a chain link
fence around the entire hospital grounds, in order to have
security for patients, visitors and employees. Recently, a
patient, who had been missing for four days, was found dead
in the dense woods adjoining our grounds. In view of this
tragic development, our hospital has made the building of a
chain link security fence as its number one priority con-
struction project for the coming fiscal year.
In order to expedite this project, we are asking our neighbors
to permit us to clear small brush from about five feet of land
beyond our property line, so that we can perform regular main-
tenance on the new fence and more efficiently search our property
when patients are reported missing.
