A Public Hearing was held by theTown Board of the Town of Wappinger on June 29, 1977, at the Town Hall, Mill Street, Village of Wappingers Falls, Dutchess County, New York on a proposed Local Law to amend Local Law No. 1 of 1967, to Increase the Combined Minimum Income of the Property Owners to $7,200.00 for Real Property Owners 65 Years of Age or Older. Supervisor Diehl opened the Hearing at 7:12 P.M. Present; Louis Clausen, Councilman Leif Jensen, Councilman Nicholas Johnson, Councilman Frank Versace, Councilman Elaine Snowden, Town Clerk Absent: Louis Diehl, Supervisor The Town Clerk offered for the record the Affidavits of Posting and Publication duly signed and notarized. All newspapers and radio stations had been notified. (These Affidavits are attached hereto and made thereof of the Minutes of this Hearing). Mr. Clausen asked if anyone wished to speak for or against this Local Law. No one spoke. Mr. Johnson moved to close the Public Hearing, seconded by Mr. Versace and carried. The Hearing opened at 7:34 P.M. Present: Louis Clausen, Councilman Leif Jensen, Councilman Nicholas Johnson, Councilman Frank Versace, Councilman Elaine Snowden, Town Clerk Absent: Louis Diehl, Supervisor The Town Clerk offered for the record the Affidavits of Posting and Publication duly signed and notarized. All newspapers and radio stations had been notified. (These Affidavits are attached hereto and made part thereof of the Minutes of this Hearing). Victor Chain, Stoneykill Road was against this Ordinance. Joanne Rogers - if this Ordinance is adopted it does nothing for them. She referred to Shapiro's Junkyard on Route 9D and said it was an eyesore. This Ordinance would not make this man clean up the mess he had made there. All it's going to do is make him pay $25.00 to do what he's been doing for 12 years. Mr. Clausen explained this Hearing was on an Ordinance for all Junkyard Dealers, not just Mr. Shapiro. Mr. Chain - there was no zoning back in 1960, how did you get a license. Bill Parson from J&B Parsons who ran a Junkyard said there was licensing in the Town of Wappinger long before zoning. Mrs. Rogers - a 10' buffer zone from the property line to store cars is not enough. That should be increased. 358 Bill Parsons felt that the Ordinance as it is written is livable for people in business and people in the area. When you change an Ordinance, someone has to suffer. If there were a great number of people from Myers Corners Road or Route 9D present here tonight, it might make a difference, but there's only two or three people objecting to this Ordinance. There were more complaints from Mrs. Rogers and Mr. Chain regarding Mr. Shapiro, but Mr. Clausen again discouraged this, stating that the Town did have good operators and this :pertained to them also. They argued that the fee for violations was too low and Mr. Clausen noted this as a suggested dhange in the Ordinance. Three items were noted that the Board would consider: 1. Buffer Zone 2.
