Dear Mr. Supervisor,
Approximately nine years go I was hired by former Supervisor Joseph Rugiero and
the town board to assume the responsibility of head building inspector for the Town of
Wappinger.
It was at that time that the building department was in trelnendous turmoil with
lack of leadership, serious building issues and inefficiency in its daily operations. For the
next two years the redesign of that department took place under my leadership so that
many of the existing problems were abated and accountability of personnel was
accomplished. Our Code Enforcement Department was one that was looked at as a model
for many other towns throughout Dutchess County. Decisions were made, zoning
problems were rectified and the town's residents were being more efficiently served.
F or reasons unknown to both myself, my staff and many of your residents, you as
Supervisor and the town board, with the exception of councilman Beale decided to
eliminate me as head of that department almost two years ago. This, as you should have
realized, left this department with no leadership and to the current state of dysfunction of
the department as a whole. Elimination of personnel and changes to staffing have led to
confusion and tremendous inefficiency throughout the department without any thought of
how this would effect the efficiency of the daily workings of the department. At that time
I had periodically requested the town board to meet with myself and the staff to discuss
these concerns. No reply was ever received from the town board for these requests. It is
also my understanding that a formal request, several months ago, was sent to the town
board by the majority of the staff in this department for re-instatement of my former status
to again oversee the building department. This was, I assume, to correct what they felt
was a lack of leadership and organization in the department. Again, no reply fi'om the
town board was received to my knowledge.
I have always felt that the obligation and responsibility of any elected body was to
provide the most cost effective service to it's constituents. The responsibility of this
department is to provide your residents with, first and foremost, safe and adequate
construction of it's commercial and residential structures under the N.Y.S. Building and
Fire Code.
Regrettably and because of the aforementioned reasons I have decided to tenninate
my employment as Code Enforcement Officer to the Town of Wappinger effective April 3,
2011. This will allow me time to complete the many various issues I am currently
working on in our office.
I would like to thank the many thousands of residents that have allowed me the
opportunity to serve and help over the past nine years of my employment with the Town
of Wappinger. Thank you.
