Dear Mr. Levenson:
I am in receipt of the above D.E.I.S. dated JUly, 1989 and
have reviewed the same for completeness only and report the
following:
1) Water Supply and Distribution:
The preparer of the D.E.I.S. states that a third well
must be drilled to supply the required amount for the
development. It would be my opinion that the testing
procedures used for development of this well should be
stated in conjunction with the two wells that have
already been drilled. Taking this one step further,
the procedures for the pump test already done should be
more clearly stated. Were the pump tests run
simultaneously, and if not, what are the effects of
each well on the other? As you also recall, one of the
most important requirements stipulated at the scoping
session was the testing of adjacent wells to determine
the possible effects of the newly proposed wells on the
existing wells. This work was scheduled coordinated
with the Health Department and done. However, I find
none of the results in the D.E.I.S. The Planning Board
should make a determination as to whether or not the
third well should actually be drilled and tested prior
to acceptance of the D.E.I.S. for completeness. If
they do not deem that it should actually be drilled,
I would suggest very strong language as to the extent
of the water needed in the third well to make the
project viable.

2) Sanitary Sewer Collection and Disposal:
I find the section regarding the Town's proposed plan
to sewer this area somewhat lacking. The Developer's
Engineer has quoted a preferred alternative of going
into the Village of Wappingers Falls collection system
at Franklindale Avenue and has also stated what the
Town's proposed plans for their Wappingers Sewer
Transmission District. However, the D.E.I.S. does not
state which alternative will be chosen and which is the
backup. Another area that should be explored is the
possibility of the timing of the Town plan not
coinciding with the construction of the plaza. What
will happen if and when the Town plan becomes a reality
and the Plaza is already hooked into the Village
collection system?
3) Storm Sewer:
I have reviewed the Chapter for completeness and find
it acceptable at this time.
I have limited my comments to the three areas listed above
and would recommend that the Town Zoning Administrator
receive comments on all other associated issues
(i.e. traffic, wetlands, etc.) from the appropriate review
agency.
Please note for the record that I have reviewed these items
for completeness only and have not done a substantive review
at this point in time.
I would recommend that my items listed above should be
included in the D.E.I.S. prior to the Planning Board
accepting it as complete.
