Dear Supervisor Colsey and Town Board Members:
I met with Chris Shown of Wappinger Little League .at the Robinson Lane fields on
Monday April 18 to inspect the fields and the flooding of the fields that Qccurredafter the heavy
rainfall over the previous weekend. I witnessed standing wateronseveralofthefields.
Theexistingswalealongside the fields .along the north boundary has silted in over the
years and is overgrown with brush and saplings. The berm alongside the swale has eroded and
has been breached in several places.
The low area at the rear of thefields,~t the east end of the property, adjacent to the
creek has silted in and is overgrown with brush and saplings. The culvertunderthe road in this
area is collapsed and plugged.
Most of the Robinson Lane Recreation area is in the flood plain of the Sprout Creek. As
such, the area can be expected to flood during major storm events. However some
improvements would help protect the facilities from lesser storm events and would help the area
drain off faster and be usable sooner after storm events that causefloodingofthe area.
The swales on both sides of the access road toward the rear of the property were
overflowing across the road. These swales should be regraded to provide more drainage
volume and then be re-seeded.
It is recommended to clear the brush from the low area at the rear and from along the
swaleand surrounding remains of the berm. Excavate the accumulated silt from the low area
and excavate along the path of the former swale to restore it to its former depth of
approximately 5 feet and grade it to drain to the low area. The excavated material should be
deposited as a protective berm along the creek side of the swale. This work will require
approval or a permit from the NYSDEC as the work will be conducted in freshwater wetlands
protected adjacent areas.
I enclose an aerial map that is marked up with a sketch of the areas where the clearing
and grading is referenced and also a map showing the fresh water wetlands and protected
adjacent areas in the vicinity.
