From: Town of Wappinger Planning Board Date: August 5th, 1983 Subject: Best Western Airport Inn - 38 Unit Motel to be located on the Woronock House property on Route 376, in the Town of Wappinger. At the August 1st, 1983 meeting of the Planning Board, a motion was made by Mr. Parsons, to adopt the resolution of site plan approval. The resolution of approval is as follows: BE IT RESOLVED THAT THE PLANNING BOARD OF THE TOWN OF WAPPINGER HEREBY GRANTS SITE PLAN APPROVAL to Joseph Zahn for site plan entitled "Best Western Airport Motel - Best Western Airport Inn, Town of Wappinger, Dutchess County, N.Yo - Site Plan"/ prepared by Richard G. Barger, P.Eo & LeS., and dated 7/5/83, subject to the following conditions: 1. Approval of the Dutchess County Department of Health on water supply and sewage disposal .shall be obtained prior to the issuance of a building permit. 2. Approval of the New York State Department of Transportation on entrance/exit shall be obtained prior to the issuance of a building permit. 3. An erosion control plan shall be submitted and reviewed by the Conservation Advisory Council and then approved by the Engineer to the Town prior to the issuance of a building permi t . . 4. Drainage plan shall be submitted and approved by the Engineer to the Town prior to the issuance of a building perrnito The Conservation Advisory Council shall be given an opportunity to review the drainage system. Downstream drainage fee of $ .15 a square foot for newly constructed roofed areas and areas covered by impervious material shall be paid prior to the issuance of a building permit. 6. For any new signs to be located on the property would have to conform to the requirements of the Town of Wappinger Zoning Ordinance unless a variance is first obtained. 7. A copy of the building plans shall be submitted to the Fire Prevention Bureau for their review in accordance with the Town of Wappinger Fire Prevention Law. 8. Access for fire fighting equipment shall be provided around the proposed motel and the Woronock House. 9. The height of~the canopy for the motel shall be indicated.. -....,. 100 "No Parking" signs shall be installed in front of the proposed motel. 11. Approval of the FDA.Ao due to the proximity of the proposed motel to the Dutchess County Airport shall be obtained prior to the issuance of a building permit. 12. The pool area shall be completely enclosed in accordance with the requirements of the Town of Wappinger Zoning Ordinance and the Dutchess County Department of Health I s requirements on public pools at such time as said pool is installed. 13. The Planning Board waives the parking requirements to allow for 116 spaces rather than 134, however, the Board reserves the right to review the site for parking adequacy for a period of five years. Low growing shrubs shall be planted in front of the parking areas along Route 376 in accordance with the recommendation of the Dutchess County Department of Planning. l5~ Revised site plan shall be submitted indicating precast concrete or railroad tie containment islands in the parking areas to delineate spaces and channelize the traffic flow and the revisions to the parking layout along the front and side of the WoronockHouseG Further, before a Certificate of Occupancy is issued the Planning Board wishes to look at the plan. After review and analysiss this Department makes the following comments on the proposed site plan: This application proposes an additional building with motel units for the property located on the west side of Route 376. A restaurant and motel are existing land uses on this site. Consideration should;'be given to a planted area between the roadway and the parking lot. Low evergreen shrubs could shield the view of the parking lot from the roadway. This type of screening would reduce the glare of vehicle headlights from vehicles in the parking area to the roadway. Such landscaped screening would also emphasize the channelization of designated entrance/exit points and improve the overall quality of the development. An important consideration in this proposal is the proximity of the Dutchess County Ai rport. I have forwarded a copy of the site plan to the Dutchess County Department of Aviation for their comments. if anys on airport-related impacts.
