This is a decrease of 22% in SF. I would have thought the assessment reduction (excluding land) would have been more in line with the reduction in house square footage, back to 1724. I my opinion, I believe that the revaluation was forced fit into happening There was plenty of data to show that MJW had done a poor job but since the town had to go to 100% assessment to gain certain benefits, I can understand that this was pushed through. I do not understand why MJW could not fix the database for months and then tell me it's too late and I have to deal with town assessor. I don't know why the reduction was only 1.5% when the error was 22%. I suspect, but have no proof, that the review board may have been overwhelmed; and rumor has it that unless there was an "official external assessment" that RP 524 was rejected. I tried to find out some facts by a FOIL, to see the minutes of the review; in order to determine what the overall data was. I did not expect to see what my detail was but I did expect I could see some general information & attendance. This information, could have included the number of submissions and the overall results. Example of the 1000 (or what ever the real number was) RP524 submitted: 50% were rejected with no changes, 20% had decreases of 1 - 10%, 20% had a decrease of 11 - 20% and 10% were decreased by over 20%. I was told that there were no minutes submitted to Town clerk (see attached sheet that shows requirements for minutes). I would like to know who was there to do reviews, was it all the members, were there any substitutes, etc. This would give a good indication on how much time they had (on overage) to due reasonable "due diligence" on each package. I called Dutchess county clerk office and spoke to person who does training for the people doing this review. I was given 5 names and have generated an a single sheet affidavit and am asking the Town clerk to ask the people to rea and sign. This simple attests that the basic & assumed facts were covered. (Added sheet to be read & sign attached) Attached is: . Our property was reassessed in 9/2002 a $146.8K (including land) and with out any building improvements had its SF raised to 2222 We believe that if the current assessment was reduced as follows: Land reduced from $67903 to $53000 based on a FMV of 100K/acres This value is higher than the adjacent commercial property is currently assessed at Home was reduced from 281K (349K-land) to 218K based on same $/SF but changing erroneous 2222 SF to correct 1724 SF The total would be $271 K - close to our estimate of $294.6K The total would be $294.3K - if we 140/sf I attempted to use the calculated $/sq foot for a sampling of home including Kenneth Brown 11 Plaza Rd 3848 sf house (1960) assessed at 347K Eugene Parlin 25 Martin Drive 2144sf house (1972) assessed at $376K $821per slf $1421per slf These properties along with other properties identified in original RP524 have an avg. $140 slf As a sanity check I looked at 22 Peter Dr. - A high end luxury house built & sold 2002 with 4443 sf . The 1 acre of land was assessed at only 68K & total of 758K? this makes the cost $155 slf in line with the numbers I used for a 1955 house I requested average data from Assessor, even if he gave me copy of database, I could calculate average for all & have more & better evidence The MJW data failed to take into account the fact that WF uses Chloramines This may prove to be a questionable water quality issue (see sheet on Chloramines) for all homes in Wappingers. A number of utilities have made this switch from chlorine to chloramines. Background information on chloramines · Chloramines are produced by combining chlorine and ammonia. While obviously toxic at high levels, neither has proven to pose health concerns to humans at the levels currently used for drinking water disinfection. · Chloramines are weaker disinfectants than chlorine, but are more stable, thus extending disinfectant benefits throughout a water utility's distribution system. They are not used as the primary disinfectant for your water. Chloramines are used for maintaining a disinfectant residual in the distribution system so that disinfected drinking water is kept safe. · Chloramines produce disinfection byproducts in the distribution system. Some disinfection byproducts, such as the trihalomethanes (THMs) and haloacetic acids (HAAs), may have adverse health effects at high levels. · These disinfection byproducts are closely regulated by EPA. EPA recently reduced the allowable Maximum Contaminant Levels for total THMs to 80 ug/L and now limit HAAs to 60 ug/L. Chlorine and chloramines is also regulated by the EPA. As a result, people with suppressed immune systems must have their water boiled over TEN minutes BEFORE use to kill pathogens, or they risk becoming ill. Those at risk include children under 6 months of age, the elderly, those on or who have had chemotherapy, people with HW or AIDS, organ transplant patients, and others with a weakened immune system. · Chloramine can cause and/or aggravate respiratory problems. Chloramine fumes can cause an individual to become congested and cause sneezing, sinus congestion, coughing, choking, wheezing, shortness of breath, and asthma (see the Hazardous Substances Fact Sheet for Chloramine, PDF, 98 KB), by the New Jersey Department of Health and Senior Services). An increase in asthma due to exposure from chloramine was shown in a study from the Catholic University. · Chloraminated vapor from showers, baths, hot tubs, dishwashers, and other household appliances contains volatilized chemicals that can be inhaled and cause irritation to the respiratory tract. Chloramine damages mucous membranes. The lung damage in those exposed to chloramine, in indoor pool air, is similar to that seen in regular smokers (see Health24 News article). Inhaled chloraminated vapor can enter the bloodstream directly through the lungs. It bypasses the digestive tract where the SFPUC says it is broken down and excreted. The SFPUC says that, "if mono chloramine enters the bloodstream directly, it combines with hemoglobin (red blood cells) so it can no longer carry oxygen" · An individual can experience long term effects from repeated exposures to a chemical Oike chloramine) at levels not high enough to make them immediately sick (see the Hazardous Substances Fact Sheet for Chloramine). The likelihood of becoming sick from a chemical increases with exposure time and concentration. · In a study by Zierler, et al (PDF, 821 KB), it was found that there was an increase in deaths from influenza and pneumonia in the communities that used chloramine. (Communities in Massachusetts that used chlorine for disinfection were compared to those that used chloramine). Chloramine exposure damages lung mucosa, making the lungs more susceptible to allergens and infections. Chloramine is a less effective disinfectant and therefore people are exposed to more pathogens. · Chloramine tap water can cause severe skin reactions: rashing, dry skin, itching, flaking, welting, blistering, chapping, burning sensation, 'cracking, scarring, bleeding and pigmentation. Chloramine can aggravate other skin conditions such as eczema and psoriasis. Chloramine can cause bleeding lips, dry mouth and dry throat. Chloramine can cause burning, red, and dry eyes. · Skin exposure to ammonia "breaks down cell structural proteins, extracts water from the cells and initiates an inflammatory response, which further damages the surrounding tissues." · Chloramine damages digestive mucosa and can aggravate digestive disorders. It is suggested that monochloramlne is responsible for gastric cancer. (Journal of Gastroenterology, 1997, "Enhancement by Monochloramine of the Development of Gastric Cancers in Rats; a possible mechanism of Helicobacter, pylori-associated gastric carcinogenesis. · Persons with liver or kidney disease and those with hereditary urea cycle disorders are at increased risk for ammonia toxicity from the consumption of chloraminated water. Chloramine can diffuse through the reverse osmosis membrane filters utilized by some hemo-dialysis machines, and patients undergoing kidney dialysis could be adversely affected. To prevent this dialysis equipment MUST be adjusted to remove chloramine and the treated water MUST be monitored to measure the final chloramine concentration. Dialysis facilities must review their dialysis treatment equipment to determine its continued safe operation. Unot it may cause hemolytic anemia.
