The Department of Environmental Conservation recently prepared the enclosed publication entitled
"Reducing the Impacts of Stormwater Runoff from New Development.. Through a special EP A grant, we were
able to print a sufficient number of copies for this distn'bution. We are sending this copy to you in recognition
of the fact that local governments, through their planning and regulatory functions, have the principal
respoDSl'bility for controlling development activities in New York.
The Department is encouraging municipalities throughout the State to implement the guideliDes in the
manual in zoning regulations or other appropriate local laws. The manual is intended to assist municipalities
in maDagjng stormwater runoff from development projects and related construction activities. The guidance in
the manual is designed to minimi7.e both the quality and quantity impacts of stormwater runoff.
We encourage you to distn'bute the enclosed copy to key personnel in your municipality who are involved
in site-plan reviews, subdivision approvals, or other project reviews. In this regard, we suggest that the manual
be distn'buted to the municipal engineer, the ptllnning bo8rd chairman or the building inspector.
As part of our evolving stormwater management program, DEe's Regional staff will be working directly
with local plRnning officials and other groups in targeted watersheds to encourage local implementation of a
stormwater management program. Additional information about this program can be obtained from our
Regional Flood staff (see enclosure). They also can provide your municipality with additional copies of the
manual.
