It is the position of the New York State Office of Mental Retardation and Developmental Disabilities that, since we maintain primary resp~nsibility for approving and funding the project, and, as the authority having jurisdiction, certifying the project for operation, the Wassaic DDSO should be named lead agency in this matter. However, in a spirit of cooperation, we are proposing to be co-lead with the Town of Wappinger Planning Board. Should this alternative not meet with your approval, we will request that the Commissioner of DEC designate a lead agency according to Section 617.6(e) (1) of the Environmental Conservation Law.
