NOTICE IS HEREBY given that sealed proposals will be opened at the office of the
Town Clerk of the Town of Wappinger, 20 Middlebush Rd., Wappingers Falls, NY at
1 :00 PM on the 1st day of July 2011 for the following equipment:

All bids must be upon and in conformity with the bidding form and specifications which
will be furnished each working day between the hours of 8:30 am and 3:30 pm, at the
office of the Highway Superintendent of the Town of Wappinger, 10 Highway Drive,
Wappinger Falls, NY 12590.
The Town Board reserves the right to reject any or all bids, to waive any informalities in
any such bids, to contract with other than the lowest bidder as provided by law, or to
write new proposals.
Bids, being submitted, should be in a sealed envelope clearly marked "BID" and item
bid, addressed to the Town Clerk of Wappinger, 20 Middlebush Rd., Wappinger Falls,
NY 12590.

It is the intention of this specification to describe a heavy duty
combination dump body/material spreader, power reversible plow, torque
arm plow hitch, central hydraulic system and related accessories. Bidder is
cautioned to list any and all deviations from these specifications in order for
their bid to receive full consideration. Bidders that do not fully list their
deviations will be considered as non-responsive. Bidders shall furnish
complete manufacturers literature and detailed specifications of the
equipment they propose to furnish. Manufacturer's names and or model
numbers are strictly for the purpose of indicating the quality of materials
required.

Body shall be versatile with the ability to be used
as a dumpbody or as a spreader to allow material
to discharge through the tailgate or the forward
meterin ate onto a sinner assembl .
The body shall be ten feet in length, top inside
width shall be 87 inches, and with the total
outside width bein 96 inches.
The side height of the body shall be 54 inches at
the front and 44 inches at the rear with the
tail ate hei ht 50 inches.
The body capacity shall be 9.00 cubic yards,
water level full.
The unit shall be continuously welded 100%

The sides, front and tailgate shall be
manufactured of 3/16" A569 steel.
The longs ills shall be fabricated from %" A569
steel, 14" dee .
The longs ills shall be joined as follows:
· Sections of 4" x 5.4# channel are welded
every two feet the length of the spreader at
the base of the longsills, where the longs ills
are then boxed in with %" A569 steel.
· Then there shall be 3/16" x 3" x 3" structural
angle welded every 12" the full length of the

The unit shall have a %" A569 steel replaceable
floor with 3/16" removable chain guards. Formed
chain shields are not acce table.
The sides shall be brake formed from a minimum
3/16" steel to a radius of 43 inches.
The boxed top rail shall be a minimum of 3/16"
formed channel with a minimum 10" taper from
front to rear.
The front shall be sloped to accommodate a
head lift cylinder with partial doghouse and
conform with the radius of the body and shall be
100% welded on the inside and outside.
Body shall include a 10 gauge, full width, tapered
front, with oval Ii ht cut outs, half cab shield.

The rear of the body shall be supported by two
pieces of 3/16" A569 steel plate contoured to the (
radius of the body and welded 100% on both

have 26,000 pound tensile strength per strand
pintle chain, with 1-1/2" x %" bar flights on 4-1/2"

The conveyor shall be driven by two 6: 1 spur
gearboxes and high torque/low speed hydraulic
motors, Gear boxes shall be located: one front
and one rear.

The below specifications shall describe a one piece
torsion trip spring cutting edge plow and chassis vi

The moldboard shall be one piece of UV stabilized
3/8" thick UHMW orange polymer. The polymer shall
be bolted at the top to a 2" x 3" x 3/8" A36 steel top ../
angle.

The cutting edge shall be 5/8" x 8" x 11' - 1080 steel

The plow shall have a three chain lift - leveling
device, that allows the plow to fully angle both left and
right in the raised position and remain level. The high

The "A" frame forward portion shall have a %" plate
that supports the 1" ears that contain the 4" 00 x

The plow portion swivel plate shall be provided with
the male portion of an arrowhead hitch. The plow
portion shall be designed to follow the road contour
and pivot horizontally on two 1.250" stress proof pins.
Swivel plate shall attach to the rear of the "A" frame /
with a 1.125" G8 bolt and castle nut with cotter pin.
All hardware and fasteners shall be electronically /
plated and corrosion resistant.

The design and construction of the hitch assembly
shall permit the hood to be fully tilted over the unit. I
Hitches which require tilting or component removal to

The unit shall consist of a push frame, and a plow
lifting device, and shall be ruggedly constructed of /
new material. It shall be manufactured by a
recoanized snow plow manufacturer.
The plow frame/hitch shall provide a minimum of 12" /
of plow lift.
The coupling device shall be an arrowhead female
portion with spring assisted self-locking coupling bars
and an over-center lever release. The lever shall
have a mechanical safety that prevents unlocking I
durina plow operation.
The main frame shall consists of two ~" thick steel

The torque arm shall consists of one cross tube; two
bearing blocks; one lift arm with shackle and grab
link; one transfer tube, and necessary /
reinforcements.
The cross tube shall be produced from 4" diameter
schedule 80 pipe and shall rotate within the bearing if
blocks located at each end.
A 3" x 10" double acting cylinder with a 2" nitrated rod
shall provide a minimum of 12" of plow lift off of the J
around.
The bearing blocks are to be a minimum of 7-1/2" x 8-
1/2" x 1-1/2" in size and provided with grease grooves I
along the inside diameter to facilitate lubrication of
the cross tube ends.
"Zerk" type grease fittings are to be installed in the j
bearina blocks.
The lift arm shall be produced from 1" thick steel
plate, shaped to allow full lift without damage to the I
arille.
Attached to the cross tube at the centerline of the I
vehicle shall be a lift arm.
The lift arm shall be produced from 1" thick steel plate, I

HYDRAULIC PUMP:
The hydraulic pump shall be a U.S. manufactured axial piston pressure and How
compensated load-sensing type. The pump shall be cast iron construction an~ rated to
4.67 cubic inches per revolution at maximum stroke which will delive 19.2 GPM @
1000 engine RPM. The pump shall have a 2" inch suction line and %" case dram me
plumbed directly back to the reservoir. The pump shall be rated for 4000 PSI maximum
and 3500 PSI continuous. The pump shall have a severe duty, high pressure outboard
Teflon shaft seal that protects the pump shaft bearing and seal from external
contamination and salt spray. The pump shall have a 1111" keyed drive shaft and SAE
type C mounting nange. The pump shall be a Force America F ASD34 or prior
approved equaL

The hydraulic pump shall be mounted with shaft centerline parallel to the crankshaft
centerline and at a level to create not more than a three-de!!ree 8D!!le on the driveline.
The pump mounting shall be incorporated with a bracket fabricated to mount in the
extended frame rails of the truck.

The hydraulic pump shall be driven directly off the engine crankshaft via a splined
driveline to allow for movement. The driveline shall include grease fittings on both u-
joints. Driveline shall be a Force America model 1310 series.

A single normally open, two position, two way, poppet style solenoid valve capable of
stopping oil How to the hydraulic system when actuated. The valve shall be mounted
directly to the hydraulic pump discharge port. The valve assembly must also incorporate
a high pressure relief valve to protect the system from over pressurizing during system
shut down. This solenoid valve shall be wired to a Hoat type level indicator that is
mounted from the top of the reservoir. The system shall be designed so that when the
Hoat contacts close, the solenoid valve stops pump How and an enunciator in the cab that
is on a control panel alerts the driver. The control panel will also incorporate an override
switch wired to de-energize the shut down system to facilitate diagnostics and equipment
storage.

tank.
· The enclosure will use a gasket-less passive technology. (No rubber seals,
gaskets, or weather stripping.)
· The enclosure lid will be removable within seconds by one person without the use
of tools.
· All valve fittings, hose ends, filter, filler breather, sending units and any electrical
connections are to be protected by enclosure cover.
· The reservoir supplier will provide all valve fittings (JIC connections) and plumb
the return line from the valve to the filter.
· The cover will protect from both road and pressure washer spray.
· The use of bulkhead fittings is not permitted.
· The directional control valve must be easily accessible from all (6) sides without
the use of tools.
· Hose exit and entrance must allow for components to be mounted adjacent to the
enclosure.
· A 2" full flow brass ball valve shall be plumbed at the suction port of the tank
· A low oil/high temp sending unit shall be mounted in the reservoir.
The valve/tank assembly shall be a Force America model "VT35 V alvelTank
Assembly" or prior approved equal.
FILTER:

Hydraulic oil filter shall be mounted in the reservoir. Hydraulic filter shall be a 16-
micron absolute and rated for no less than 60 GPM. Filter shall be model
TEF31016VG16SP-UG60E115 or prior approved equal and include visual and electrical
bypass indicators. A warning light shall be mounted in the cab and wired to the electrical
indicator. The system shall be delivered with one spare filter element.

Control valve shall be U.S. manufactured. Valve shall be a load sensing type with o-ring
ports. Mid-inlet section porting will be #16 inlet, #20 outlet, #16 hoist section, #4 load
sense port, and #10 or #12 for all other sections. The hoist section shall be stacked to one
side of the mid-inlet and all other sections will be stacked on the other side. Ali ports
shall be level with each other so as to lay Hat on its base. There will be a main relief in
the mid-inlet section that will be set at 2200 PSI to protect the system from being over
pressurized.

shall be operated independently via a 12 VDC pulse width modulated signal.
Each valve shall have heavy duty 7/16-20 UNF screw style manual overrides
that are adjustable from no flow to full flow. These valves shall be mounted
in a housing that is made of aluminum with gray anodizing for corrosion
resistance and durability. The auger/conveyor shall be a 15 GPM spool and
the spinner shall be a 7 GPM spool. The electrical connections shall be
weatherpacks.
Valve shall be Force America Add-A-Stack@ valve or prior approved equal.

The electronic spreader control shall be designed for precise Open Loop control of
granular material. The spreader control shall regulate the auger and spinner speeds.
There shall be two individual detented knobs providing proportional control from closed

The valve controls shall be Force America RVC remote control system with dynamic rod
seal cables. The cables must be bulkhead type connections at the hydraulic valve
sections. Valve controls shall be mounted at the right of the driver. The hoist section
shall have a center lock to prevent accidental actuation. A combination of single or dual
axis levers stacked together for operation of the remaining sections in hydraulic valve

HYDRAULIC LINES AND PLUMBING:
All hydraulic lines and plumbing shall be of sufficient capacity so as not to create heat or
turbulence within hydraulic system. Suction line between reservoir and pump shall be a
minimum of2 in. J.D. with a minimum SAE 100-R4 rating and shall be secured on both
ends via heavy duty banding straps, radiator hose clamps unacceptable. All pressure
hoses, including signal sense to pump shall have swivel fittings on both ends and have a
minimum SAE 100-R2 rating. Return lines and case drain shall have minimum SAE 100-
R1 rating.
Hydraulic lines shall be routed to minimize interference with equipment and chassis
components requiring periodic servicing. Support brackets, grommets, and tie wraps shall
be provided where appropriate to protect lines from damage by abrasion, cutting or
impact.
Hoses shall not be routed near exhaust manifolds pipes, bolts, sharp edges, and exhaust
system to prevent wear, fatigue, or fire. Pipe fittings are not acceptable in any high-
pressure line. Maximum distance between support clamps on all hydraulic lines shall be
24in.
