Resolution Authorizing the Issuance of a Purchase Order for the Department of Buildings
and Grounds
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on July 25,
2011.
The meeting was called to order by Christopher Colsey, Supervisor, and upon roll being
called, the following were present:

The following Resolution was introduced by Councilman Beale and seconded by
Supervisor Colsey.
WHEREAS, the Town Board authorized the Supervisor of Buildings and Grounds to
gain quotations and/or bids in respect to replacing the sink and counter appliances in the public
restrooms through Resolution 2011-188; and
WHEREAS, the Town of Wappinger Supervisor of Buildings and Grounds has
submitted a memo, dated July 11, 2011, for the purchase of replacement sink and counter
appliances in the public restrooms at the cost not to exceed Two Thousand, Nine Hundred
Eighty -Three Dollars and 79/100 ($2,983.79); and
WHEREAS, the Town of Wappinger Supervisor of Buildings and Grounds has reported
the absence of sufficient firms which provide this product; and
WHEREAS, the Town Board recognizes Metconix, Incorporated, of Beacon, New York,
as a sole source provider based upon the written advice of the Town of Wappinger Supervisor of
Buildings and Grounds; and
WHEREAS, the Town Board hereby authorizes the issuance of a purchase order for the
purchase of replacement sink and counter appliances in the public restrooms at the cost not to
exceed Two Thousand, Nine Hundred Eighty -Three Dollars and 79/100 ($2,983.79).
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of
Wappinger hereby authorizes the issuance of a purchase order for the purchase of replacement
sink and counter appliances in the public restrooms at the cost not to exceed Two Thousand,
Nine Hundred Eighty -Three Dollars and 79/100 ($2,983.79) from Budget Line A-1620.450
payable to Metconix, Incorporated, of Beacon, New York.
The foregoing was put to a vote which resulted as follows:

I raised the issue of replacing the sinks in the public restrooms at Town Hall at a previous Town Board
meeting and it was agreed they were in need of replacement. I recommended they be replaced with
seamless stainless steel units which would be more durable and attractive, plus require less maintenance
and be more sanitary as well. The procurement policy requires that I get 3 quotes for this work but I've hit a
stumbling block in this process. I am only able to locate one company which does this type of specialized
work within a reasonable distance of Wappinger. Metconix Inc. located in Beacon has submitted a quote of
$2983.79 to construct and install the new sink units in both the Men's and Women's public restrooms. The
Buildings and Grounds Department would install the plumbing fixtures and waste lines. I am comfortable with
this quote and references that have been positive towards Metconix work.

WHEREAS, the Supervisor of Buildings and Grounds has recommended the replacement
of the sink and counter units in the men's and women's public restroom with stainless steel units in
a memo dated April 13, 2011, as distributed to the Town Board; and
WHEREAS, the estimated cost to replace both complete units is Two Thousand, Nine
Hundred Eighty -Three Dollars and 79/100 ($2,983.79); and
WHEREAS, the Town of Wappinger Town Code §46 outlines the requirement for
quotations and competitive bidding; and
WHEREAS, the Town Board hereby authorizes the Supervisor of Buildings and Grounds
to gain quotations and/or bids in accordance with the Town of Wappinger Town Code §46 to
purchase replacement stainless steel sink and counter units from Budget Line A 1620.450 (Town
Hall/Emergency Service Building Repairs).
NOW, THEREFORE, BE IT RESOLVED, as follows:
1 • The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town Board hereby authorizes the Supervisor of Buildings and Grounds to
gain quotations and/or bids in accordance with the Town of Wappinger Town Code
§46 to purchase replacement stainless steel sink and counter units from Budget Line
A1620.450 (Town Hall/Emergency Service Building Repairs).
