Reference:
Recently, there has been a lot of discussion regarding the water supply
for the Nathan Spells property on Spookhill Road.
As you know, the property has a rather old preliminary approval for
approximately 95 lots for central sewer ,and water facilities. As you also
know, approval has been held up at the preliminary stage because of the
moratorium in the Wappinger Sewer Improvement Area No.1.
When we became involved in this project in 1988, we identified the
water supply for the 95 lots as a critical issue. The Hilltop source,
which serves this area, is subject to periods of low flow and I feel. it
would be rather difficult to expand the district by thi~ large a number.
With that in mind, the early SEaR documents identified the source of
water as a potential impact that must be further studied.
Since the original submission, the Town of Wappinger has taken two
steps toward this end. Those two steps are:
1. Purchase of the Atlas Water District.
AND
2. Obtaining ownership of the inter-connection between
the Atlas water system and Central Wappinger Water
. Improvement at the Pizzagalli site. .

With these items in hand, it is possible for another source of water to
supplement the Hilltop source for this property and others.
One item that must be considered first prior to developing this plan is
the Atlas Aquifer Analysis. Knowing how much water we have there to
use could greatly help us to design the necessary improvements that will
definitely be required for the development of these properties. That is
way we are bringing that on board now.
This letter is written to clarify our office's past and present position
regarding the statement that there is "no water for this property". That
statement had to do with the reliability of the Hilltop source as the sole
source.
