Chelsea Farms Subdivision
At the Planning Board meeting held on March 21, 2011 a discussion took
place in regard to the project Chelsea Farms Subdivision.
The Planning Board members voted in favor of a positive recommendation
to the Town Board to accept land for recreation in lieu of money. The majority of
the members feel that the property should be kept open-green space.

On behalf of the Applicant for the above referenced project, Hudson Land Design
(HLD) has enclosed the following materials for the Town Board's consideration at your
next available meeting:
~ Subdivision Plan Set -Sheets 3 & 4 (3 copies); and
~ Letter from Winnakee land Trust in support of the proposal (3 copies).
This subdivision has been formally submitted to the Town Planning Board for review.
We last appeared before the Planning Board on February 22, 2011, at which time the
Planning Board voted to support the proposed dedication of two recreation parcels to the
Town of Wappinger. Per email correspondence with SusanDao from last week, it is our
understanding that a letter from the Planning Board has been submitted to the Town
Board stating such (although we are not in receipt of said letter to verify).
In summary, the Applicant is offering two separate recreation parcels for dedication
to the Town of Wappinger. The two parcels comprise of 31.912 acres in totality. The
subdivision proposes eighteen new single-family building lots. The focus of the
development is on the eastern portion of the parcel where the Applicant is proposing
thirteen lots that will obtain access from a new Town Road. Three additional lots are
proposed along Chelsea Road, and two estate-type lots are proposed along River Road

North. The proposed dedication of recreational land is 17% of the parent parcel area
which exceeds the 10% threshold discussed in Town Code.
The area noted as Recreation Parcel 1 (along Chelsea Road) is 31.465 acres and is
contiguous to existing Town of Wappinger park land. While the parcel may not offer
standard-recognized recreation such as level ball fields, there are many opportunities that
the Town can take advantage of with this land, including playgrounds, enclosed dog
parks, passive recreation via nature trails, educational areas (biodiversity exists with
several habitats such as upland forests, wetlands, etc., and the parcel is also home to an
endangered species Indiana Bat roost tree), educational/agricultural areas, etc.
The area noted as Recreation Parcel 2 (along River Road North) is 0.447 acre in size
and is located in close proximity to an existing boat launch. It is our understanding that
there is limited parking available for truck and trailers that are launching their boats for
the day. We have provided a concept layout showing ten 50-foot parking spaces.
Parking was identified during initial concept layout review by the Planning Board as a
positive potential use for the land.
The Applicant proposes to dedicate this land to the Town of Wappinger with the
understanding that there would be no additional recreation fees at the time the
subdivision is approved.
Please place this item on the next available agenda, at which time we would
appreciate the opportunity to appear before the Board to discuss this proposal. Should

Wappinger in connection with the Chelsea Farm residential development. We've reviewed
maps of the proposed project and, in particular, the land on offcr in ordcr to assess its
potential for recreation and conservation. The parcels present a tremendous opportunity to
provide a beautiful and varied public-access trails systcm that would extend the recrcational
oppoliunities at the neighboring Town park.
Winnakee Land Trust has experience with such town-owned conscrvation areas. In the
Town of Rhinebeck, one of the properties on which we hold a conservation easement is
Thompson-Mazzarella Park, which brings together playing fields, playgrounds, a town
pool, a community garden, an archeological educational area, and extensive trails through a
rich natural landscape. Both the Town and Winllakee enjoy a wonderful partncrship in the
stewardship of this park. It's possible that the Chelsea lands offered to the Town of
Wappinger could provide a similar amenity.
In its section on Recreation and Community Facilities, the Wappinger Comprehensive Plan
emphasizes that a majority of Wappinger residents would like more opportunites for the
enjoyment of nature and hiking. To draw a quote from the Plan: "Nature preserves and
trails were the top items (over 80%) combined) for recreatonal amenities that respondents
would like to see more of in their neighborhoods." Castlc Point Park, adjaccnt to thc
offered property, is mentioned scveral times in that document as a place where expansion,
including trails, hiking, camping, parking, and access to the river would be welcome. It's
possible that a conncction could bc made from the offered lands to the Chelsea Boat
Launch, providing even further amenity.
Winnakcc has workcd closely with the Hudson River Valley Greenway in developing miles
of public trails in the Town of Hyde Park. ('111 surc that your own experiencc with the
Grecnway in developing the Wappinger Grcenway Trail has bcen equally rewarding. IIRV
Greenway may be available to nssist in the development of trails connected to Castle Point
Park, ussisting with thc cost oftraiJ building, signage, lookout points, and othcr features.
