Application of Chelsea Ridge, Inc. for Site Plan Approval
of 168 one-bedroom units to be known as "Chelsea Ridge,
Section 5" and located off Route 9]) & Chelsea Road.
At the June 20th, 1977 meeting, the Planning Board of the
Town of Wappinger adopted the following resolution:
BE IT RESOLVED THAT FINAL SITE PLAN APPROVAL IS HEREBY GRANTED
to Chelsea Ridge, Inc. for site plan entitled "Chelsea Ridge Apartments,
Section 5, Town of Wappinger 1 Du"tchess County, New York", consisting
of the following:
Sheet # 1 - Site Plan, dated 3/21/77, latest revision 6/14/77
Sheet # 2 - Grading & Drainage, dated 3/21/77, latest revision
6/14/77
Sheet # 3 - Sewer & Water, dated 3/21/77, latest revision 6/14/77
Sheet # 4 - Landscaping & Lighting, dated 3/21/77, latest revision

Said plans were prepared by Richard G. Barger, P.E.& LoS.
Said approval is subject to the following conditions:
lu Approval of the Dutchess County Department of Health
on capacity of the existing sewage disposal system and
water supply shall be obtained prior to the issuance of
building permits.
2. Approval of the storm drainage plans must be obtained
from the Town of Wappinger Engineer to the Town.

3. The applicant shall supply the Chelsea Fire Company with
a set of building plans for their review and recommendations
prior to obtaining any building permits.
4. Before fifty percent of the Certificates of Occupancy are
issued the recreation facilities must be completed.
5. Approval of the Dutchess County Department of Public Works
shall be obtained prior to the issuance of any building permits.
All items as stipulated in their June 17th, 1977 must be
complied with before building permits are issued.
6. Approval of the New York state Department of Transportation
shall be obtained prior to the issuance of any building permits.
7. Downstream drainage fee of $26,479.50 shall be paid prior
to the issuance of any building permits.
8. Prior to the issuance of Certificates of Occupancy for
each building, the parking, sidewalks, and landscaping for
each building area shall be in their finished state.
9. Determination from the Attorney to t.he Town on the
applicability of the Town of Wappinger Local Law # 2 of 1977
shall be obtained prior to the issuance of any building permits.
If a statement is required. the applicant: must provide one
and submit it to the Planning Board.

Dear Mr. Rosenberg:
We are in receipt of your letter dated June 9, 1977
and revised copy o.f plans for above-referenced project.
Following comments refer to three items you have stated
in your letter.
1. Revised site plan which shows the elimination of
circular drive satisfies our concern in regards to vehicles
entering and exiting at County Road 92.
2. Wef are also in agreement with the concept that would
allow culvert pipe under CR 92 near John Costa's property to
discharge into proposed ponding area. (Spillway elevation of
existing dam indicates there will not be any water backup to this
culvert.)
3. As I indicated in my letter of April 20, 1977,
existing 24" RCP culvert under CR 92 in the vicinity of the
main entrance of Chelsea Ridge Apartments will be affected by
increased storm water runoff. Therefore, an additional adequate
drainage discharge opening must be provided at this crossing.
This can be accomplished either by replacing this culvert with
a larger diameter pipe or installing a second cuI vert near the
existing one. We agree and accept your willingness for improve-
ment of this culvert along the above-mentioned concept and recommend
that Town of Wappinger Planning Board consider your offer and
suggestion as indicated in your letter to handle this drainage
ma tter.
