Resolution Authorizing Improvements and Enhancements to War Memorial at Schlathaus
Park
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on
September 12, 2011.
The meeting was called to order by Barbara Gutzler, Supervisor, and upon roll being
called, the following were present:

The following Resolution was introduced by Councilman Bettina and seconded by
Councilman Paoloni.
WHEREAS, Joseph Geraci is an Eagle Scout and a resident of the Town of Wappinger;
and
WHEREAS, a World War II memorial is located on the Town -owned Schlathaus Park at
the intersection of All Angels Hill Road and Myers Corners Road, which War Memorial consists
of a kneeling soldier on a raised pedestal base; and fans to make certain
WHEREAS, Joseph Geraci, as part of an Eagle Scout project, p
improvements and enhancements to the War Memorial, as detailed in his written presentation to
the Town, attached hereto as Exhibit "A", hereafter referred to as the "Proposed Action"; and
WHEREAS, the Town Board has determined that the proposed improvements and
enhancements are deemed to be maintenance and/or repairs involving no substantial changes to
the existing structure; and
WHEREAS, the Town Board determines that the aforementioned maintenance and/or
repairs are a Type I1 action as defined in 6 NYCRR 617.5 and Chapter 117 of the Code of the
Town of Wappinger and, accordingly, the Town Board hereby expressly determines that this
action is not an action that requires review pursuant to the provisions of the New York State
Environmental Quality Review Act ("SEQRA") or pursuant to Chapter 117 of the Code of the
Town of Wappinger.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town Board hereby authorizes Joseph Geraci to undertake the improvements
and enhancements to the War Memorial at Schlathaus Park, as detailed in Exhibit
"A", attached hereto and made part hereof, on the express understanding that all
of said improvements and enhancements will be undertaken at no cost to the
Town of Wappinger, and subject to review and comment by the Town of
Wappinger Planning Board and the Engineer to the Town of Wappinger.
The Town Board hereby determines that the proposed action, that is the
undertaking of the improvements and enhancements to the War Memorial as
presented by Joseph Geraci, is a Type II action as defined in 6 NYCRR
§617.5(c)(20) and, accordingly, the Town Board hereby expressly determines that
this action is not an action that requires review pursuant to the provisions of New
York State Environmental Quality Review Act ("SEQRA") or, pursuant to 6
NYCRR Part 617 or, pursuant to Chapter 117 of the Code of the Town of
Wappinger.
The foregoing was put to a vote which resulted as follows:

My Plan to Enhance the war Memorial at Schlathaus Park
In this project, I plan to enhance the War Memorial in
Schlauthaus Park by adding a "face" to the memorial that makes it
seem more appealing. This "face" will consist of a red brick patio
7 x 38 in dimension placed adjacent to the existing concrete
walkway. This patio will consist or regular red clay bricks as well
as special engraved bricks that can be bought and inscribed by
families or organizations as fundraising for this project. The
regular red bricks will be purchased locally but the engraved bricks
will be ordered from "Bricks `R Us", a company based out of
Miami, Florida. A second part to the enhancement would be to
extend the mulch beds to meet with the brick patio to form a more
round shape and to ease the burden or landscaping around the
memorial. The decaying benches and stones currently in place at
the gardens will be taken out. Two new wrought -iron benches will
be bought and installed at the far edge (the side measuring 3 8 feet)
of the patio and faced towards the memorial. In place of the
removed stones and benches plants and flowers will be place to
add color to the garden. The final phase of the project includes the
memorial patio and the wall surrounding it. The bricks inside of
the walls will be taken up; the material underneath will be re -
leveled and refilled and weed killer will be sprayed to prevent
unwanted plants from growing. Before re -installing the bricks,, the
inside of the concrete wall will be repainted. Then -the stones will
be put back in. Next the black fence on top of the wall will be
repainted. After that the top and outside of the concrete wall will
be repainted in original colors.
