Resolution Authorizing the Submission of the Fiscal Year 2012 Dutchess County
Community Development Block Grant Program Application
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on
September 26, 2011.
The meeting was called to order by Barbara Gutzler, Supervisor, and upon roll being
called, the following were present:

The following Resolution was introduced by Councilman Bettina and seconded by
Councilwoman Czarnecki.
WHEREAS, the Town of Wappinger is participating in the Dutchess County
Community Development Block Grant; and
WHEREAS, input from citizens and groups has been received and considered; and
WHEREAS, an application (a copy of which is attached hereto and made part hereof as
Exhibit "1") has been prepared for a Community Development Block Grant which addresses the
Town of Wappinger's interest and reasons for developing the Challenger Field Improvements.
NOW, THEREFORE, BE IT RESOLVED, AS FOLLOWS:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Dutchess County Community Development Consortium Fiscal Year 2012
application for the Town of Wappinger, including the certifications included
therein, be, and hereby is, approved.
3. The Supervisor is hereby authorized and directed to execute the application by
and on behalf of the Town of Wappinger and forward same to the Dutchess
County Department of Planning and Development within five (5) days hereof.

3. PROJECT DESCRIPTION
a. Projected Accomplishments:
Complete improvements to the Little League Challenger Field, including:
Outfield surfacing, dugouts, handicap parking, protective fencing, and if
funds permit, handicap restroom facilities.
b. Provide the address of the project. Attach a road map
indicating project location. Indicate the census tract(s) and
block group(s) of the project location and surrounding area.

d. Discuss the need for the project.
In 2011 the Town constructed the challenger field with DCBG and Town
Funds When it was put out bid, needed amenities were not affordable.
The Town is requesting additional funding for need ammenities as well
as required handicap accessible restrooms to be dedicated to the field.
e. Describe how the project will benefit low and moderate- income
persons.
The Challenger Field is being constructed for the sole benefit of
children with disabilities so they will have the opportunity afforded other
children in the Town. The challenger field and necessary ammenities
provide those with disabilities a safe an fully accessible little league field.
f. Detail the Personnel Requirements, including project staff and
consultants.
The Town will retain the services of a professional engineer to develop
design document for Health Department approval of restroom facilities.
The engineer will also develop construct document for bidding of work
to qualified general contractors.
g. Describe how the project will be evaluated and/or inspected.
The Town will retain the services of a professional engineer to provide
bidding and construction administration services during the contractor
selection phase and inspections during construction to ensure the work
is performed per the construction plans and specifications.

Briefly describe the current status of project and results,

The challenger field has been construction with the exception of the
outfield surfacing due to lack of available funds. For the field to be fully
functional, dugouts, handicap parking, protective fencing and handicap
restroom facilities are required to be installed.

How long will it take to accomplish this project? List all the steps
and give duration of each. Remember that funds applied for with this
application will not be available until March 2012.

C. ENVIRONMENTAL SURVEY
The CD Division completes an environmental review for each project
funded with CDBG dollars. The environmental review must be completed
before construction can begin. At the beginning of the environmental
review process the project is classified and areas of compliance
determined.
A project can be classified as one of the following types: exempt,
categorically excluded, and environmental assessments. Exempt
projects require minimal review. Most CDBG projects are
categorically excluded (CE) since they have some impact on the
environment. A CE environmental review takes 2-4 months. Projects
classified as environmental assessments have significant impact on
the environment and take 3-7 months to complete. Municipalities
must also insure compliance the NYS SEQRA regulations.
The most common areas of compliance include: floodplain, wetland,
historic properties/districts, coastal zone and endangered species.
Projects located in or adjacent to these areas must secure the
necessary clearances before the environmental review can be
completed.
More detailed information on the environmental review process is
located on page 39 of the application guidelines. Projects with
outstanding environmental issues will be notified in writing upon
preliminary approval of the project.
