Dear Barbara and Members of the Town Board:
As required by the Town Board's Request for Proposals dated October 28,
2011, we are including the information below regarding fees in a separate
letter in our submittal package.
Attached is our Schedule of Hourly Charges for our services in the Town of
Wappinger during the year 2012. We believe that it is important to note that
my hourly rate in the Town is deeply discounted. In fact, my hourly rate in
certain of our client communities in 2012 will be $235 per hour, whereas in
the Town of Wappinger my rate will only be $155. This represents a 34%
discount.
Further, it is important to realize that our hourly rates already have built into
them the cost of secretarial and administrative staff time. That is, we do not
bill, as some consultants do, for secretarial and administrative staff time; we
only bill for professional staff time.
If you have any questions with respect to this letter or the enclosed Schedule
of Hourly Charges, please do not hesitate to let me know. We look forward
to being of continued assistance to the Town.

General Qualifications
Frederick P. Clark Associates, Inc. is uniquely qualified to perform the subject services for

Clark Associates, Inc. has been providing professional advice to legislative bodies,
Town Boards, and other elected and appointed boards and agencies responsible for
important land use decisions since 1950. Throughout these years, Clark Associates
has been instrumental in developing and implementing new planning programs and

we have continuously provided to the Town Board for the last two decades. Specifically,
the services which we will provide to the Town Board include studying and reporting on

Traffic engineering is a key ingredient in both municipal and
private development planning. It is the process of assessing
traffic impacts and then planning the physical and
operational improvements required to maintain satisfactory
traffic flow.
Frederick P. Clark Associates, Inc. began offering
professional services in the transportation field in 1978.
Since then, it has completed over 500 projects, ranging from
small to very large (over one million square feet), and
including a wide variety of retail, office, industrial, public
and residential uses.
Typically, the traffic engineering staff works as a team with
the firm's environmental and planning professionals in
coordination with clients and other consultants.
Involvement normally begins with an analysis of existing
traffic and roadway conditions, followed by detailed access
and impact studies, and concluding with the governmental
approval process. The firm has established effective
relationships with governmental entities responsible for
project reviews. Analytical techniques used are of the type

Five basic factors define site development: the land,
the law, community policies, objectives of the
property owner and the needs of the ultimate users.
The design team must focus the planning process on
understanding and interpreting each of these
elements. The concept for development results from
the integration of the requirements of site,

Clark Associates' land planning experience includes
traditional residential subdivisions, cluster and
planned unit developments, golf course
communities, multifamily housing, office and
industrial parks, corporate headquarters, shopping
centers and institutional uses. The firm's clients

acquisition and analysis stage, and normally

Clark Associates has prepared or reviewed more
than a thousand environmental assessments and
environmental impact statements on behalf of
both its public and private sector clients. It has
also prepared resource management plans and
environmental analyses for individual sites as

New York State as well as numerous local

Traffic engineering is a key ingredient in both municipal and
private development planning. It is the process of assessing
traffic impacts and then planning the physical and
operational improvements required to maintain satisfactory
traffic flow.
Frederick P. Clark Associates, Inc. began offering
professional services in the transportation field in 1978.
Since then, it has completed over 500 projects, ranging from
small to very large (over one million square feet), and
including a wide variety of retail, office, industrial, public
and residential uses.
Typically, the traffic engineering staff works as a team with
the firm's environmental and planning professionals in
coordination with clients and other consultants.
Involvement normally begins with an analysis of existing
traffic and roadway conditions, followed by detailed access
and impact studies, and concluding with the governmental
approval process. The firm has established effective
relationships with governmental entities responsible for
project reviews. Analytical techniques used are of the type
found most acceptable to these reviewing agencies.
Assignments for municipal clients often involve community-
wide or special area traffic and parking studies, as well as
the review of project proposals and environmental impact
statements submitted for approval by developers.
