HOLT, CHAIRMAN RE: nNS~CE Connie, we keep running into situations concerning insurance coverage. Could you help us or point us in the right direction to get our answers. The following is a couple of examples of the problem: 1. We request insurance coverage from an organization if they wish to use Town facilities (Parks). Little League, Soccer or mens and worn ens softball teams are examples. We understand that situation. Our question is what if a small group (boy scouts, fire depts, church or even a group of employees from a store like Home Depot) request use of our parks, do we require them to show proof of insurance in order to use the park? 2. We sometimes get requests from Town of Wappinger people to do a piece of work and they volunteer their help. (Clear trails, clean parks and other type of effort). Can we let them work on Town property and would they be covered or do we turn them away because of the insurance situation. I would be grateful for an understanding of the Town's policy concerning our interface with insurance coverage. DATH: TOTAL NUMBBR OP PAGES INCLUDING eOVERNO'l'Be 1 REI Recreation Committee Questions *************.*..**********.................*...**.......***...*** In response to the insurance questions posed by Ralph Holt, I offer the following: 1) use of Town facilities by groups such as boy scouts, tire departments, churches, employees from Home Depot, etc.: a request should be made for the group to furnish the Town with a certificate of insurance showing general li~bility coverage and naming the Town of Wappinger as Additional Insured for General Liability as respects use of the Town's premises. 2) requests from volunteers to work on Town property: in the event that the Town is alleged to be negligent, the company would defend the Town. If the Town is found negligent in a court of law, there would be coverage up to the policy limits. Volunteers are covered for their actions under the general liability policy, however, if a volunteer gets injured while performing their service, there is no coverage for their injuries unless the Town is found negligent. RECREATION COMMISSION MINUTES MEETING FEBRUARY 20, 1992 NEXT MEETING MARCH 19, 1992 The regular meeting of the Town of Wappinger Recreation Commission was held February 20, 1992 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others present were Senior Citizen Director Kathi Delisa, Commission Members Terry Fisher, Ellen Korz, Joseph Mastroianni, Stephen Miller, Donald Rider, Maintenance Supervisor John Vorndran and Town Board Member June Visconti. Recreation Director Bernie Reimer arrived at 8:10 p.m. The minutes of the regular January 16, 1992 meeting and the special meeting of February 6, 1992 were approved on a motion by Mr. Mastroianni seconded by Mr. Miller with all in favor. CORRESPONDENCE A letter and proposal was received from Jim Raleigh of Copeland Coating Co., Inc. for repair and surface work to the 4 tennis courts at Martz Field. The total procedure as outlined in his proposal would cost approximately $11,295.00. Mr. Holt mentioned that there are major low spots and cracks in the courts which should be repaired. Mr. Raleigh mentioned that to redo the courts completely would cost approximately $50,000. which Mr. Holt said we were not in a position to do. Mr. Holt was told that this repair work should last us approximately 10 years. Another meeting has been scheduled for February 24th for Mr. Holt to meet with Mr. Martin Wylde of N.Y. Tennis to obtain another proposal on this work. Mr. Rider asked about some preventive maintenance for the 2 courts on the other side of the road. Mrs. Visconti mentioned that we should check with the County Maintenance to see if we could do our work in conjunction with maintenance they do on their courts. A request has been received from the Mid-Hudson Road Runners Club to use the Robinson Lane Recreation Area for their races on Sunday, September 20th. This request was approved providing that they again bring in their own porta-johns. A discussion also took place regarding a usage fee. When fees were submitted to the Town Board special requests such as this was not addressed. After a discussion, it was suggested that a letter be sent to the Town Board to Amend the Town~.~ on Recreation Fees as follows: $50.00 for a 1 day event of 100 or more participants. A letter was received from Floyd Scholz,Tournament Director of the Dutchess Debs Softball requesting the use of Robinson lane Complex for the weekend of July 25 and 26 with a raindate of the 27 for their 5th Annual Tournament. _. '. f ..; l' RECREATION COMMISSION MINUTES JULY 8, 1992 MEETING NEXT MEETING AUGUST 12, 1992 AT SCHLATHAUS PARK The regular meeting of the Town of Wappinger Recreation Commission was held July 8, 1992 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others present were Kathi DeLisa, Senior Citizen Director Bernie Reimer, Recreation Director, Commission Members Ellen Korz, ' Barbara Gutzler, Joseph Mastroianni, Donald Rider and Maintenance Supervisor John Vorndran. Stephen Miller arrived at 8:00 p.m. and Terry Fisher arrived at 8:45 p.m. The minutes of the June meeting were not available to be approved. They will be submitted at the August meeting for approval. CORRESPONDENCE A letter was received from Peter Wysco, of B.A.T.T., Inc. for permission to use one possibly two field~ at Robinson Lane for the purpose of holding baseball instructional sessions for children on Monday, July 20th to Friday, July 24th from 9:00 a.m to 3;00 p.m. He mentioned that he recently was told of our new ~~ regarding fees for the use of facilities and because of his current low registration, asked that we either lower the fee or waive it. After a discussion, it was decided that we couldn't discriminate against anyone and since Grand Slam has already ~aid the fee to run their camp, Mr. Wysco would have to do the same. The rules have been established and we will abide by them. Mr. Rider brought up the request for Soccer to run their camp in August and mentioned that they had already set their fees before they knew about our fees to run a camp on Town Recreational areas. They, too, asked for a waiver and the Commission again denied this request. The Commission did, however, grant a deferment for the payment of the fees until their fall program starts and the fee could be worked into their plan, otherwise we will subtract the amount from the money they receive from the Town. A letter was received by Supervisor Smith from the New York State Parks,Recreation, and Historic Preservation advising the Town that the application for the Rest Room Facility at Castle Point submitted for Federal fiscal year 1991 and retained for consideration in 1992 was not selected for funding.
