1972-06-01 RGMA Special Meeting of the Town Board of the Town of Wappinger was
held on June 1, 1972, at the Town Hall, Mill Street, Wappingers
Falls, New York.
Notice of said meeting was mailed to each Board member on May 24,
1972, calling the meeting for 7:30 P.M. June 1, 1972, for the purpose
of the dissolution of the Oakwood Knolls Sewer District, and any
other business that may properly come before the Board.
Supervisor Diehl called the meeting to order at 7:40 P.M.

MR. CLAUSEN moved to empower Allan Rappleyea, Attorney to the Town
to obtain an option from Ewen Schuele, for as long a period as.
possible, on his property located on Myers Corners Road, for a

possible Town Hall site, at a maximum price of $350,000, and further,
Mr. Rappleyea be empowered to obtain the services of an appraiser and
engineer to come up with exact figures, so that the Town Board may
be guided in future actions.
Seconded by Mr. Holt.
Motion Unanimously Carried
A memo was received from Joseph Gutmann requesting Mr. William.
Mihans be put on as a full time employee of the Sewer and Water
Districts due to the increased work load:
MR. CLAUSEN moved that William Mihans be put on a full time basis,
as an employee of the Town of Wappinger Water and Sewer Districts,
due in part to the increase in the work load in the Rockingham Farms
Sewer District related to the installation of the sand filters, and
based upon the recommendation of Mr. Gutmann, full time employment
to become effective July 1, 1972, and Mr. Mihans salary be prorated
on a 40 hour week, based upon present compensation now received for
30 hours per week.
Seconded by Mr. Holt.
Motion Unanimously Carried
A brief discussion was held regarding the lack of progress on
plans for the Rockingham Sewer District.
Mr. Diehl ordered that an executive meeting with Mr. Quinn, be
scheduled for June 7, 1972, 7:00 P.M. at the Town Hall to finalize
future plans that the Board has discussed in prior conferences with
Mr. Quinn regarding the Rockingham Farms Sewer District. It is of
great urgency that a progress report from Mr, Quinn be submitted by
this date, or the Board will have to look fair .other .directiont
MR. CLAUSEN moved the following Order be adopted, seconded by Mr.
Jensen, and unanimously carried. Attached hereto, and made'a part
hereof of the minutes of this meeting is the Order in the Matter of
the Town of Wappinger Dutchess County, New York, dissolving the
Oakwood Knolls Sewer District.

and unanimously carried.

RESOLUTION OF THE TOWN BOARD OF THE
TOWN OF WAPPINGER, DUTCHESS COUNTY,
NEW YORK, DISSOLVING THE OAKWOOD KNOLLS
SEWER DISTRICT
WHEREAS, pursuant to the provisions of Article 12c of the
Town LElw of the Town of Wappinger, Dutchess County, New York, did
on they 45. h day of May , 1971, adopt a Resolution pro-
viding for the establishment of the Wappinger Sewer Improvement
•
#1, and
WHEREAS the map, plan, and report forsuch improvement area
provided that all of the property and lands of the Oakwood Knolls
Sewer District be served by and included in the Wappinger Sewer
Improvement #1, and
WHEREAS the map, plan, and report of the Wappinger Sewer
Improvement #1 provided that the sewage treatment plant of Oakwood
Knolls Sewer District be upgraded, improved and reconstructed to
provide service for the entire benefited area of the Wappinger
Sewer Improvement Area #1, and

WHEREAS the outstanding bonds and notes of the Oakwood Knolls
Sewer District does not exceed the sum of $55,000.00, and
WHEREAS the map, plan, and report of the Wappinger Sewer
Improvement #1 provided for the dissolution of said Oakwood Knolls
Sewer District and the assumption of its outstanding indebtedness
by the Wappinger Sewer Improvement #1, Now, therefore, and
BE IT RESOLVED by the Town Board of the Town of Wappinger,
as follows:
1. That the Oakwood Knolls Sewer District, a Sewer District
created pursuant to Article 12 of the Town Law of the State of
New York inaccordance with a resolution of the Town Board adopted
February 11, 1965; and an order of the New York State Comptroller

dated July 27, 1965, be dissolved.
2. That, upon dissolution as provided by Town Law, the
function of the Oakwood Knolls Sewer District shall be thereafter
managed, maintained, operated and repaired as a function of the
Wappinger Sewer Improvement #1.
3. The principal and interest on the bonds or other obliga-
tions unpaid upon the effective date of the Oakwood Knolls Sewer
District dissolution shall be paid for by assessments levied upon
the several lots or parcels of land in the Wappinger Sewer Im-
provement #1 Area in just proportion to the amount of benefit
which the improvements shall confer upon such lots or parcels.
4. This resolution is subject to a permissive referendum.
Any such referendum shall be held in the area of the Wappinger
Sewer Improvement #1 as described hereafter, set forth.
5. The lands of the Wappinger Sewer Improvement #1 are as
follows:

7. Upon the dissolution of Oakwood Knolls Sewer District
the cost of management, maintenance, operation, and repair of
such improvement and service shall be a charge upon the area out-
side of the Village of Wappingers Falls,and shall be levied and
collected in the same manner as and at the same time as other
Town Charges and further shall be levied and collected in the
same manner as the costs of management, maintenance, operation,
and repair of the Wappinger Sewer Improvement #1.

A Public Hearing was held by the Town Board of the Town of
Wappinger on June 1, 1972 at Wappingers Junior High School,
Remsen Avenue, Wappingers Falls, New York in the matter of the
Establishment of the Central Wappinger Water Improvement Area
in the Town of Wappinger.
Supervisor Diehl opened the Hearing at 8:25 P.M.
