REQUEST FOR PROPOSALS
FOR
ENGINEERING SERVICES
FOR THE
CHALLENGER LITTLE LEAGUE FIELD
AT
ROBINSON LANE RECREATION COMPLEX
Project Description:
The Town of Wappinger applied for and received a grant from the Community
Development Block Grant program in the amount of $100,000.00 to complete the
design and construction of the Challenger Little League Field and amenities. This field is
located in the Town of Wappinger's Robinson Lane Recreation Complex.
Scope of Project:
The Town of Wappinger is requesting proposals from qualified engineering companies
to:
1. Phase I: Provide design plans and specifications for the Challenger Little League
Field surface and Amenities. The surfacing material shall be compatible with and
a continuation of the existing surface. Amenities shall include parking, dugouts,
walkways and other asphalt surfaces, and safety netting.
2. Phase II: Provide design plans, specifications and permitting for handicap
restroom facilities, including sewage holding tank and extension of potable water
supply from existing on-site facilities.
3. The Engineering firm will work closely with the Town of Wappinger Recreation
Committee during the design phase of the Challenger Little League field surface,
amenities and handicap restroom facilities.
4. The engineering firm will prepare design/construction plans, specifications and
complete bid documents for Phase I and Phase II.
5. The engineering firm will provide contract administration and inspection services,
including coordination with Dutchess County Department of Planning and
Development.
Schedule:
It is anticipated that the Town Board will award the design project at the March ___
2012 Town Board meeting.
Completion of the design and bid documents with Phase I of the project out to bid must
be no later than April 1, 2012.
Proposal Requirements:
All quotations are due by February --- 2012 at noon and must be submitted in writing
to Christine Fulton, Town Clerk; Town of Wappinger; 20 Middlebush Rd.;
Wappingers Falls, New York 12590 and include all information listed below. The
bids will be opened at noon on February --- 2012. Evaluations of the bids and
interviews by the Town Recreation Committee will be performed prior to the
Town awarding the contract.
The required information is organized into the following areas:
Firm Experience:
1. Corporate Experience: Describe the experience of the firm in providing
design services and specifications for Little League, Challenger or Miracle
League fields.
2. Identify the key personnel and their specific project roles. Include specific
experience and qualifications for these individuals as well as availability
and commitment of these personnel consistent with the anticipated project
scope.
3. Provide resumes of key staff. Resumes may include indirect experience
to demonstrate the abilities of the proposed staff.
4. References: Provide references for projects where you have been the
design firm for the design of recreational facilities. Include the name of the
organization and contact person's name and telephone number, and the
budget for the project.
Technical Questions:
Technical questions will be accepted up to Wednesday, February --- 2012 and should
be directed to the Town of Wappinger Supervisor, Barbara Gutzler or a
designated representative, at telephone number: 845-297-2744.
Proposal Evaluation:
Firms will provide all the minimum information required above. Additional
information can be provided for the Town to evaluate the proposal.
Representatives of the Town's Community Development Block Grant Committee
will interview respondents to this RFP as part of the evaluation process. The
Town will select a firm based on experience and cost of services. The Town
reserves the right to select a firm that provides the most complete proposal that
meets the proposal requirements.
Contract:
The successful firm will be required to execute a contract with the Town of
Wappinger.
Insurance:
Simultaneously with the execution of the contract, the Contractor shall provide at
his own expense, proof of the following insurance to the Town, in the form of a
Certificate of Insurance:
a. Statutory Worker's Compensation coverage, in compliance with the
Compensation Law of the State of New York.
b. General Liability Insurance coverage in the comprehensive general liability
form including blanket contractual coverage for the operation of the program
under the Agreement in the-amount of $2,000,000 combined
single limit for bodily injury and property damage, including XCU
coverage. The Town must be listed as additional insured.
c. Automobile liability insurance coverage for all owned, leased, or non-owned
vehicles in the amount of $2,000,000 per occurrence. The
insurance shall include coverage for bodily injury and property damage.
The Town must be listed as additional insured.
d. Excess liability coverage in the amount of $2,000,000.00.
