A Public Hearing was held by the Town Board of the Town of
Wappinger on October 26, 1971, at the Town Hall, Mill Street,
Wappingers Falls, New York, on an application made by Atlas Water
Company for approval of the extension of its water lines.
Louis Clausen, Deputy Supervisor, opened the Hearing at 8:17 P.M.
Present:
Louis Clausen, Deputy Supervisor
Harry Holt, Councilman
James Mills, Councilman
Elaine H. Snowden, Town Clerk
Absent:
Louis Diehl, Supervisor
G. Donald Finnan, Councilman
Others Present:
Allan Rappleyea, Attorney to the Town
The Town Clerk offered for the record, the Affidavits of Posting
and Publication duly signed and notarized by Albert Osten of the
W&SD News. (These Affidavits
hereof of the Minutes of this
are attachedhereto and made a part
Hearing).
George Bergerman, Attorney for Mr. Lafko, a principal of Atlas
Water Company, explained this was an application to enlarge the
existing water district by approximately 2,000 acres. They hope
to bring an adequate water supply into an area where presently
there is an inadequate water supply, also for fire protection
purposes. They intend to put in nine fire hydrants. He went into
detail about the history of Atlas Water Company; it was established
in 1960 and is now a partnership, Fred Lafko and Dave Alexander._
The area of the proposed extension is bounded by Myers Corners
Road on the north, which is also the southern boundary, Kent Road
on the east, Route 9 on the west. He brought attention to the suit
against the Town Building Inspector by Nattin Realty because of
denial on application for multi -dwelling, the reason being inade-
quate water and sewer supply.

Although this was an altogether different area, they hoped to
help the Town by putting in a superior system, as the area involved
was served by private wells which are not satisfactory.
Wendell Inhoffer, Zoning Engineer from Little Falls, New Jersey
spoke on the application; he has been a water commissioner in
Passaic Valley for five years. He is in complete charge of the
water system which supplies about 700,000 people. He prepared
the engineering report, plans and specifications for the Atlas
Water Company application and presented Exhibit #4 to the Board.
Mr. Mills asked if all the existing fire hydrants in the district
would now be hooked up for fire protection.
Allan Rappleyea, Attorney to
the layout of the system and
the Town questioned the Engineer on
the costs involved.
Louis Eck objected to the extension. He saw no reason why the
Town should be spending money on public hearings, lawyers, engineers,
etc. for an extension on a private water company. The rates to
the tenants would be double if this extension was granted. The
municipality should own the water companies; they should be sold to
the Town.
Mr. Rappleyea stated for the record, that he was filing copy of
the minutes of the hearing on this application by Department of
Environmental Conservation with the Town Clerk, dated October 15,
1971.
MR. MILLS moved to close the hearing, seconded by Mr. Holt and
carried.
The hearing closed at 9:28 P.M.
