2012-149 2012-149 Resolution Rescinding Resolution No. 2012-137 and Re-Authorizing Request for Proposals for Engineering Services for the Challenger Little League Field Project At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County, New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on April 23, 2012. The meeting was called to order by Barbara Gutzler, Supervisor, and upon roll being called, the following were present: PRESENT: Supervisor Councilmembers Barbara Gutzler William H. Beale Vincent F. Bettina Ismay Czarniecki Michael Kuzmicz ABSENT: The following Resolution was introduced by Councilman Bettina and seconded by Councilwoman Czarniecki. WHEREAS, by Resolution No. 2012-137, the Town Board adopted a Resolution requesting proposals for engineering services for the design and construction supervision for additional work on the Challenger Little League Field project; and WHEREAS, the Town was unable to comply with the advertising deadlines contained in said Resolution, and furthermore,"the Resolution incorrectly stated that the Town had received an additional Community Development Block Grant (CDBG) in the amount of $100,000.00; and WHEREAS, the CDBG in the amount of $100,000.00 for additional design and construction amenities at the Challenger Little League Field is still pending; and WHEREAS, the CDBG requires the Town to request proposals from qualified professional engineering firms to provide the design and formulation of construction plans, specifications, bid documents and associated contract administration and inspection services, together with any necessary coordination with the Dutchess County Department of Planning and Development and the Town of Wappinger Recreation Challenger Field Committee as more particularly set forth in the "Request for Proposals for Engineering Services for the Challenger Little League Field at the Robinson Recreation Complex", a copy of which is attached hereto. NOW, THEREFORE, BE IT RESOLVED: 1. The recitations above set forth are incorporated in this Resolution as if fully set forth and adopted herein. 2. Town Board Resolution No. 2012-137, authorizing proposals for engineering services for the Challenger Little League Field project is hereby rescinded. 3. The Town Board hereby authorizes the formal solicitation for Request for Proposals for Engineering Services from qualified professional engineering firms to provide the design and formulation of construction plans, specifications, bid documents and associated contract administration and inspection services, together with any necessary coordination with the Dutchess County Department of Planning and Development and the Town of Wappinger Recreation Challenger Field Committee, as more particularly set forth for in the "Request for Proposals for Engineering Services for the Challenger Little League Field at the Robinson Recreation Complex". 4. The Town Clerk is directed to publish the Request for Proposals in the form annexed hereto in the Southern Dutchess News and the Poughkeepsie Journal no later than May 2,2012. 5. All proposals shall be submitted in a sealed envelope in accordance with the aforementioned Request for Proposals above identified and such proposals shall be delivered to Christine Fulton, Town Clerk, no later than noon of May 23,2012. 6. Upon receipt of the proposals, the Town Board shall review same and shall award the contract for the aforementioned engineering services in accordance with the Request for Proposals, the Town's Procurement Policy and in accordance with General Municipal Law ~ 103, except, however, the Town Board expressly reserves the right to reject any and all proposals in accordance with applicable law. Scope of Project: In anticipation of CDBG being awarded to the Town, the Town is requesting proposals from qualified engineering firms to provide design and construction supervision for additional work needed to complete the Challenger Little League Field and related amenities as follows: 1. Phase I: Provide ADA compliant design plans and specifications for the Challenger Little League Field and related amenities, which shall include parking lot, dugouts, walkways, additional asphalt surfaces, outfield grading and safety netting, as needed. 2. Phase II: Provide design plans, bid specifications and regulatory permitting for handicap restroom facilities, including septic holding tank and extension of potable water supply from existing on-site facilities. 3. The engineering firm's duties shall include the preparation of ADA compliant design/construction plans, bid specifications and complete bid documents for Phase I and Phase II, consistent with General Municipal Law ~ 103. The engineering firm's duties shall also include contract administration and inspection services including all necessary coordination with the Dutchess County Department of Planning and Development and the Town of Wappinger Recreation Challenger Field Committee, as needed. 4. The engineering firm who has been awarded the design project must complete the design and bid specifications for Phase I of the project within 30 days from date of Award, and for Phase II of the project within 90 days from the date of the Award. Proposal Requirements: All proposal quotations must be submitted in writing, in sealed envelopes, and delivered to Christine Fulton, Town Clerk, Town of Wappinger, 20 Middlebush Road, Wappingers Falls, New York 12590 no later than noon of May 23,2012. The proposal quotations must include all the information listed below. The written proposals will be opened at noon on May 23,2012. The Town of Wappinger Recreation Challenger Field Committee will evaluate the bids and conduct interviews as necessary and supply a written recommendation to the Town Board prior to June 5,2012. All responding engineering firms must supply the following information: Firm Experience: 1. Experience: Describe the experience of the firm in providing design services and specifications for Little League, Challenger (ADA compliant) or Miracle League fields. 2. Identify the key personnel and their specific project roles. Include specific experience and qualifications for these individuals as well as availability and commitment of these personnel consistent with the anticipated project scope. 3. Provide resumes of key staff. Resumes may include indirect experience to demonstrate the abilities of the proposed staff. 4. References: Provide references for projects where the firm has been the design firm for the design of recreational facilities. Include the name of the organization and contact person's name and telephone number, and the budget for the project. Additional information can be provided for the Town to evaluate the proposal. Representatives of the Town of Wappinger Recreation Challenger Field Committee will interview respondents to this RFP as part of the evaluation process. The Town will select a firm based on experience and cost of services. The Town reserves the right to select a firm that provides the most complete proposal that meets the proposal requirements. Contract: The successful firm will be required to execute a contract with the Town of Wappinger. Insurance: Simultaneously with the execution of the contract for engineering services, the successful engineering firm shall provide at its own expense, proof of the following insurance, naming the Town as additional insured or certificate holder, in the form of a Certificate of Insurance: a. Statutory Worker's Compensation coverage, in compliance with the Compensation Law of the State of New York. b. General Liability Insurance coverage in the comprehensive general liability form including blanket contractual coverage for the operation of the program under the Agreement in the-amount of $2,000,000 combined single limit for bodily injury and property damage, including XCU coverage. The Town must be listed as additional named insured on a primary, non-contributory basis. c. Automobile liability insurance coverage for all owned, leased, or non-owned vehicles in the amount of $2,000,000 per occurrence. The insurance shall include coverage for bodily injury and property damage. The Town must be listed as additional named insured on a primary, non- contributory basis. d.
