Notice of Special Meeting was mailed to each Board member on
April 29, 1971, by the Town Clerk.
Supervisor Diehl called the meeting to order at 6:45 P.M.

Bids for a Recreation Building, to be constructed at the Dan
Brouthers Memorial Park, had been receivedandopened on April
23, 1971. Five bids were received, LaDue Builders @ $17,.400.00;
Manfredi @ $22,400; Hicks & Feener @ $18,250.00; Roy C. Knapp
& Sons, Inc. @ $19,370.00; and Merritt -Meridian Corp. @ $24,482.00.
The Recreation Commission recommended the waiver of the Bid. Bond
requirement, and the acceptance of La.Due Builders as the low
bidder.
MR. DIEHL moved to accept the recommendation of the Recreation:
Commission and award the bid for a Recreation Building, to -be
erected, at the Dan Brouthers Memorial Park, to LaDue Builders
@ $17400.00, conditioned on the submission of 100% Performance
Bond.

The Clerk informed the Board that a map/and report for the
Formation of the Wappinger Sewer Improvement 41 was filed with
her, and is on file in her office for public view and inspection.
MR. MILLS moved the adoption of the following Order, seconded
by Mr. Clausen and unanimously carried:

WHEREAS a map, plan and report have been prepared in such
manner and in such detail 'he has heretofore been determined by
the Town Board of the Town of Wappinger relating to the Estab-
lishtnent of a proposed Sewer Improvement Area, known as the
Wappinger Sewer Improvement #1'in.the Town, of Wappinger,
Dutchess County, New York, pursuant to Article 12c of the
Town taw, and
WHEREAS said map, plan, and report have been duly filed
in the Clerk's office of the Town of Wappinger; and
WHEREAS said map, plan;:and'report were prepared by Rudolph
E. LaPar, a competent engineer;' duly licensed, by the' Htratfe of

general plan of the sewer system, and'
WHEREAS, the improvements ,proposed as set forth in said

a sewage disposal plant located in the Town of Wappinger, and

WHEREAS, the maximum amount proposed to be expended for
said improvement is $3,963,320.00 and the proposed method of
financing to be employed consists of the issuance of serial
bonds of said Town pursuant to the Local Finance Law, to
mature in annual installments over a period not exceeding
forty years payable in the first instance by assessments
levied upon the several lots or parcels of land within the
benefited area hereinbefore described in just proportion to
the amount of benefit which the improvements shall confer
upon such lots or parcels; and
WHEREAS, it is now desired to call a public hearing
pursuant to Section 209Q, Subdivision 3, of the Town Law;
NOW, THEREFORE, it is hereby
ORDERED by the Town Board of the Town of Wappinger,
Dutchess County, New York, as follows:
Section 1. A meeting of the Town Board of the Town of
Wappinger, Dutchess County, New York, shall be held in the
Town Hall, Mill Street, Village of Wappingers Falls, in
said Town on the 17th day of May, 1971, at 7:30 o'clock p.m.,
Eastern Daylight Time, to hold a public hearing on the afore-
said proposed improvements and the plan, report, and map
prepared and filed in connection therewith at which all
persons interested in the subject thereof may be heard
concerning the same, and to take such action thereon as is
required or authorized by law. •
Section 2. The Town Clerk is hereby authorized and
directed to give notice of such public hearing by publishing
a copy of this order once in the Wappingers and Southern
Dutchess News, and official newspaper, and by posting a copy
hereof upon the bulletin board of his office, such publication
and posting to be made not less than ten (10) nor more than
twenty (20) days before the date set herein for said public
hearing.
Section 3. This Order shall take effect immediately.
A request had been received from Vincent Dangler for the Town
to take over the roads in Ye Olde Apple Orchard, known as Cider
Mill Loop and spur; and Winesap Lane.
The Superintendent of Highways recommended that these roads be
accepted as; and for public roads in and for the Town of
Wappinger.
MR. CLAUSEN moved to accept the Highway Superintendent's rec-
ommendation and accept as and for Town Roads, Cider Mill Loop
and spur and Winesap Lane in Ye Olde Apple Orchard.
Seconded by: Mr. Finnan.
Motion Unanimously Carried
Mr. Clausen informed the Board that he would not be able to sit
on the Grievance Board in June, due to the fact he would be out
of State, and asked the Board to replace him.
MR. FINNAN moved to rescind his motion of January 11, 1971,
appointing Louis Clausen to the Board of Assessment Review.
Seconded by Mr. Holt.
Motion Unanimously Carried
MR. HOLT moved to appoint Vincent S. Francese to the Board Of
Assessment Review to replace Mr. Clausen, for the term commencing
with this Resolution and ending September 30, 1971.
Seconded by Mr. Finnan.
Motion Unanimously Carried
MR. MILLS moved the meeting be adjourned, seconded by Mr. Holt
and unanimously carried.
