Dear Supervisor Gutzler and Members of the Town Board:
Hudson Land Design (HLD) is pleased to submit this proposal to the Town of Wappinger
to provide professional engineering services related to the above referenced project. The
project consists of providing design and construction supervision for work to complete
the Challenger Little League Field and related amenities at the Robinson Lane Recreation
Complex. The project scope is to be divided into two phases, as follows:
Phase I: Provide ADA compliant design plans and specifications for the Challenger Little
League Field and related amenities, which shall include a parking lot, dugouts, walkways,
additional asphalt surfaces, outfield grading and safety netting, as needed.
Phase II: Provide design plans, bid specifications and regulatory permitting for handicap
restroom facilities, including septic holding tank and extension of potable water supply
from existing on-site facilities.
Below is a description ofHLD's Scope of Services, which has been based on the Request
for Proposals prepared by the Town of Wappinger Recreation Department.
PROPOSED SCOPE OF SERVICES
The following presents our proposed Scope of Services; however, please note that we can
modify this scope in response to your needs, as required.

Task One: Phase I Design and Bid Package Preparation
HLD will meet with the Recreation Department to discuss the Phase I improvements.
Following the meeting, HLD will utilize the existing base map prepared by Clark
Patterson Lee, and create a design plan for the Phase I improvements. The design plan
will show the existing improvements, and will highlight the proposed improvements with
appropriate details and notation.
The Phase I improvements encompass a new parking lot, two (2) new dugouts, paved
walkways, grading, and safety netting. The design plan will also include erosion control
(as required) and site restoration features to complement the proposed improvements.
Once the design plan is complete and is deemed satisfactory by the Town and County
Department of Planning, HLD will proceed with preparing bid documents for the
proposed work. The bid package is expected to include the following sections:

. Instructions to Bidders including Prevailing Wage Information and Insurance
Requirements
. Bid Form
. Non-Collusion Certification
. Owner-Contractor Agreement
. Standard General Conditions

Task Two: Phase II Design and Bid Package Preparation
The Phase II improvements include the design and regulatory permitting for handicap
accessible restroom facilities, which will require a septic holding tank for wastewater
disposal, and an extension of the existing potable water supply to serve the building (we
will also include a generic design of the electric and lighting systems based on the
Town's requirements). No detailed electric, lighting, plumbing or HV AC specifications
will be provided.

It is worth noting that the Dutchess County Department of Health typically does not
support the design of septic holding tanks for wastewater disposal; however, given that
the recreation complex is not used year-round and that the Town will presumably be the
responsible entity to ensure regular pumping of the holding tank, it is assumed that they
will work with the Town and allow the holding tank for this project.
HLD will create a design plan for the Phase II improvements. Similar to the plan created
for Phase I, the design plan will show the existing improvements, and will highlight the
proposed improvements with appropriate details and notation. The design plan will also
include erosion control (as required) and site restoration features to complement the
proposed improvements.

Task Three: Contract Administration & Construction Support Services
Upon review and acceptance of the Bid Packages by the Town Board and its designated
representatives, HLD will initiate the Bid process with the Invitation to Bid, and will
coordinate a Pre-Bid Meeting for all interested contractors. If questions arise during the
Pre-Bid Meeting, HLD will respond to such questions within an Addendum, which will
then become part of the Bid package.

Once Bids are received, HLD will review each submitted Bid for completeness, and
make a recommendation to the Board. Assuming the Board awards the project, HLD will
then provide construction support services described below.
HLD will review all submitted Shop Drawings, provide periodic observation of
construction activity, and respond to all work change directives (where applicable), field
change requests (where applicable) and payment requests.
HLD recommends that you establish a budget of $5,000 for this task. HLD will not
exceed this budgetary estimate without first receiving your authorization via work order.
If the work is completed in less time than estimated, you will only be charged for the
actual hours incurred.
Fee Schedule and Billing
HLD will bill you monthly on a time and material basis in accordance with the attached
General Conditions for the services rendered herein in accordance with our fees in effect
at the time of service. Our current hourly rate is $100, which will be applied to any
future tasks that we may be asked to complete. Below is a summary of our budgetary
estimates relative to the tasks presented herein.

Services by Others
If an assessment of on-site soils for utility and/or foundation design purposes is required,
deep test pits will be necessary. The depth of these test pits would vary based on the
reason for the test pits, but it is safe to assume that they will not exceed ten feet. Thus,
the deep test pits would require the services of an excavation contractor (or the Town
Highway Department).
The topographic survey should include all existing utilities (water, sewer, drainage, gas
and electric) in the vicinity of the project area. All pipe materials, slopes, inverts, sizes
and structure rim elevations shall be identified on the survey. The topographic survey
should include contours in two-foot intervals tied into USGS datum (preferably). Lesser
contour intervals are acceptable (e.g. one-foot contours). If additional survey items are
required based on the design, HLD will request that you authorize the surveyor of record
to provide additional survey.
Wetlands delineation and mitigation design, EIS report compilation, and archaeological
studies are not anticipated, but would have to be performed by others if requested.
Any legal paperwork that may be required for the work to be performed will be the
responsibility of the Town's attorney.

Structural, geotechnical, mechanical or electrical engineering services or architectural
services associated with the site development will be performed by others (e.g. sub grade
preparation requirements, foundation design, renderings, detailed elevations, etc.).
Payments of all fees incurred as a result of the services performed by others are your
responsibility under separate contracts.
Limitations
Additional items not addressed as part of this proposal (see also Services by Others)
include:
~ Direct expenses, such as mileage (currently $0.55 per mile), overnight mailings,
photograph prints and extensive reproduction. Please see the attached schedule
of reimbursable costs.
~ Payment of any project related fees, such as application, permit, escrow,
inspection, recreation, filing and other reviewing authority and municipal fees.
~ Preparation of additional studies, investigations, or reports not listed herein that
may be requested by you or regulatory agencies.
~ Retaining wall design (greater than 4' height).
~ Costs to perform laboratory testing of soils for structural and/or geotechnical
purposes.
~ Rebidding if the initial bid process does not produce bids that are deemed
acceptable by the Town. If necessary, rebidding will be billed on a time and
materials basis as an extra to the base contract.
Attached to this proposal is our company bio which includes experience information,
descriptions and resumes of key personnel, and references for similar projects. If
retained, HLD will supply the required Insurance documentation prior to signing a
Contract with the Town.
Thank you again for this opportunity to provide engineering related services. We look
forward to working with you toward accomplishing your objectives. If awarded the
project, HLD will enter into Contract with the Town and complete the Phase I design and
bid package within 30 days from the date of the Award and receipt of the existing
survey/site plan in AutoCAD format. The Phase II design and bid package will be
completed within 90 days from the date of the Award and receipt of the existing
survey/site plan in AutoCAD fonnat.

Mr. Bodendorf has been a consulting engineer since 2001 and is a licensed professional engineer in the
State of New York. His career experience includes project design and management ofland subdivisions,
residential and commercial site plans, erosion and sediment control plans, storm water pollution
prevention plans (SWPPP), subsurface sewage disposal (SDS) design permitting, state road design, client
contact, site evaluations, land development feasibility studies; as well as presentation, interaction and

Mr. Bodendorf has extensive knowledge in hydraulic and hydrologic analysis for development of
Stormwater Management Plans; the design of temporary and permanent erosion and sediment control

This project involved the development of a Master Plan for immediate and future
improvements to the Tony Williams Park located in the Town of Lloyd, NY. The immediate
improvements included design and installation of four new dugouts for the existing baseball
and softball fields; a new garage facility to house the Recreation Department's
maintenance equipment; a new pavilion and related site improvements. The project
required preparation of design plans and a complete bid/specification package consistent
with General Municipal Section 103. Jon Bodendorf was responsible for contract
administration and construction support services. Mr. Bodendorf assisted in preparing the
design plans for the improvements and was responsible for preparation of the entire bid
package including necessary addenda.
Berean Park, Town of Lloyd, NY
Mr. Bodendorf was a consultant to the Town of Lloyd's Recreation Department for
proposed grading and drainage improvements within the Town's Berean Park. The project
involved the installation of new retaining wall, paving and striping improvements, and
related drainage improvements to minimize an on-going erosion problem within the Park.
The project required preparation of design plans and a complete bid/specification package
consistent with General Municipal Section 103. Jon Bodendorf was responsible for
contract administration and construction support services. Mr. Bodendorf assisted in
preparing the design plans for the improvements and was responsible for preparation of
the entire bid package including necessary addenda.
Poughkeepsie Day School Athletic Field, Town of Poughkeepsie, NY
Because of the private school's population growth, an expansion to the school's athletic
fields was deemed necessary. Jon Bodendorf provided an expansion plan that included
all necessary grading, drainage, and utility revisions which resulted in nearly a 100%
expansion to their existing field area.

Mr. Koehler was the lead design engineer for the proposed 17,900 square-
foot building to be utilized as an assisted living facility. The 3-story building
consisted of 240 units. Engineering for the site involved an evaluation of
existing utilities (water, sewer and stormwater analyses), development of a
utility plan, grading plan, stormwater pollution prevention plan and erosion
and sediment control plan.
Day School Expansion, Town of Washington, NY
The day school desired construction of a new gymnasium. Mr. Koehler
provided site layout support and engineering design including drainage,
sanitary sewage treatment and disposal, water system upgrade and
erosion and sediment control. Water system upgrades included an
analysis of the existing system, source treatment, additional storage, and
distribution modifications. The sewage disposal system included design of
a duplex alternating pump station with a forcemain crossing beneath a
tributary stream of the Millbrook water supply.
Kerr Estates Master Plan, Town of Poughkeepsie, NY
Mr. Koehler is currently providing master planning of a combined 140-acre
site with a mixture of residential, commercial and park development.
Several layouts have been created with varying number of residential and
commercial parcels being created. The layouts are sensitive to the
environmental constraints related to the sites, including the Casper Creek,
its floodplain, and several on-site wetlands. Proposed recreation includes
open space parkland, softball fields, and bicycle and pedestrian trails.
Religious Retreat Center, Town of Shawangunk, NY
The retreat center was located on a 120-acre parcel and involved the
renovation of multiple existing buildings. Mr. Koehler designed the
sewage disposal system for the dormitory and dining hall, which included
additional measures for grease removal and siphon dosing. Additional
design included the water system which included source yield and quality
testing and design of a 25,000-gallon atmospheric storage tank with
quality treatment, and a distribution system.

Principal
Mr. Bodendorf is a Principal with over 10 years of experience in civil site engineering, ranging
from residential and commercial land development to institutional and industrial site development.
Mr. Bodendorf specializes in sustainable design to aid in meeting the New York state Department
of Environmental Conservation (NYSDEC) Phase II Stormwater Regulations and LEED
compliance. Representative Project Experience Includes:
Marist College Leonidoff Field Rennovation, Poughkeepsie, NY
Mr. Bodendorf was site design engineer for the re-construction of the school's football field and
construction of Tenny Stadium. The natural grass field was replaced with synthetic "Field Turf'.
The synthetic field was equipped with an under drain collection system that tied into a series of
underground sand filters as part of stormwater treatment system. Subsurface filtration! treatment
systems were also designed for the newly constructed spectator grandstands. A SWPPP was
developed to meet NYSDEC Phase II Stormwater regulations.
Vassar College Prentiss Field Complex, Poughkeepsie NY
Mr. Bodendorf was part of the design team for proposed new athletic fields which consisted of a
synthetic "Puregrass" soccer field, practice soccer and lacrosse fields, and baseball fields. The
synthetic fields were equipped with under drain collection systems which were key components of
the stormwater detention and treatment system. A SWPPP was developed to meet NYSDEC
Phase II Stormwater regulations. Treatment of stormwater was accomplished by several different
methods which consisted of surface sand fillers, rain gardens, treatment swales, and filter media
provided by the synthetic turf grass stone sub-base material. The field turf under drain system
and the voids in the stone sub base material allowed for storm water storage to maintain peak
flow exiting the site to pre-development conditions.
Lakeland School District Athletic Fields, Cortland and Yorktown, NY
Mr. Bodendorf was the lead design engineer for proposed athletic field modifications to three
schools in the Lakeland School District in Westchester County, NY. The scope of work involved
development of a SWPPP for each school's athletic field improvements. Mr. Bodendorf
performed hydraulic calculations for the design of storm water and sediment control structures
including extended detention basins, outlet rise and barrel designs, infiltration basins, bioretention

Ferry Landings Waterfront Development, Tarrytown, NY
Mr. Bodendorf was the project manager and technical lead engineer for a 238 unit residential and
mixed use commercial waterfront project on a 23.68 acre parcel along the Hudson River in the
Village of Tarrytown, NY. In addition to the residential development, the site consisted of 35,000
sqft of commercial!office space, and 15,000 sqft of retail space. The project was a Brownfield as
deemed by the NYSDEC which included an extensive soil remediation! extraction program. Mr.
Bodendorf provided oversight and technical support for the engineering staff working on the
project; oversaw the preparation of DEIS, FEIS and Site Plan Drawings for the project; and
secured permits from the reviewing authorities which included the Village Planning Board,
Department of Public Works (DPW), Westchester County Department of Environmental Facilities,
Westchester County Department of Health, and NYSDEC.

In response to the Town of Wappinger's request for proposals, Clark Patterson Lee is proposing the
following services:
1. Clark Patterson Lee will provide design plans and specifications for the Challenger Little
League Field Amenities. These amenities will include parking, walkway and other asphalt
surfaces layout and construction details for construction of the dugouts, and specification
and details for the safety netting system. With our involvement during the establishment of
the Challenger Field, these design layout and details can be delivered without delay.
2. Clark Patterson Lee will provide design plans, specifications and permitting for handicap
restroom facilities, including sewage holding tank and extension of potable water supply
from existing on-site facilities. The existing topographic mapping supplemented by ortho-
imagery will be used to show the route for the extension of the water supply line from
the existing concession stand to the proposed rest rooms. There are no anticipated
modifications to the existing water supply and treatment system serving the concession
stand to allow for the service to the proposed restroom.
Clark Patterson Lee worked closely with the Town of Wappinger Recreation Committee during the
establishment of the field and will continue this relationship throughout the design and construction
of the work including in this proposal. Clark Patterson Lee will prepare design and construction
plans, specifications and complete bid documents for the two separate scopes of work identified
above.
Clark Patterson Lee will provide contract administration and inspection services. We will also
coordinate with Dutchess County Department of Planning and Development throughout the design
and construction phases of this project.

Following the installation of field
lighting in 2005, the Arlington
Central School District included
three (3) Artificial Turf fields in
a bond referendum approved
by the taxpayers later that
year. Two fields are for soccer,
football, lacrosse, field hockey,
and marching band, and have
permanent lines (two sports for
each field) incorporated in the
turf. A baseball field (turf in-field)
was also included in the project.
Clark Patterson Lee worked
closely with the District for over
a year to research turf products
and site options to meet bUdgets
and complex sports activity
schedules. Before the voter
referendum, cost benefit analysis
work was also completed,
comparing the cost of artificial
turf to traditional grass fields.
The evaluation investigated
maintenance, irrigation, and
fertilizer costs, as well as existing
drainage problems, and the
limited use of grass fields due to
weather and overuse.

The Towns of LeRoy and Stafford
and the Village of LeRoy operate
recreational soccer, baseball,
football, and softball at youth and
adult levels. Participation in the
youth and adult leagues had grown
to the point where field space was
not available, and the existing fields
were being over-utilized significantly
increasing maintenance costs. To

over-utilization, the School District,

NORMAN E. GARDNER, C.P.G., will serve as a Technical Resource for this project. Mr. Gardner
has over 20 years of experience in project management including civil, site and environmental
projects. Mr. Gardner has designed dozens of athletic fields, with experience in natural grass and
artificial turf systems. Norm will lead the civil engineering staff assigned to this project, ensuring
that drainage, irrigation (as needed) and maintenance issues are addressed. Norm has been
involved in baseball as a coach and a parent who now attends over 100 contests annually to
watch his two sons play college and professional (with the Cincinnati Reds organization) baseball.
