1969-10-30 PHA Public Hearing was held on October 30, 1969, by the Town Board of the Town of Wappinger, Mill Street, Wappingers Falls, New York, on the proposed 1970 Town of Wappinger Budget. Present: Louis Diehl, Supervisor Louis Clauses, Councilman G. Donald Finnan, Councilman Leonce Heady, Councilman James Mills, Councilman Elaine H. Snowden, Town Clerk Others Present: Allan Rappleyea, Attorney to the Town William Horton, Superintendent of Highways Joseph E. Ludewig, Building Inspector Supervisor Diehl opened the Hearing at 7:30 P.M. The Town Clerk offered for the record the Affidavits of Posting and Publications, duly signed and notarized (on file in the office of the Town Clerk) . The following Notice of Hearing was read: Notice is hereby given that the preliminary budget of the Town of Wappinger for the fiscal year beginning January 1st, 1970, has been completed and filed in the office of the Town Clerk, at Mill Street, Wappingers Falls, New York, where it is available for inspection by any interested person at all reasonable hours. Further notice is hereby given that the Town Board of the Town of Wappinger will meet and review said preliminary budget and hold a public hearing thereon, at the Town Hall at 7:30 o'clock P.M. on the 30th Day of October, 1969, and that at such hearing any person may be heard in favor of or against the preliminary budget as compiled or for or against any item or items therein contained. Pursuant to Section 113 of the Town Law, the proposed salaries of the following town officers are hereby specified as follows: Supervisor $5,000. Town Justice 3,600. Town Justice 3,600. Councilmen (each) 2,000. Town Clerk 8,000. Superintendent of Highways 10,000. Supervisor Diehl asked if there were any persons present who wished to be heard. Louis Eck commented that the Town Board should have provided copies of the Budget for the public so they would know what they were talking about. Walter Cronin, Widmer Road, asked about the item of $500 for po- lice protection. He inquired about the position of the Town Engineer, was it on a contract basis, and why was extra money provided for. It was explained that his title was Engineer to the Town and he was paid for services to the Town department on a contract basis; special projects were paid separately. Mr. Cronin asked about the salary of the Building Inspector, it was much higher. (Salaries for personnel in Building Inspector were grouped in one figure). MR. MILLS moved for the hearing to close, seconded by Mr. Finnan. Motion Unanimously Carried The Hearing closed at 7:50 P.M. Elaine H. Snowden Town Clerk 46;3 WAIVER OF NOTICE OF SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF WAPPINGER DUTCHESS COUNTY, NEW YORK The undersigned, being all of the members of the Town Board of the Town of Wappinger, Dutchess County, New York, do hereby waive notice of the time and place of the holding of a Special Meeting of said Town Board, and do hereby agree and consent that the same be held on the 30th day of October, 1969, at 8:00 o'clock in the afternoon of that day at the Town Hall of the Town of Wappinger, Mill Street, in the Village of Wappingers Falls, Town of Wappinger, Dutchess County, New York, for the transaction of all business which may properly come before the meeting or any adjournment thereof. /ad/ upery Counci Council Councilman Councilman Due and timely notice of the above mentioned meeting is hereby admitted. Town Clerk, Town of Wappinger A Special Meeting of the Town Board of the Town of Wappinger was held October 30, 1969. Supervisor Diehl called the meeting to order at 8:00 P.M. All Board members being present and having signed the above waiver, each for himself. Others Present: William Horton, Superintendent of Highways Allan Rappleyea, Attorney to the Town RESOLUTION OF TOWN BOARD ADOPTING ANNUAL BUDGET WITHOUT AMENDMENT The following Resolution was offered by COUNCILMAN CLAUSEN who moved its adoption: WHEREAS, this Town Board has met at the time and place specified in the notice of public hearing on the preliminary budget and heard all persons desiring to be heard thereon; now, therefore, be it RESOLVED, that this Town Board does hereby adopt such preliminary budget as originally compiled, as the annual budget of this Town for the fiscal year beginning on the 1st day of January, 1970, and that such budget as so adopted be entered in detail in the minutes of the proceedings of this Town Board, and be it FURTHER RESOLVED, that the Town Clerk of this Town shall prepare and certify, in duplicate, copies of said annual budget as adopted by this Town Board, together with the estimates,if any, adopted pursuant to section 202-a, subd. 2, of the Town Law and deliver one copy thereof to the Supervisor of this Town to be presented by him to the Board of Supervisors of this County. Seconded by: Councilman Finnan Roll Call Vote: Supervisor Diehl Aye Councilman Clausen Ave Councilman Finnan Ave Councilman Heady Ave Councilman Mills Ave Resolution Duly Adopted The following resolution was offered by COUNCILMAN HEADY who moved its adoption: WHEREAS, the Town of Wappinger has previously prepared and purchased a set of Tax Maps used for assessment purposes and, WHEREAS, the County of Dutchess has contracted for Tax Maps for the entire County of Dutchess with Air Survey Corporation and, WHEREAS, Air Survey Corporation has requested that the Town of Wappinger sell to it said Tax Maps, now, THEREFORE, be it resolved that the Supervisor is hereby authorized and directed to execute the attached contract between Air Survey Corporation and the Town of Wappinger. Seconded by: Councilman Mills Roll Call Vote: Supervisor Diehl Aye Councilman Clausen Ave Councilman Finnan Ave Councilman Heady Ave Councilman Mills Ave Resolution Duly Adopted Mr. Diehl read the following Agreement: This agreement dated Oct. 30, 1969 between Air Survey Corpora- tion of Reston, Virginia hereinafter called "Air Survey" and the Town of Wappinger, a municipal Corporation with its principal office at Mill Street, Wappingers Falls, New York, hereinafter called "The Town". 1. Air Survey hereby agrees to purchase copies of the Tax Maps of the Town, and the Town agrees to sell said Air Survey copies of the said maps. 2. Air Survey shall pay to the Town the sum of $30,170.00, which said sum will be paid in full by certified check on or before March 1, 1970. 3. Air Survey shall have the right to use said maps in its work for the County of Dutchess pursuant to an agreement with the County of Dutchess, dated August 15, 1969, 4. This conveyance includes only the copies of said maps together with the right to use said maps as aforesaid but the Town reserves the right to use and sell to others copies of said maps. 5. It is understood and agreed that no warranty or represen- tation is made as to the accuracy of said maps by the Town and Air Survey shall have no recourse against the Town in the event of mistakes or omissions on said maps. In witness whereof the parties hereto have executed this agreement on the date above set forth. Air Survey Corporation The following Resolution was offered by COUNCILMAN HEADY who moved its adoption: BE IT RESOLVED that the unpaid water & sewer bills in the Oakwood Knolls Water & Sewer District be collected through the County at such time as the land taxes are collected.
