A Public Hearing was held by the Town Board of the Town of
Wappinger on June 9, 1969, at the Town Hall, Mill Street, Wappingers
Falls, New York on Local Law #1 of 1969, A Local Law Prohibiting
the Use of Any Land Within the Town of Wappinger as a Dump or
Dumping Grounds, Refuse Disposal Area, or as a Land -Fill Site or
in a Land -Fill Operation Excepting Lands Established for Such
Purposes by the Town Board.

REFUSE DISPOSAL AREA, OR AS A LAND -FILL SITE OR IN
A LAND -FILL OPERATION EXCEPTING LANDS ESTABLISHED
FOR SUCH PURPOSES BY THE TOWN BOARD
Bo it enactod by the TOWN BOARD of the Town of WAPPINGER
as follows:
Section 1. Legislative Declaration. A clean, wholesome, attractive
environment is declared to bo of importance to tho health and safety
of the inhabitants of the Town of WAPPINGER and the safeguarding
of their material rights against unwarrantable invasion and for tho
protection of public health and, in addition, such an environment is
doomed essential to tho maintenance and continued devolopment of
tho economy of the Town and the general welfare of its citizens. It is
further declared that the utabliahmont or operation of private
dumps, dumping grounds, refuso disposal areas, land -fill sitos or
similar land uses, is a hazard to such health, safety, and welfare of the
citizens of the Town; nocossitating the elimination the:cof. At the
amo time, it is recognized that the maintenance of a public dump,
'dumping ground, refuse disposal arca or land -fill site owned or
operated by tho Town is useful and necessary. It is hereby declared
that tho prohibition of privato dumps, dumping grounds, refuso
;disposal areas or land -fill sites, or other similar use of land for the
deposit, burying, or disposal of, in any matter whatsoever of offal,
.garbage, trash, refuse, rubbish and like wastes, and that the
maintonance. of a public dump, dumping grounds, refuso disposal
,arca, or land -fill site is necessary to provide a single confined area for
disposal of wasto which will facilitate the inspection of facilities for
disposal of waste and facilitate the enforcement of sanitary
regulations.
Soction 2. No lands other than lands of a public dump or dumping
ground heretofore or hereafter established by this town shall bo used
as a dump, dumping ground, refuse disposal area or as a land -fill site
,in said town. •
Section 3. Tho use of land as a privato dump, dumping Ground,
:use disposal area or land -fill site is prohibitod and the use of said
for the deposit, burying, or disposal in any matter whatsoever of
. cffat, garbage, trash, refuso, rubbish, debris and like waste is also
:eby prohibited.
Section 4. This local law shall not prohibit the establishment, by
the Town Board, of public dumps, dumping grounds, refuse disposal
areas or land -fill sites owned or operated by the town, from time to
time.
Section 5. Any person violating the provisions of this local law shall
be guilty of an offense and shall be subject to a penalty in the sum of
not more than one hundred dollars ($100.00). Each such deposit of
waste material on lands within the Town of Wappinger not
established as a public dump, dumping grounds, refuso disposal area,
or land -fill sito shall constitute a separate violation of this local law.
Each day such lands aro so used as a dump, dumping ground, refuse
disposal area or land -fill site shall constitute a soparato violation. Each
soparato violation shall bo punishable as heroin set forth.
Tho town board in tho namo of the town, or any person aggrievod,
may maintain a legal or equitable action or proceeding in any court of
competent jurisdiction to compol compliance with or to restrain by
'injunction the violation of any provision of this local law.
Section 6. Validity. In the event that any portion of this law shall
bo doclarod invalid or held unconstitutional, said invalidity or
unconstitutionality shall not affect the remaining provisions which
'shall remain in full force and effect.
Section 7. This local law shall take effect immediately.

Supervisor Diehl opened the Public Hearing at 7:10 P.M.

Supervisor Diehl asked for those who were in favor of the Ordinance
if they had any questions.
Joseph Landolfi, Wildwood Drive, asked about the reduction of speed
limits, he noted there were many speeders in the arta.
Ray Wisenski asked why they thought about making th
s street one way.
Mr. Horton, Superintendent of Highways, stated that it had been in-
tended all along for this road to be one-way becausI of the construc-
t
tion of it and because of the children playing in tPie middle. It
would also help cut down on speeding.
Charles Cortellino said the speed limit should be s t about 25 MPH
on this road.
Brian Brown, Wildwood Drive asked why they were having a public
hearing when the ane -way signs were already up.
MR. MILLS moved to close the Public Hearing, seconded by Mr. Heady
and unanimously carried.

AN ORDINANCE ESTABLISHING PORTIONS'
OF WILDWOOD DRIVE AS ONE WAY ROADWAYS
' Tho following Ordinance was introduced by Councilman Mills who
moved its adoption:
WHEREAS, Wiidwood 'Drive in the Town of Wappinger is divided
into two roacways, each such roadway being approximately 15 feet
In width and each roadway being separated by a 20 foot grassed area
or an open ditch, and
WHEREAS, each such single roadway is not sufficient for two way
traffic,
NOW THEREFORE,
Be it enacted by the Town Board of the Town of Wappinger as
follows;
Section 1. The southerly lane or roadway of Wildwood Drive
between New Hackensack Road and Widmer Road is hereby
designated os one way east and vehicular traffic is prohibited from
traveling t ;croon except in an easterly direction from New
Hackenack Road to Widmer Flood.
Section 2. The northerly lane or roadway of Wiidwood Delve
between New Hackensack Road and Widmer Road is hereby
designated as ono way west and vehicular traffic is hereby prohibited
from traveling thereon except in a westerly direction from Widmer
Road to New Hackensack Road.
Section 3. Any violation of this ordinance shall be a traffic
infraction as defined in Section 155 of the New York State Vehicle
and Traffic Law and the proceeding shall bo conducted in accordance
with Section 155 of the New York State Vehicle and Traffic Law and
the pona:ties upon conviction of a violation of this ordinance shall be
as prescribed in Section 1800 8 of the New York State Vehicle and
Trailic Law.
Section 4. This ordinance shall take affect immediately upon
posting and publication as provided by law.

A copy of a letter sent to David C. Schoentag, County Executive,
from the Town Board, Town of Pleasant Valley, voicing opposition
to the proposed County Tax Map and Central County Assessment Office
was received.
Supervisor Diehl ordered the letter be placed on file.
A copy of a letter directed to William Prichard, Vice President of
the Wappingers Falls, Chamber of Commerce, from the New York State
Department of Transportation (with work orders attached pertaining
to requests for arrow signal lights on Route 9) was received. The

letter indicated left turn arrow signal lights would be installed
at the intersections of East Main Street and Route 9, and Myers
Corners Road and Route 9.

Enclosed is a petition circulated by myself among the residents
of Wappingers Park Homes requesting a central sewage system
feasibility study. I request this issue be placed on the Town
Board agenda at the earliest possible date. For consideration,
I would like to note that seventy-five residents were solicited
with seventy-one residents signing the petition. The present
system of septic tanks have proved inadequate in many cases.

Gentlemen:
The Town of Wappinger has a drainage easement through
part of my property. Since everybody in this neighborhood
has problems with drainage, it seems essential that this ditch
be kept unobstructed to carry the rainwater away. In the three
years that I live here, the Town has done nothing to maintain
this drainage easement.
I would appreciate some action concerning this matter.

Mr. Horton informed the Board that he would check with the County
Board of Health and would probably be able to take care of the
situation in July or August. Mr. Diehl asked Mr. Horton to so
notify Mr. Seegar of his intentions.
A letter was received from the Dutchess County Department of Planning
requesting the Board to appoint one of its members to an inter -gov-
ernmental study committee, for the exploration of growth expectations
in Dutchess County.
MR. DIEHL moved that Mr. Mills be appointed as the delegate from
the Town of Wappinger Town Board to the inter -governmental study
committee of the Dutchess County Department of Planning. Seconded
by Mr. Heady.

Re: Rockingham Sewer District
Infiltration
Gentlemen:
The actions necessary for the correction of infiltration as outlined
by the Board at a special meeting of April 21 have not been accom-
plished, or even begun,- to date. We understand that the developers
while intending to comply, are not able to schedule work with T.V.
Inspection Companies.
In any event, we feel that it is now too late in the season to
accomplish what is needed to solve this infiltration•problem on
a long term basis. At the time of the meetings with the develop-
ers and subsequent recommendations to the Board, it was assumed
that T.V. inspection could be accomplished rapidly. This is not
the case and flow at the plant has now dropped to near normal
conditions. We conclude that an inspection at this time will
not show us the degree of infiltration we are looking for, nor
will we be able to accomplish the degree of repair we are looking
for.
In lieu of attempting this work and not accomplishing the desired
results we suggest and recommend that the entire set of contitions
as established by the Board be continued in effect except with
the stipulation that work be complete by July 1, 1969 be changed
to June 1, 1970 and that in addition the developers provide
satisfactory proof that a T.V. inspection and Repair Company
will be on the site to begin work during the period March 15 to
April 1, 1970.
This proof should be in the form of a contract with an Inspection
Company which the Attorneys for the District are satisfied with,
or a deposit, sufficient in amount to cover the cost of the work,
to enable the District to have the work done.
We have talked to Mr. Jack Hill about this and he is in agreement
that the time for the most effective action has past. He has also
agreed that he would favorably consider the above noted plan if he
can be assured the work will be implimented at the most opportune
time.

MR. DIEHL moved that Mr. Rappleyea make all the necessary arrange-
ments and committments with the developers and Dutchess County
Health Dept. Mr. Clausen suggested the motion be amended to
include that the Town Board should receive a contract by Feb. 1,
1970, to be sure the committment will be fulfilled.
MR. MILLS moved the rules be suspended, seconded by Mr. Diehl and
carried to permit discussion with Mr. Alpert. Mr. Alpert felt it
was fair enough to request a contract by Feb. 1, 1970 and also
requested some thought be given to placing the $1,000.00 each
developer had given the town toward engineering fees be placed
in an interest bearing account.
MR. HEADY moved the rules be resumed, seconded by Mr. Mills and
carried.
The following resolution was offered by MR.. DIEHL who moved its
adoption :
RESOLVED, that the Town Board concurs in the recommendations
of Vincent C. Kelley, as set forth in his letter of May 29, 1969,
to the Town Board and hereby extends the time within which the
developers using the Rockingham Sewer Plant have to complete the
pipe repair and survey until June 1, 1970.
BE IT FURTHER RESOLVED, that the said developers provide
the Town Board with a written contract prior to Feb. 1, 1970,
providing for inspecting the lateral and sewer mains, such
contract to be between the developers and a reputable survey
company.

In August of 1967, the City of New York instituted a pro-
ceeding for judicial review and reduction of the 1967 assessment
made by the assesors of the Town of Wappinger against the Chelsea
Water -Works property. This firm was retained to defend that pro-
ceeding.
During the month of September, 1967, we made an application
in the New York Supreme Court, Dutchess County, to dismiss the
City's petition and to quash its proceeding upon jurisdictional
grounds. That motion was denied in a decision handed down by
Mr. Justice Hawkins.
An appeal was taken on behalf of the Town of Wappinger from
the order entered on Judge Hawkin's decision. In June of 1968,
the Appellate Division, Second Judicial Department unanimously
reversed the order appealed from, and, dismissed the petition
and quashed the proceeding.
Last July, the City of New York took an appeal to the Court
of Appeals of the State of New York from the order of reversal
entered in the Appellate Division, We argued the cause on the
Town's behalf in the Court of Appeals on May 12, 1969. We are
pleased toadvise you that on May 28, 1969, we were notified
that the Court of Appeals had unanimously affirmed the order
below, without opinion and without costs. This, of course, is
a complete victory for the Town of Wappinger, and opens the door
for collection of the taxes levied against the subject premises
during the year 1968.
There will be a memorandum handed down by the Court of Appeals
on this case in the near future. When we receive it, we will forward
a copy for your records. Within the next few days, we shall advise
you as to procedure to be taken to collect the delinquent taxes
involved.

Recommendation on the proposed amendment to the Zoning Ordinance for
establishing an OR (Office Research) Zoning District was received from
the Planning Board.
The following Ordinance was introduced by COUNCILMAN CLAUSEN, who
moved its adoption (attached hereto and made a part hereof of the
Minutes of this meeting.)
MR. CLAUSEN moved that a public hearing be set on the proposed amend-
ment to the Zoning Ordinance for establishing an OR (OFfice Research)
on. June 26, 1969,.at 8:00 P.M. at the Town Hall, Mill Street,
Wappingers Falls, New York. Seconded by Mr. Finnan.
Motion Unanimously Carried
(The Clerk was instructed to contact the Wappingers Junior High
for the use of their cafeteria for the 26th of June in case it
is needed for the hearing.)
A letter was received from the Planning Board submitting proposed
amendments to the sections of the Zoning Ordinance dealing with
the regulation of signs for the Town Boards review and considera-
tion.

Gentlemen:
At the June 2nd meeting of the Town of Wappinger Planning
Board, a motion was unanimously carried to recommend that the
Town Board rezone those portions of the following parcels that
lie presently in RD -20 zone, from RD -20 to HB -I:
Lot #46, Block 1, Town of Wappinger Tax Map ##60
(Presently owned by Palmatier)
Lot #48, Block 1, Town of Wappinger Tax Map #60
(Presently owned by Gumpert)
The enclosed map shows the present:zoning of these proper-
ties.
On May 19th, Mr. & Mrs. Palmatier met informally withthe
Planning Board and explained the difficulty with having their
property (lot #46) zoned half HB -1 and half RD -20, inasmuch as
they are unable to get access to Beechwood Circle from the rear
portion of their property.
You will recall that the original zoning recommendations
for this area followed property boundary lines in this particular
case, and that said zoning recommendations were changed to the
present zoning on the basis of (1) our understanding that this
change was satisfactory to the Palmatiers, and (2) as a means
of creating more of a buffer zone in that area for the Beechwood
Circle residents.
After talking with the Palmatiers and discussint the matter
among the Board members, the Board felt that the original submission
was more logical. Inasmuch as the Board feels that the Palmatier
property should be zoned entirely HB -1, it is, in our opinion, also
logical to zone the Gumpert property entirely HB -1.

MR. DIEHL moved that the Attorney to the Town be directed to prepare
an Ordinance for rezoning two parcels of property (Lot #46 Block 1,
Map 60 Palmatier and Lot 48, Block 1, Map 60, Gumpert.) Seconded
by Mr. Mills.
Motion Unanimously Carried
A letter was received from. the Planning Board requesting the Town
Board to review the traffic situation at the intersection of Kent
Road and All Angels Hill Road, as the Planning Board has received
site plans for a Medical Clinic Building on the southwesterly corner
of this intersection, and several residents of that area felt a
concern for the traffic situation that may result from this site
plan approval.
Mr. Diehl directed this investigation be referred to the Highway
Committee (Mr. Clausen and Mr. Finnan) and Superintendent of Highways
Mr. Horton for their study and recommendation.
A letter was received from William J. Bulger, Town Justice requesting
permission. to attend a training session for Justices, sponsored by the
Judicial Conference of the State of New York at St. Lawrence University,
July 20-25, 1969.
MR. CLAUSEN moved that permission be granted Judge Bulger to attend
the training session at St. Lawrence and that his legitimate expense
be a town charge. Seconded by Mr. Finnan.

A letter was received from E. Joseph Kegan, Superintendent of the
Wappinger Central School District, requesting the use of six of the
Towns' voting machines for the school budget voting.

Mr. Mills reported on his attendance at the County Planning Board
meeting of May 28th, 1969 - subject was the conjecture that Dutchess
County will probably be the fastest growing county in New York State
in the next twenty years, projections would be that the Town of
Wappinger would double, recreation facilities at present cover 132
acres in southern Dutchess. Planners say to be in line with the
number of people it should be 425 acres of recreation area. Schools
should increase from 13,300 to 27,400 - possibility of five hospitals
and four or five universities in Southern Dutchess, thirty-four
thousand acres for homes, these are some of the things that have to

be solved in a sensible way, along side of landfill, water, sewer-
age, roads, all_things that one town impacts on the other. This is
what has prompted the County Planning Board to want to set up the
inter -governmental study committee.
MR. CLAUSEN moved for a ten minute recess, seconded by Mr. Mills

Supervisor Diehl called the meeting back to order at 9:05 P.M.
MR. HEADY moved the following Local Law #1, 1969 be adopted:
LOCAL LAW #1 of 1969
A Local Law Prohibiting the use of any Land Within
the Town of Wappinger as a Dump or Dumping Grounds,
Refuse Disposal Area, or as a Land -Fill Site or in
a Land -Fill Operation Excepting Lands Established
For Such Purposes by the Town Board.
Be it enacted by the Town Board of the Town of Wappinger as
follows:
Section 1. Legislative Declaration. A clean, wholesome,
attractive environment is declared to be of importance to the
health and safety of the inhabitants of the Town of Wappinger
and the safeguarding of their material rights against unwarrant-
able invasion and for the protection of public health and, in
addition, such an environment is deemed essential to the mainten-
ance and continued development of the economy of the Town and the
general welfare of its citizens. It is further declared that the
establishment or operation of private dumps, dumping grounds,
refuse disposal areas, land -fill sites or similar land uses,
is a hazard to such health, safety, and welfare of the citizens
of the Town; necessitating the elimination thereof. At the same
time, it is recognized that the maintenance of a public dump,
dumping ground, refuse disposal area or land -fill site owned or
operated by the Town is useful and necessary. It is hereby
declared that the prohibition of private dumps, dumping grounds,
refuse disposal areas or land -fill sites, or other similar use
of land for the deposit, burying, or disposal of, in any matter
whatsoever of offal, garbage, trash, refuse, rubbish and like
wastes, and that the maintenance of a public dump, dumping grounds,
refuse disposal area, or land -fill site is necessary to provide
a single confined area for disposal of waste which will facilitate
the inspection of facilities for disposal of waste and facilitate
the enforcement of sanitary regulations.
Section 2. No lands other than lands of a public dump or
dumping ground heretofore or hereafter established by this town
shall be used as a dump, dumping ground, refuse disposal area
or as a land -fill site in said town.
Section 3. The use of land as a private dump, dumping ground,
refuse disposal area or land -fill site is prohibited and the use
of said land for the deposit, burying, or disposal in any matter
whatsoever of all offal garbage, trash, refuse, rubbish, debris
and like waste is also hereby prohibited.
Section 4. This local law shall not prohibit the establish-
ment, by the Town Board, of public dumps, dumping grounds, refuse
disposal areas or land -fill sites owned or operated by the town,
from time to time.
Section 5. Any person violating the provisions of this local
law shall be guilty of an offense and shall be subject to a penalty
in the sum of not more than one hundred dollars ($100.00). Each -
such deposit of waste material on lands within the Town of Wappinger
not established as a public dump, dumping grounds, refuse disposal
area, or land -fill site shall constitute a separate violation of
this local law. Each day such lands are so used as a dump, dumping
ground, refuse disposal area or land -fill site shall constitute a
separate violation. Each separate violation shall be punishable
as herein set forth.
The town board in the name of the town, or any person aggrieved,
may maintain a legal or equitable action or proceeding in any court
of competent jurisdiction to compet compliance with or to restrain
by injunction the violation of any provision of this local law.
Section 6. Validity. In the event that any portion of this
law shall be declared invalid or held unconstitutuional, said in-
validity or unconstitutuionality shall not affect the remaining
provisions which shall remain in full force and effect.
Section 7. This local law shall take effect immediately.

The Ordinance establishing portions of Wildwood Drive as one way
roadways was presented for action. Discussion was held regarding
speeding, speed limits, advantages and disadvantages of establish-
ing this ordinance. Mr. Diehl was concerned about creating speeding
conditions, and Mr. Horton voiced his opinion that this road wasn't
built for two way traffic on each side of the ditch.
The following Ordinance was proposed by Councilman Mills
who moved its adoption:
WHEREAS, Wildwood Drive in the Town of Wappinger is divided
into two roadways, each such roadway being approximately 15 feet
in width and each roadway being separated by a 20 foot grassed
area or an open ditch, and
WHEREAS each such single roadway is not sufficient for two
way traffic,
NOW THEREFORE,

Be it enacted by the Town Board of the Town of Wappinger as follows:
Section 1. The southerly lane or roadway of Wildwood Drive
between New Hackensack Road and Widmer Road is hereby designated
as one way east and vehicular traffic is prohibited from travel-
ing thereon except in an easterly direction from New Hackensack
Road to Widmer Road.
Section 2. The northerly lane or roadway of Wildwood Drive
between New Hackensack Road and Widmer Road is hereby designated
as one way west and vehicular traffic is hereby prohibited from
traveling thereon except in a westerly direction from Widmer Road
to New Hackensack Road.
Section 3. Any violation of this ordinance shall be a traffic
infraction as defined in Section 155 of the New York State Vehicle
and Traffic Law and the proceeding shall be conducted in accordance
with Section 155 of the New York State Vehicle and Traffic Law and
the penalties upon conviction of a violation of this ordinance
shall be as prescribed in Section 1800B of the New York State
Vehicle and Traffic Law.
Section 4. This ordinance shall take effect immediately
upon posting and publication as provided by law.

Mills stated he would vote Nay, as included in this note was a sum
of $10,390 to be allocated to Recreation, and at present they haven't
spent all the funds allocated to them in the budget.
The following resolution was proposed by MR. HEADY who moved
its adoption:
BE IT RESOLVED this 9th day June 1969, by the Town Board
of the Town of Wappinger, Dutchess County, New York, as follows:
Section 1. That pursuant to the Local Finance Law of the
State of New York, said Town of Wappinger, in anticipation of
uncollected specific revenues other than real estate taxes or
assessments, to wit, payment for mortgage tax from the State of
New York, to become due and payable during the fiscal year commenc-
ing January 1, 1969, shall issue and file a Revenue Anticipation
Note in the amount of $35,000.00 to mature on June 9th, 1970.
Section 2. That theamountof the uncollected specific
revenue aforesaid to wit, payment for mortgage tax from the State
of New York, against which said note is authorized to be issued
is as of the date hereof the sum of $36,000.00 and that there are
no other outstanding revenue anticipation notes issued.in antici-
pation of the receipts of such revenue.
Section 3. That, except as herein specifically prescribed,
said note shall be of the date, terms, form, contents and place
of payment and at a rate of interest not exceeding 41/2%; per annum
as may be determined by the Supervisor consistent however, with .
the provisions of the said Local Finance Law of the State of
New York; and shall be executed in the name of the said Town by
its Supervisor and the seal of the Town shall be attached thereto.
Section 4. That said note shall be sold at private sale by
the Supervisor at a price not less than par value with accrued
interest, if any; and upon the due execution and sale of said
note, the same shall be delivered to the purchaser upon the
payment by him to the Supervisor of the purchase price in cash;
and the receipt of such Supervisor shall be a full acquittance
to such purchaser who shall not be obliged to see to the applica-
tion of the purchase money.
Section 5. The full faith and credit of the Town of Wappinger,
Dutchess County, New York, are pledged to the punctual payment
of principal of and interest on said note.
Section 6. This resolution shall take effect immediately.

Mr. Diehl stated that at this time the Town of Wappinger has
been turned down by the state for the Beautification Program - in
which 20 youths had been requested (primarily for work in Reese
Park), Mr. Maurer, Chairman of Recreation Commission is still
pursuing the application, but in the meantime he has asked that
the Town permit the hiring of two men as supervisors as he has
enough money in the budget to cover the salaries.
MR. DIEHL moved that Hugh J. Maurer ge given permission to hire
two men for the Beautification Program for a ten week period and
to expend available recreation funds for their salaries. Seconded
by Mr. Mills.

MR. CLAUSEN moved the rules be suspended, seconded by Mr. Heady
and carried.
Mr. Fred DeMaria, 5 Split Tree Drive, said he was served by Atlas
Water_Co. and he had a problem, (although he knew it was a private
service) with low water pressure.

Don Mendorf, 3 Split Tree Drive, mentioned the water went off last
weekend, and felt there should be someone such as State Police,
who had the phone number where people responsible can be reached
in emergencies. Mr. Diehl recommended the Sheriff.
Walter Cronin, Widmer Road, asked if the Town was going to take any
position on the County Tax mapping. He understands it would be to
the Towns' benefit.
Mr. DeMaria asked if there were any plans in the future for the
Town to take over the water distribution.
MR. CLAUSEN moved the rules be resumed, seconded by Mr. Mills, and
carried.
MR. CLAUSEN, (on behalf of the complaints received tonight) moved
that the Engineer to the Town, Rudy Lapar and the Building Inspector,
Joseph Ludewig, would, on behalf of the residents, look into the
situation with the County Health Dept. and the Public Service
Commission and report back to the Board their findings as to what
possibly could be done, if the situation exists. Seconded by Mr.
Mills.

MR. MILLS moved that a letter be directed to the County Board of
Representatives urging the Town Boards wholehearted support in the
County Tax Mapping proposal. Seconded by Mr. Clausen.

American Legion (for the Town Board participation in the Memorial
Day Services), and how well done the services were by the partici-
pating organizations.

conferred by the laws of the State of New York, as follows:
Section 1. The Town of Wappinger Zoning Ordinance and Map adopted
January 29, 1963, as amended from time to time, is hereby further
amended by rezoning the following described parcel of land from
"RD -20" (Residential Zones) to"HB1"(Highway Business) said tract
or parcel of land being situated in the Town of Wappinger, County
of Dutchess and State of New York, more particularly bounded and
described as follows:
