Supervisor Gutzler proposed to add a resolution ratifying the execution of an Agreement in
Principle between the Town of Wappinger and the City of New York. Highway Superintendent,
Graham Foster added that a Presentation by the organization "We Recycle" would not be
happening at tonight's meeting because the representatives from the organization were unable to
attend. Supervisor Gutzler then added that Buildings and Grounds Supervisor, Steve Frazier
asked that Resolution 2012-157 be removed trom the agenda.

The first resident to speak was Mary Schmalz. She S=stated that the previous meeting's minutes
incorrectly stated that the Village of Wappingers Falls Historical Society supports Joey
Caviccini's work in recognizing the forgotten Hamlet of Swartwoutville. It should state that the
Wappinger Historical Society supports Joey's work. Ms. Schmalz Presented the Town Board
with pictures that show the New York State Historical Marker concerning General Jacob
Swartwout and his home. She pointed out that the marker has been there for eighty years.
Supervisor Gutzler added that she noticed that the sign is, covered by a tree and perhaps the
owner could be contacted to clear the sign. Councilman Beale stated that the minutes of the April
23rd meeting used the term Wappinger Historical Society, when in fact the historical society's
website uses Wappingers Historical Society.

VII. Discussions
A. Capital Plans for United Wappinger Water District and United Wappinger Sewer
District - Gray/Gutzler :20
Supervisor Gutzler stated that Bob Gray, Engineer to the Town will speak about the
topic. She pointed out the maps that were hanging in the room. Mr. Gray, introduced Mike
Tremper from the Camo company, who works within the Water and Sewer facilities, and would
be assisting him in his presentation. He then stated that he would be discussing the three projects
within the United Wappinger Water District. Mr. Gray distributed information to the board

describing the calculations on cost and what it means to the capital costs in the district as well as
the operation and maintenance of the district. He stated that the total annual cost for typical
house within the water district is currently $365.45, $127.95 of which is capital and $232.50 is
the typical water bill. The first project Mr. Gray discussed is what is called the Meadow Wood
loop. There are two well fields that are currently not operating because they would not support
an increase in water production. The plan would be to begin using these wells by running a water
line from these well fields to the water main in White's Corner Road. Those wells have filtered
water. He feels it is important to tie into them and start using them. This project would cost about
$1.03 million dollars. The cost of this project would result in a $12.56 increase in taxes but the
residents would not see an increase in their water bills. The second project is the Route 9 loop.
When Adams Fairacre Farms was built, a water main was added that serviced Adams and the
Mercedes Benz dealership nearby. That is what is called a dead end pipe. There is a water main
that crosses route 9 by B.J's, comes across near Performance Motors, runs South on Old Route 9,
goes into Indian Village, comes through Corporate Park, crosses Route 9 then dead ends at
Adams. This water line is the only way to provide water to the West side of Route 9. For the
reason of a second source of water, Mr. Gray proposed building a water line and stated that it
would be wise to extend that dead end line South on Route 9 along Barrister's Way, East on
McFarland Road ending at the existing main near Pavilion Condominiums. He added this would
provide a second way for the district to get water across Route 9. The cost of this main would be
$1.5 million dollars which would result in an increased cost to the district of $18.29. He also
pointed out that taps would be provided along McFarland road for when or if those residents
wished to petition the town to become part of the water district. Supervisor Gutlzer asked if that
would include the Beechwood Circle area. Mr. Gray answered that it would not. Mike Tremper
stated it is important to know that the dead end that was being discussed starts on Bel Air Lane.
Starting as an 8 inch pipe when Adams added it was built so when the loop was completed it
would be a better artery of water to the West side of Route 9 than is currently available. Mr.
Tremper also stated that without completing this project a line break under Route Nine in one of
the current pipes could take weeks to fix. With this project there would be a backup of two feeds
under Route 9. Mr. Tremper referenced back to the Meadow Wood Loop that was previously
discussed. 250,000 gallons a day is conservatively what the well field could produce and that it is
a source of filtered water. It is not a good idea to have a source of water that you can't use
because there is no pipe hooked to it. Supervisor Gutzler questioned how the wells in the Town
were currently doing in reference to the water levels. Mr. Tremper responded that they are doing
well. Supervisor Gutzler mentioned that she has issued some voluntary conservation measures.
Mr. Gray said another aspect is that the new million gallon storage tank has been online for six
weeks and that is a help to have that storage available. The third project Mr. Gray outlined was
the Atlas and Hilltop Well Fields. The Atlas well field is adjacent to the Wappinger Creek and
the Hilltop Well Field is adjacent to the Sprout Creek. Both of these fields have been deemed to
be lightly under the influence of the creeks. As such, both of the fields are required by the health
department to be filtered. This project is to install filtration at both sites. It will cost 1.5 million.
There will be a capital cost increase $18.41. In addition because of using cartridge filtration,
there is an added cost of cartridges, labor and maintenance involved. Because of that it will cause
the O&M to go up to $146.36 a year where as it currently $127.95. Councilman Kuzmicz
pointed out that all of these measures are a department of health requirement. Supervisor Gutzler
stated that the problem with the wells being under the influence of the creeks is chemicals that
could be present in the creeks being introduced into the well fields from up stream. Mr. Gray
added that filtration is mostly a concern of the possibility of viruses from the creek; however this
is not currently an issue. He explained the spread sheets and the final costs that the board were
given. Mike Tremper stated that the Board needed to keep in mind that a new water storage site
has just been built, the water filtration project is a department of health mandate, and the other
two projects are going to help circulate water better through the water district. The piping
projects while not mandated are just good practice. Supervisor Gutzler suggested the board look
over the information and contact Mr. Gray and Mr. Tremper with any questions. She suggested
that the board be ready to decide by the first meeting in June. Councilwoman Czamiecki asked if
the projects would be done concurrently and how long the projects would take. Mr. Gray said
that the plans should all be created simultaneously, but it would be up to the board when each of
projects would begin to go out to bid. Mr. Gray and Al Roberts, Town Attorney, then discussed
the specifics of the financial bonding process regarding the projects. Supervisor Gutzler
explained that Dough Goodfriend was the Attorney that does the finances and the firm he works
for is Orrick, Herrington, & Sutcliffe, LLP of New York City. Mr. Roberts explained the bond
process. Discussion continued
Mr. Gray and Mr. Tremper then discussed the sewer project. Mr. Gray explained that in
the sewer system there are several pump stations. Mr. Gray stated that some of the pump stations
are over forty years old in design. The pump station on Roberts Road is beginning to show signs

of wear that are similar to the symptoms shown by the station on Cedar Hill Road showed
before it stopped working. This was an unplanned event. He added that it is very difficult to keep
a system operational while designing and repairing it. Mr. Gray presented a proposal to rebuild
the station which would cost 358,000 which would result in a capital cost of $5.42 in the entire
district. He explained that the sewer district was combined to the United Wappinger Sewer
District two years age however each district had its own bonding and this would have its own
bond, paid for by the entire sewer district. Mr. Tremper stated that the technology used in the
Roberts Road Pump Station was installed in the 1970s and is of poor quality. Mr. Tremper
explained that if the station fails, the cost of emergency operation while a new station is being
designed would exceed the cost to replace the station before an emergency occurs. It is definitely
showing signs of failure. In the future, there are three or four more stations that could benefit
from replacement. Mr. Gray stated that he tried to be very conservative with cost estimate of the
project by putting in contingencies. He added that he is optimistic they will come in under the
numbers. Mr. Tremper added that he has spoken to one of Bob's designers. They are looking into
putting stations that are similar to others in the town so that they will be able to exchange spare
parts if need be.
Supervisor Gutzler informed the public that at the last monthly meeting of the Tri -
Municipal Sewer Commission, which is operated by the Village of Wappingers Falls and the
Town of Poughkeepsie, it was discovered that all three municipalities had overpaid into the fund
balance of Tri -municipal. Supervisor Gutzler asked the commission if there was a way to have
the overpaid money returned. At that meeting Matt Alexander, the Mayor of the Village of
Wappingers Falls, motioned that $184,850 dollars be refunded to the Town of Wappinger.
Councilman Beale pointed out that he did not understand why thirty years ago the town would
opted out of being a member of the Tri -municipal Sewer Commission. Supervisor Gutzler
responded that the Town had appealed in the past to join the commission but was denied.
Councilman Bettina questioned why when the Town was offered a seat on the commission in the
beginning it declined. Al Roberts, Town Attorney, explained that it was put to a public
referendum and it was voted down. Mr. Tremper added that if you were to read the referendum
you wouldn't know what you were voting on. Councilman Beale pointed out that he was
confused as to why it was voted down and that currently there is no water and sewer in many
parts of the Route Nine corridor and that it hinders development in the Town. He added that the
town is the largest customer, spending the most money and have no control. He feels that it is
bad business. Attorney Al Roberts explained Tri -municipal and pointed out that even though
Town of Wappinger residents are tenants they are not charged different rates from what the
Village of Wappinger and Town of Poughkeepsie and that the Town has the right to sit in on Tri -
municipal meetings. The town has one vote and is entitled to participate in all the negotiation
except negotiations involving the Town of Wappinger. Councilman Bettina asked why there are
people in the Town who pay for Water and Sewer but do not receive it. Mike Tremper stated that
he does not think there is anyone living in the water district that pays for water that does not have
a hook up in front of their house; however it is not that way for sewer. The big pipe district is
where they are paying for the big pip but there isn't a sewer line within miles of their home for
them to hook into but they are paying for the pipe. Al Roberts stated that it was not a district it is
an improvement area and it serves a larger area. The average home owner pays about $35.00.
That it is called the Pipe district or area. The United Wappinger Sewer District consists of Phase
1, Phase 2 and Phase 3A of the connections of Tri -Municipal. The current United Wappinger
Sewer District consists of all properties that are either connected to Tri -Municipal or are eligible
to connect. Councilman Bettina stated that he has residents asking why they are paying for
something they are not getting. Al Roberts stated that the cost to extent is enormous. Discussion
continued.
B. Dutchess County Sports Museum Plan for Building Use - Gutzler
Supervisor Gutzler summarized Bill Ensley's letter, saying that he was requesting the use of the
second floor of the Carnwath building for the Sport's Museum. Mr. Ensley pointed out that the
museum is called the Sports Museum of Dutchess County, not the Dutchess County Sports
Museum because they receive no funding from Dutchess County. He stated that the Sports
Museum Board would like to meet with the Town Board to discuss the use of the second floor of
the building. He explained that the Sports Museum has outgrown its first floor space and needs
more room for the items they would like to include in their exhibit. Supervisor Gutzler said that
a member from the board would meet with the board from the sports museum. Councilman
Bettina stated the board should meet with them. Supervisor Gutzler state that Councilman
Bettina can be on the committee. She suggested Mr. Ensley call her office to set up a meeting
time.

C. Parks Security - Beale
Councilman Beale began by saying there has been issues of vandalism in the Town's
parks. He explained that Sergeant Begor from the Sherriff's office could not be present, but he
was aware of the situation in the parks. Steve Frazier, Building and Grounds Supervisor, was
present and Councilman Beale asked him to describe the situation in the parks. Mr. Frazier stated
that there has been vehicle damage on the Rockingham soccer fields and that there has been
ATV activity on the site. He added that there is a steel gate blocking off the area, but the lock has
been left unlocked and currently the lock is missing. A new lock is on order. Councilman
Kuzmicz stated that Mr. Frazier mentioned that the vandalism is not limited to just Rockingham
Park. Mr. Frazier confirmed that there had been vehicle damage at other parks as well. He also
stated that he has discussed this with Sheriff's office. Mr. Frazier added that the vandalism at
Martz Field seems to be more youth vandalism. He suggested discussing putting in surveillance
cameras at the field. Mr. Frazier stated that he has spoken to the Sheriff's office about changing
the posted hours of the park. Currently the signs read that the parks are open from one hour
before dawn to one hour after dusk. The Sherriff's office said that it is very difficult to enforce
those hours because they vary so much during the year. The Sherriff's office suggested changing
the sign to "at dawn" and "at dusk" so that the parks are closed at any time it is dark.
Councilman Beale pointed out that the signs conflict with the Town Code which uses the terms
sunrise and sunset. Supervisor Gutzler stated that there needs to be a code amendment.
Councilman Beale stated that the Town of Wappinger does not have as many man hours to patrol
the parks as neighboring towns. He continued stating that the first step needed was to conferring
with the Town Attorney on a code change of the park's hours. He also would like an inexpensive
way to change the signs at the parks so that the Town can enforce the hours. Councilman Bettina
explained that the Town should take a look at installing security cameras and that perhaps the
funding would fall under the Parkland Trust. Mr. Frazier stated that he has been looking at prices
for security systems and the cost of running them. Councilman Beale added that some research
should be done into installing security systems.

Resolution Appointing Full Time Seasonal Employee to the Buildings and Grounds
Department
WHEREAS, the Town of Wappinger Buildings and Grounds Department currently has a
vacancy in their department for a full time seasonal laborer; and
WHEREAS, Steve Frazier, Supervisor of Buildings and Grounds, by memo dated May
2, 2012 to Barbara Gutzler, Supervisor has made a request to appoint Hector Inga as a full time
seasonal laborer to fill the current vacancy in the Buildings and Grounds Department.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town Board hereby appoints Hector Inga as a full time seasonal laborer for a
35 hour work week in the Buildings and Grounds Department at an hourly rate of
$11.88, with benefits as offered by the Town.
3. Hector Inga's term of employment is effective May 15, 2012 and will terminate
on December 10, 2012.

Resolution Awarding Bid for the Purchase of Two 2000 Gallon Fuel Storage Tanks for the
Highway Department
WHEREAS, the Town of Wappinger Highway Department has two underground
petroleum storage tanks, one containing gasoline and one containing diesel fuel; and
WHEREAS, the annual inspection of cathodic protection of those tanks revealed that the
tanks are failing and need replacement; and
WHEREAS, Highway Superintendent, Graham Foster, with the supervision and
guidance of Joseph Jordan of Enviro Clean, has proposed to remove the two old storage tanks
and install two new 2000 gallon rectangular, above ground design, Fireguard Tank "OP" storage
tanks; and
WHEREAS, advertisements for bids for the two new storage tanks were duly published
and the following bids were received:

RESOLUTION: 2012-163
Resolution Ratifying the Execution of an Agreement in Principle Between the Town of
Wappinger and the City of New York Acting by and through Its Department of
Environmental Protection
WHEREAS, New York City owns and its Department of Environmental Protection
(DEP) operates New York City's water supply system, which provides, on average, 1 billion
gallons of high quality drinking water to the residents of New York City, and others; and
WHEREAS, the drinking water is supplied through three (3) primary aqueducts, one of
which is the Delaware aqueduct which can provide up to 50% of New York City's water supply;
and
WHEREAS, the DEP has identified two leaks in a section of the Delaware Aqueduct and
has undertaken a project to address the leaks to assure the long term sustainability of its ability to
supply water to New York City; and
WHEREAS, the aqueduct repair project is known as the "Water for the Future" (WFF)
and involves, among other things, the construction of a bypass tunnel that will cross underneath
the Hudson River; and

WHEREAS, the WFF project is scheduled to last through calendar year 2021; and
WHEREAS, as a component of the WFF project, DEP will construct a new shaft on the
eastern side of the Hudson River on City property located in the Hamlet of Chelsea, in the Town
of Wappinger (Shaft 6B); and
WHEREAS, the tentative operational date for the bypass tunnel completion is scheduled
to occur in 2021; and
WHEREAS, DEP will require a supply of water at the Shaft 6B Site for construction and
potable water purposes by September 1, 2013; and
WHEREAS, the average demand for water at the Shaft 6B site is estimated to be
169,200 gallons per day;
WHEREAS, the Town needs to provide a source of good quality water to the Chelsea
Hamlet area, where many of the residences are located on small parcels that currently use
individual well sources that have become unreliable; and
WHEREAS, DEP proposes to contract with the Town for the construction of a 12" water
main utilizing the water facilities of the United Wappinger Water District (UWWD); and
WHEREAS, the Town and DEP have entered into an Agreement in Principle, outlining
the terms and conditions pursuant to which the Town of Wappinger will construct a 12" water
main from a point of connection with the UWWD water system to the Chelsea Shaft 6B site,
upon terms and conditions outlined in the Agreement in Principle, a copy of which is affixed
hereto and made a part hereof, and
WHEREAS, on April 9, 2012, after a presentation by representatives of DEP, the Town
Board authorized the Supervisor to negotiate the terms and conditions of the Agreement in
Principle; and
WHEREAS, the terms and conditions of the Agreement in Principle were finally
resolved on May 10, 2012; and
WHEREAS, on May 10, 2012, Supervisor, Barbara A. Gutzler, executed the Agreement
in Principle, a copy of which is affixed hereto; and
WHEREAS, the Agreement in Principle was forwarded to Deputy Commissioner, Paul
Rush of DEP.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town Board hereby confirms the authority given to Supervisor, Barbara A.
Gutzler to negotiate and enter into an Agreement in Principle with DEP for the construction of a
12" water main from a point of connection with UWWD to the Chelsea Shaft 6B site, upon terms
and conditions more particularly set forth and contained in the Agreement in Principle, a copy of
which is affixed hereto.
3. The Town Board members individually confirm that they have each read the
Agreement in Principle, understand the terms thereof, and concur with the terms and conditions
stated therein.
4. The Town Board hereby ratifies the action of Supervisor, Barbara A. Gutzler in
executing the Agreement in Principle and forwarding same to Deputy Commissioner, Paul Rush
of the DEP.
5. The Town Board further acknowledges that the Agreement in Principle authorizes
an advance of $100,000 from DEP to the Town for the purposes of conducting preliminary
studies associated with the construction of the 12" water main.
6. The Town Board further acknowledges that the Agreement in Principle is to be
replaced by a more formal intergovernmental agreement which will specify in greater detail the
terms and conditions pursuant to which DEP will fund the construction of the water pipe to the
Shaft 6B site, as well as to provide additional funds for the supply of a potable water system to
the Chelsea Hamlet area.

Resolution Recognizing Town Resident Mary Cruise
WHEREAS, Mary Crusie is an active resident of the Village of Wappingers Falls in the
Town of Wappinger;
WHEREAS, Mary Crusie is an active member and trustee of the Ladies Auxiliary of Veteran's
of Foreign Wars Post 5913, Wappingers Falls, NY;
WHEREAS, Mary Crusie is an active member of the American Gold Star Mothers, a national
organization formed to provide support to mothers who lost children in service to our country;
WHEREAS, Mary Crusie has attended and taken part in Memorial Day Services within the
Village of Wappingers Falls and the Town of Wappinger for over forty years;
WHEREAS, Mary Crusie has volunteered hundreds of hours per year, including 352 hours in
2011, at Castle Point Veteran's Facility;
WHEREAS, Mary Crusie has packaged and delivered Meals on Wheels to fellow members of
our community for over twenty-five years;
WHEREAS, Mary Crusie will be formally recognized for her selfless contributions and
activities within our community on Monday, May 21, 2012 by the Dutchess County Division of
Aging Services when she is named "Senior of the Year;"
NOW, THEREFORE, BE IT RESOLVED, that the Town Board of the Town of Wappinger
pause its deliberations for the purpose of recognizing Town of Wappinger resident Mary Crusie

Councilman Kuzmicz
Councilman Kuzmicz stated that he had a resident that is requesting a stop sign on Brothers Road
and Gold Road. He asked the town board to ask the Town Engineer and the Highway
Superintendent to look into the feasibility of putting stop sign at that location. Graham Foster,
Highway Superintendent question the location of where they are to be placed. Councilman
Kuzmicz stated that he believed the request for them was to be placed on Brothers Road at the
intersection of Gold in both directions. Mr. Foster stated the he and the Town Engineer will look
into it.

Councilman Beale
Councilman Beale added that the Hughsonville Fire House is having a carnival and he had free
coupons for hot dogs in his trunk, if anyone wanted them. He added that for the first time in
twenty years there will be a gallant fireworks display Saturday night. It is in anticipation of the
100 years anniversary next year and all are invited.
Supervisor Gutzler
Supervisor Gutzler stated that the packets for the board members on the dais should be in order
with the items she would like to discuss. The first item to discus was an email that she received
from the Christian Harkins, the Assessor, requesting a budget transfer of $249.88 from line
A1355.0405 postage to 1355.0204 printer. The transfer is requested to pay for a new printer.
Councilman Kuzmicz made a motion to allow the transfer Seconded by Councilman Beale. All
were in favor.

The second item that was discussed was a letter from Joey Caviccini requesting the town
to set up a fund to deposit the money that he raises to pay for the signs in Swartwoutville.
Supervisor Gutzler stated that it would be similar to the fund set up for the Friends of Carnwath.
So far he has raised $37.00. She asked the board if they had any objection to her asking the
Town Accountant to set one up. There were none. Al Roberts, Attorney to the Town, added that
the Rotary Club honored him two weeks ago as student of the month. Councilman Beale stated
that since Joey's presentation he has become obsessed with General Swartwout. He stated that at
the last meeting he stated that in the minutes Swartwoutville was spelled incorrectly but he was
incorrect. There is a W in the middle. He has also learned that General Swartwout was also the
New York State Assemblymen for the area from 1777-1783 and a New York Senator form 1784-
1785. He added that he has been reading the Swartwout chronicles and feels a tourism arm could
be created from this in the future.
Supervisor Gutzler then read the thank you letter from Carroll Farrell into the record.
Then next item Supervisor Gutzler discussed was a letter from Bridget Barclay,
Executive Director of the Dutchess County Water and Waste Water Authority. It explained the
cost and more details of the operation of a water district for the board to consider. Councilman
Beale questioned if the had to act at all on this matter. Al Roberts, Attorney to the Town, stated
that normally the districts are set up through the town. The county has an option through the
Waste Water Authority. Dealing with the Waste Water Authority has proven difficulty in the
past his opinion is to have the County Waste Water Authority deal with it. Supervisor Gutzler
agreed. Councilman Beale stated that once the town gives the impression that it is a sanctioned
operation that they are aware of and the rates start going up without them having any control.
Then the residents come back to the board asking why. Discussion continued
Supervisor Gutzler referenced an E-mail she has sent to the board describing a couple
coming to her office about the cost of passes to the recycling center. Supervisor Gutzler pointed
out that in the middle of May they were being charged full price for access when nearly half of
the year had passed. She asked the Board to consider prorating the cost of the recycling center
permits. Supervisor Gutzler suggested charging those who obtaining passes between January 1St
and June 30th full price and charging those who obtain permits between July 1St and December
31 St half price. Councilman Kuzmicz stated that he was not part of the deliberation when this was
passed last year but he believes that part of the decision is based on a full years pass so this may
have to be revisited along with a lot of other issues that were already voted on because it is going
to bring down the revenue that is brought in. Councilman Bettina agreed. He added that he has a
problem when people have paid full price and now others are looking for a discount. Supervisor
Gutzler stated that in the past they have turned down the selling of the pass on an accumulative
year, similar to a car registration. That might need to be revisited. She added she wanted to be
fair to the residents. Councilman Beale stated that what's fair for the other residents is when the
budget process starts and they anticipate revenue they cant effectively do that if people are going
to sit on their junk until July 1 st and get the permit for $25.00. Graham Foster, Highway
Superintendent, added that if a person was to purchase a fishing license they pay full price but
the season is half over. Deputy Town Clerk, Jessica Fulton, stated that a lot of residents are not
purchasing the permits and are holding off until the beginning of the year. Therefore the town

isn't getting any money, not even half. Councilman Bettina stated that he's been up to the
Recycle Center on Saturday and it is busy. Wednesdays aren't that busy. Councilman Beale
added that Royal Carting Service is running adds now that are saying they will take any kind of
electronics for free. Graham Foster stated that the We Recycle program had to cancel the
presentation because of an illness but Royal Carting is willing to give a counter offer as to how
they can handle the town's electronics. He should have more information next Tuesday.
Supervisor Gutzler stated that the Clerk and her office have been getting a lot of calls
regarding the bulk pick-up. She proposed and amnesty day. Were people could bring their bulk
items to the Recycle center for free. If they don't have a permit they will not need one. She ask
the board to consider it and at a future meeting they could decide. She would like to have it in
June.
Supervisor Gutzler then reminded the residents of the Memorial Day Ceremonies that are
being held over the weekend.
Councilwoman Czarniecki stated that a number of residents brought to her attention the
many vacant houses. She will be looking to resolve the issue of property maintenance. Al
Roberts stated that they are in the process of finalizing the property maintenance code. He
explained the difficulty of the code and the process. After it goes to the states codes division it
will then come to the board. Councilman Bettina asked about the Agriculture aspect and ask Mr.
Roberts to focus on that also. Mr. Roberts state that David Stolman, Town Planner, has been
asked to amend the zoning to be incompliance with Ag. & Markets. He added if the board wants
they can authorize him to talk to David Stolman to make the amendment.
Supervisor Gutzler stated that she was advised from the Deputy Town Clerk, Jessica
Fulton, that the clerk's office was receiving several call from residents concerning Flood Plain
insurance. Supervisor Gutzler explained that in March the town revised chapter 133 Flood
Damage prevention to accept flood plan maps. Some people are getting letters from their banks
talking about needing Flood insurance and to contact their town. It was a mandate from FEMA.
She feels they should contact FEMA because there isn't anything the town can control.
Discussion continued.

A resident requested that a stop sign be placed on the corner of Carrol Dr. and Scott Dr. Graham
Foster, Highway Superintendent stated that putting a stop on Carrol because people aren't
stopping at the stop sign at Scott doesn't make any sense. The resident explained there is a pine
tree and they don't always stop. Discussion continued.
