AFFIRMATIVE ACTION PLAN
Contractors and subcontractors agree to take actions to insure equal opportunity in hiring
and employment for prqjects funded under the Dutchess County Community Development
Block Grant Program.
I. The undersigned contractor has agreed not to discriminate against any employee or
applicant for employment because of race, color, religion, sex or national origin.
2. To the greatest extent feasible, opportunities for training and employment will be given
to lower income residents of the project area and contracts for work in connection with
the project will be awarded to businesses which are located in or owned by persons
residing in the prqject area. .
3. Report the firm's total employees by race and sex to Dutchess County Department of
Planning and Development.
4. Send of a copy of this affir.mative action plan to any collective bargaining organization
with which the contractor has an agreement.
5. Post this affirmative action plan and the equal opportunity poster in a location available
to employees.

SEa/ON 3 PLAN
Contractors and subcontractors agree to implement the following affirmative action steps directed at
increasing the utilization of lower income residents and businesses within the municipality the project
is located in:
I . To ascertain from the locality's COBG program official and exact boundaries of the Section 3 covered
prqject area and where advantageous, seek the assistance of local officials in preparing and
implementing the affirmative action plan.
2. To attempt to recruit from within the municipality, the necessary number of lower income residents
through: advertising, signs placed at the prqject site, community organizations and/or public or
private organizations.
3. To maintain a list of all lower income residents who have applied either on their own or on referral
from any source and to employ such persons if eligible and if.:l vacancy exists.
4. To insert this Section 3 plan in all bid documents and require all bidders or subcontractors to submit a
Section 3 affirmative action plan, including utilization goals and the specific steps planned to
accomplish these goals.
5. To insure that subcontracts which are typically let on a negotiated rather than a bid basis in areas
other than Section 3 covered prqject areas, are also let on a negotiated basis, whenever feasible,
when let in a Section 3 covered prqject area. .
6. To formally contact unions, subcontractors and trade associates to secure their cooperation for this
program.
7. To insure that all appropriate project area businesses are notified of pending subcontract
opportunities.
8. To maintain records which document the above affirmative action steps.
9. To appoint or recruit an company official or an outside agency to coordinate the implementation of
this Section 3 plan.
10. To report on the utilization of Section 3 prqject area businesses.
II. To report on the employee needs of this project by job title, total number of jobs and skill I eve/.
