A special meeting of the Town Board, Town of Wappinger was held on
Monday evening, December 28th, 1964.
Present -Supervisor -Richard H. Linge, Councilman- geAbbbitson r
Gustices of the Peace -William Bulger and Vincent Francese, Building
Inspector -Joseph Ludewig, Town Attorney -Harold Reify, Town Clerk -
Helen L. Travis.
The meeting was opened at 8 P. M. by Supervisor Richard H. Linge.
Bills for the month of December were read as follows:
General Fund --$6,155.60
Highway Ftnd--$6,918.25
Motion was made by Councilman Robinson and seconded by Justice of
the Peace Bulger that the bills be paid subject to audit.
Motion carried
A letter was read from Custodians of Voting machines, Fred. Snowden
and Louis Berinato presenting their bill for additional work and
asking for a raise from $200.00 to $300.00 for the coming year.
The additional bills were ordered paid and the raise was tabled
until the next meeting.

Gentlemen:
The Town of Wappinger Democratic Club agrees that re -districting
of the Town of Wappinger is necessary.
We fully endorse the recommendation of the Town Democratic
Committee that a representative committee be appointed by the
Town Board for the purpose of making a complete re -districting
study of the Town of Wappinger. This committee should report
their recommendations no n:later than February 15 -March 1, 1965.
The proposed re -districting plan presented to the Town Board
on December 12th, 1964 of this year can be termed inadequate.

As presented, this plan will require another re=districting

IN thevery near future.
The Town of Wappinger Republican Committee should be com-
mended for proposing a re -districting plan. However, after a
supposed seven month study (of which their findings were never
made known) eight of the eleven election districts do not meet
the suggested population requirements of the Dutchess County
Board of Elections.
We realize the Town of Wappinger Republican Committee is
in the process of electing a new Town Chairman and a favorable
re -districting decision would be most advantageous to the
Republican party and we can understand why the Republican Chair-
man wishes to resign at this time.
However, it is the responsibility of the Town Board Fo re-
district and we feel it is extremely important to the residents
of Wappinger that any re -districting decision be based on sound
facts and not party politics.
For this reason the Town of Wappinger Democratic Club
recommends that Wappinger not be re -districted at the December
28th Town Board meeting.
I request this letter be read at the December 28, 1964 Town
Board meeting and that a copy be filed as part of the minutes.

On behalf of the Town of Wappingers Democratic Committee, I urge you to take
the following action on redistricting:
1. Appoint a representative committee composed of Democrats,
Republicans and no -enrollees to make a complete study and
recommendation on edistricting not later than March 1, 1965.
2. Designate two members of the town board to act as liason to
and oversee the work of this committee.
3. Ask the Board of Assessors to make available to the committee
population statistics on existing residences and ask the
Building Inspector to make available statistics on new
residences.
I would like to make clear to you why we are opposed to the redistricting
plan proposed by Messrs. Recchia and Savary.
1. It is inconsistent with recommendations of the Board of
Elections and the prevailing pattern throughout Dutchess
County. The average number of voters per district in
Dutchesss County using the latest election figures is
about 660 and the Commissioners of elections indicate
that it is desirable not to exc8ed 750 voters per
district.
2. Under the New York State Election Law the Commissioners of
Elections may split election districts with more than 900
voters if the town board does not do so by July 2nd.
3. The redistricting proposal of Messrs. Recchia and Savary
according to their figures, show 8 of 11 districts with
a projected voter population of 850 or over. Thus their
recommendations are completely at variance with both 1 and 2 lamp
above. In 6 of the 11 proposed districts their figures
;how 900 or more voters so that a further split could be
made by the Commissioners of Election after July 2nd. In
any event it is obvious that futher study is needed unless
the town board wishes to establish a perpetual cycle of
redistricting and its attendant confusion.

4. The plan proposed by Messrs Recchia and Savary reflects the
recommendation of only one party at most,and as such is not
representative of the electorate.
Again I urge you to reconsider before adopting the proposed redistricting,
and I ask 5hat this letter berread at the town board meeting and that
a copy of this letter be incorporated in the official minutes of that
meeting.

A letter was read from the State of New York Department of Health in
answer to my letter asking them to look into Air Pollution at Chelsea.
A letter was read from State Traffic Commission in answer to my letter

about speed limit on Henry Drive stating they would have their en-
gineers look into the matter.
A letter was read from Judson C. Williams enclosing the Deed for the Town
Hall from the Masonic Ledge.
A letter was read from Village of Wappingers Falls in reference to
annexation. The Town Clerk was instructed to turn this over to the
Assessors.
A letter was read from Town of Fishkill in reference to Truck Ordin-
ance. The Board agreed that they would do nothing on this matter until
they saw what Town of Fishkill does.
The following letter from the Wappinger Republican Club was read.

At a special meeting of the Town of Wappinger Republican
Committee held on December 7, 1964, we unaminously voted to
to on record as approving the proposed map on redistricting
which was proposed at your last Town Board meeeting. This
committee reccommends that you adopt this map at your special
meeting on December 28, 1964.

A letter was read from the Secreaty of the Wappinger Republican Club
gtating their approval of Vincent Kelley as Town Engineer.
The matter of re -districting for election districts was brought up.
Justice of the Peace Bulger said this should not be a political matter.
He thought this should be done by the Town Board and thought the Town
Board should appoint a committee to do this and they they could
select workers from the election workers.
Supervisor Linge appointed the following committee to act on the
re -districting of the election districts. Councilmen Robinson,
Justice of the Peace Francese, Justice of the Peace Bulger. He
appointed Justice of the Peace Francese as Chairman of the Com-
mittee. This committe is to report at the February meeting.
The following resolution was made by Justice of the Peace, Bulger
and seconded by Councilman Robinson and carried.
WHEREAS, the annual budget for the current fiscal year includes an
irappropriation in the amount of$2620.00 for Town Hall -Office

rentals.
WHEREAS, after due allowance for outstanding claims and for
further expenditures chargeable against such appropriation
or account there is an unexpended balance in said appropriation
or account in the amount
$730.00
RESOLVED, that $190.00 of said unexpended balance be and
hereby is transferred to the Town Hall -Repairs, light, heat,telephone
and water, and that the amount heretofore appropriated for such purpose
be and hereby is increased by such amount.
RESOLVED THAT, $325.00 of said unexpended balance be and hereby is
transferred to Town Hall -Other Expenses, and that the amount heretofore
appropriated for such purpose be and hereby is increased by such amount.
RESOLVED , that $120.00 of said unexpended balance be and hereby is
transferred to Election- compensation of election officials(including
mileage) and that the amount heretofore appropriated for such puppose be
and hereby is increased bysuch amount.
The following resolution was made by Justice of the Peace Bulger and

heretofore appropriated for such purpose be and hereby is increased by
such amount.
The following resolution was made by Councilman Robinson and seconded
by Justice of the Peace Franceses and carried
WHEREAS, the annual budget for the current fiscal year includes
an appropriation in the amount of $5000.00 Town Hall-Constuuction
and
whereas, after due allowance for outstandin4 claims and for further
expenditures chargeable against such appropriation or account there is
an unexpended balance in said appropriation in the amount of $1948.03
RESOLVED , that $1700.00 of said unexpended balance be and hereby
is transferred to the Employees retirement System and that the
amount heretofore appropriated for such purposes be and hereby
is increased by such amount.
The following resolution was made by Councilman Robinson and seconded
by Justice of the Peace Bulger and carried.
WHEREAS, the annual budget for the current fiscal year include
an appropriation in the amount of $1500.00 for Services of Attorneys
and expenses of litigation.

amount of $1250.00
RESOLVED, that $500.00of said unexpended balance be and hereby is
transferred to Assessors Office and Other Expense, and that the
amount heretofore appropriated for such purpose be and hereby is
increased by such amount and further,
RESOLVED that $125,)000 of said unexpended balance be and hereby is
transferred to Parks & Playgrounds Other expenses, and that this
amount heretofore appropriated for such purpose be and
hereby is increased by such amount.
RESOLVED that $125.00 of said unexpended balance be and hereby
is transferred to Justice of Peace-Compensaithon of Employees,
and that this amount heretofore appropriated for such purpose be
and hereby is increased by such amount.

The following resolution was made by Justice of the Peace Francese
and seconded by Councilman Robinson and carried.
WHEREAS , the annual budget for the current fiscal year includes
an appropriation in the amount of$500.00 Civil Defense
WHEREAS , after due allowance for outstanding claims and for
urther expenditures chargeable against such appropriation or
account there is an unexpended balance in said appropriation or
account in the amount of $500.00
RESOLVED , that $150.00 of said unexpended balance be and hereby
is transferred to Building Inspector Office Expense, and that the
amount heretofore appropriated for such purpose be and hereby is
increased by such amount.
RESOLVED that $350.00 of said unexpended balance be and hereby
is transferred to Assessors --Office and other expenses, and that
the amount heretofore appropriated for such purpose be and hereby

The following resolution was made by Councilman Robinson and seconded
by Justice of the Peace Frances and carried.
WHEREAS , the annual budget for the current fiscal year includes
an appropriation in the amount of $25,350.00 for the Snow and
Miscellaneous Fund (Item 4.
WHEREAS after due allowance for outstanding claims and for further
expenditures chargeable against such appropriation or account
in the amount of $13,070.43.
RESOLVED that $1160.08 of said unexpended balance be and hereby is
transferred to the Machinery Fund (Item 3) and that the amount
heretofore appropriated for such purposes be and hereby is increased
by such amount.
r -The following resolution was made by Justice of the Peace, Bulger
and seconded by Councilman Robinson and carried
WHEREAS, the annual budget for the current fiscal year includes an
approriation in the amount of $93,430.00 for the Highway Fund
(item 1)
WHEREAS after due allowance for outstanding claims and for further
expenditures chargeable against such appropriation or account there
is an unexpended balance in said appropriation or account in the
amount of $24,531.44
RESOLVED THAT $1488.00 of said unexpended balance be and hereby is
transferred to the Town Highway Improvement Program (Item 1A)
and that the amount heretofore appropriated for such purposes be and
hereby is increased by such amount.
Supervisor Linge stated at this time he wished to thank Councilman
Ifill for his work and co-operation while serving on the Board
and also for his work es the Joint Garbage Disposal System.
Motion was made by Justice of the Peace Bulger and seconded by Justice
of the Peace Francese that the meeting adjourn. Motion carried.
