The regular monthly meeting of the Town Board, Town of Wappinger
was held on Thursday evening, December 3, 1964 in the Town Hall,
Mill Street, Wappingers Falls.
Present -Supervisor -Richard H. Linge, Councilmen -George Robinson
and Widmer Ifill, Justices of the Peace -William Bulger & Vincent
Francese, Town Clerk -Helen L. Travis, Building Inspector -Joseph
Ludewig and Highway Superintendent=Robwrt Lawson.
The meeting was opened by Supervisor -Richard H. Linge at 8:10 P. M.
Supervisor Linge advised the Board that they had received copies
of the November 12th and November 27th minutes and what was their
pleasure on same.
Motion was made by Councilman Robinson and seconded by Councilman
Ifill that the minutes be accepted. Motion carried
Supervisor Linge advised the Board that they had received copies of
the General Fund Waraant Sheet for $3,259.80. Town Clerk read
Highway Bills for $2,484.30 and General Warrant Sheet for
$15,781.38.
Motion was made by Councilman Robinson and seconded by Justice
of the Peace Bulger that the bills be paid. Motion carried

Following is a report of actions handled by me during the
month of November 1964 in my official capaicty as Justice
of the Peace.

(1X+1$ motor vehicle cases closed showing $260.00 ccbllected
in fines.
(2) No criminal cases were disposed of during the month.
(3) 20 civil cases handled showing $51.50 collected in fees.
I am holding $100.00 in bail on a pendiing motor vehicle case.
I have forwarded a total of $311.50 to the State Dept. of Audit
and Control.

Following is my report for the month of November 1964 in my
official capacity as Justice of the Peace.
15 motor vehcile cases showing $250. collected in fines.
No criminal cases closed during the month.
1 Civil case handled showing $2.50 collected in fees.
I am holding $2.00 in pending motor veh&cle cases and
$25.00 in a pending criminal action.

Motion was made by Councilman Ifill and seconded by Councilman
Robinson that the above reports be accepted. Motion carried
A letter was read from State Traffic Commission in reference
to a lower maximum speed on Henry Drive.
The following resolution was made by Justice of the Peace Bulger
and seconded by Councilman Robinson.
RESOLVED that the Town Board, Town of Wappinger requests the
New York Traffic Commission to impose a speed limit of 30 miles
per hour on Henry Drive, Town of Wapilinger. Motion carried
The Town clerk to forward a copy of the Resolution to the Dutchess
County Superintendent of Highways for his approval.
Town Clerk reported that the Town had received a letter from the
Villa§e of Wappingers Falls in reference to annexation, but that
the map Rho information had been incorrect. Mr. Ludwig stated
Village was trying to get the right papers together for us and
we would receive same as soon as possible.
Supervisor Linge stated that the Oakwood Knolls had asked to have
the Hearing on Oakwood Sewerage postponed until the next meeting.

Motion was made by Justice of the Peace Bulger and seconded by
Councilman Robinson that the Hearing on Oakwood Knolls Sewerage
be postponed until the next meeting. Motion carried
Motion was made by Councilman Iffill and seconded by Justice
of the Peace Bulger that the last meeting of the year be held
on Monday December 28th at 8 P. M. Motion carried
Letters were read from Aldrich & Aldrich enclosing letter from
Joseph Worona in reference to Lawsuite of Hugo Von Burg against
the Oakwood Knolls Sewerage for Pollution and Contamination of
his stream. This letter was written to put the Town on notice
of this condition.
Supervisor Linge stated he had received a call from a resident
of Chelsea asking the Board to look into the matter of Air
Pollution in Chelsea.The party stated that they would suggest
looking into Castle Point Polant and the Damskammer Plant.
Motion was made by Councilman Robinson and seconded by Justice
of the Peace Bulger that the Town Clerk write a letter to the
New York State Air Pollution Board asking them to look into
the matter of Air Pollution at Chelsea, N. Y. Motion carried
A letter was read from Anne K. Rogers, Town Clerk, Town of
Poughkeepsie answering the Supervisors letter of October 26,
and the Town Clerks letter of November 16th in reference to
proposed County Water District.
A letter was read from Pitney -Bowes, Inc., containing contract
for keeping machine in order. This was ordered tabled until a
later date.
Supervisor Linge presented the matter of changing voting districts
from 7 districts to 11 districts. He then called upon Donald
Savory to explain the differeint Districts.
Mr. Savory explained the boundaries and ve the proposed popuation
of each District.
Mr. Savory stated he thought a careful study had been made of this
matter and that it was satisfactory.

Mr. George Brannen spoke stating he did not agree with these boundaries
and that there had not been a long enough study on same. He suggested
that a committee composed of Democaats and Republicans be appointed
to meet and discuss same.
Supervisor Linge stated that this matter would be held over until
the December 28th meeting, but that all reports must be in by
that time.
It was reported to the Board that people were using the Airport
property for dumping purposes. Building Inspector Ludewig stated
he is looking into the matter.
Hugo Musto asked what had been hear from the County Superintendent
about the status of the roads.
A discussion was held in reference to roads in Quiet Acres. Jack
O'Neill of the Marshall & Sterlihg Agency was present and explained
the matter of Bonds on roads.
Superintendent of Highway, Mr. Lawson stated that the Town Engineer
had passed on the filling of the hole crossing the road. Supervisor
Linge stated he wanted the Town Engineer and the Highway Superin-
tendent to get together with the residents and go over the roads
with the residents before Dacember 8th, 1964.
Letter was read from Merril Effron in reference to I. C. B. M.
Homes Inc., asking what Puzionhad to do to improve the roads.
Motion was made by Justice of the Peace Bulger and seconded by
Councilman
