A Public Hearing was held by the Town Board, Town of Wappinger on
the Preliminary Budget for the hear starting January 1, ,196$,
in the Town Hall, Mill Street, Wappingers Falls on Thursday);.,
October 29th, 1964.
Present: -Supervisor -Richard H. Linge, Councilmen -Wilmer Ifill-and
George Robinson, Justices of. the Peace -William Bulger and Vincent
Francese, Superintendent of Highways -Robert Lawson, Building
Inspector -Joseph Ludewig, Town Attorney -Judson Williams, Town
Clerk -Helen L. Travis. (
The Hearing was opened by Supervisor Richard. H. Linge'at 8 P. M.
Town Clerk Helen L. Travis read the notice of Public Hearing on
t#e Preliminary Budget and announced same, had been published twice
in the paper and posted on the bulletin Board.
Attorney Williams explained the proceedings of the Preliminary
Budget Hearing.
Supervisor Linge then opened the Hearing.
WILLIAM EAGAN —spoke asking another year. if budget could not be
made up before the hearing so that anyone desiring same could have
a copy.
JOHN TODD spoke asking about the Supervisors raise, asking if
they thought this was warranted.
EDDIE VREDENBURG--spoke asking the Supervisor if he could give an
estimate of how many haurs he put in in a week. Superviier Linge
answered that he would estimate hbout 35 to 40 hours per week.
GEORGE BRANNAN spoke asking why did the Board ask for a rgise this
year, bhy not on the election year.
ARTHUR BISOM--apoke asking if any of the Assessors were present.
Shouldn't they be here. Asked about increasing their salary.
MR QUINN --Asked what the tzx rate will be this year.
EILEEN WEIST- Asked why Village was getting an increase.
MARY LEROY --What can Town do for Village residents who are paying
double on some items of the Budget.
LUKE REED --Spoke about Assessors. Asked Board to re -consider
raises.
LOUIS CLAUSEN --spoke about raises for Assessors.

FRED ROFSKY --Spoke about Assessors.Stated they did not notify
people when grievance day was up.
MRS. OBERLEY--Spoke about grievance day. She thought that grievance
days where very well publicized.
CARL JENSEN --Spoke asking why salary of Highway Superintendent was not
raised, and if the Highway employees salaries were going to be raised.
GEORGE BRANNAN --Asked why there was no item for Town Attorney
R. Chavanzelli --What does Town intend to do about Town Attorney
A. BISOM --Asked are we going to have a Town Attorney to take Juds
place.
JOHN TODD --Asked about Assessors raise
H. OSTEN --Spoke about Assessors raise.
MEB.OBERLEY--Stated to take into consideration Taxable properties
and all new properties to be added this year. She thought this was
a pretty big job.
MR. MATTED Spoke about Assessors Raise
A. BISOM --Spoke stating he siaik thought Assessors should be
here and he was against the raise.
BILL MATCHWELL --Asked Supervisor if the County pays him $1200.
a year and the Town $4000.00. Asked if he thought the job was
worth it.
KNDD CLAUSEN --Asked what the cost of Widmer Road was.
L. CLAUSEN--Hownmtimr has been spent to complete this part of
Widmer Road.
WILLIAM EAGAN --Asked about Justice of Peace and asked about the
load they were carrying.
A. BISOM stated Town Clerk deserves her raise in salary.
Geef a Brannan --Asked how any voting machines were budgeted
for next year. Answer was one. Mr. Brannan asked if we couldn't
consider another one for next year.
L CLAUSEN Asked the Board what they felt about the complaints
tonight.
Supervisor Linge stated a special meeting would be held on Monday
evening at 8 P. M. for the adoption of the Budget.

Supervisor Linge declared the meeting closed at 9:50 P. M.

A motion was made by Justice of the Peace Bulger and seconded by
Councilman Ifill that a special meeting of the Town Board, Town
of Wappinger be held at this time. Motion carried
A special meeting of the Town Board, Town of Wappinger was held
on Thursday evening Oct. 29th, 1964 in the Town Hall, Mill Street,
Wappingers Falls, N. Y.
Present: -Supervisor -Richard H. Linge, Councilmen -Wilmer: Ifill and
George Robins9nQ Justice of ,the Peace -William Bulger and Vincent
Francese, Superintendent of Highways -Robert Lawson, Building ins-
spector-Jospeh Ludewig, Town Attorney -Judson Williams and Town
Clerk -Helen L. Travis.
Supervisor Richard H. Linge opened the meeting at 10 P. M.
Attorney Woroan presented bond of $35,00.00 for the aceptance
of the Town Board of Roads of Brookhollowri Builders, Inc., includ-
ing Bowdoin Lane, Cameron Lane and Amherst Lane.
Attorney Williams reported that he had received notice that all
actions against the Town had been discontinued and that there was now
no restraining orders.
The following resolution was made by Justice of the Peace Bulger. and
seconded by Councilman Ifill and unanimously adopted.
RESOLVED , that Bowdoin Lane, Cameron Lane and Amherst Lane, as sou
shown on a certain map entitled Tall Tree$, Section #1, Map 3250
dated Oct. 30, 1964, be and same hereby are accepted as public
Highways of the Town of Wappingyr, such acceptance to be contin-
gent up on and to become effective only when the following con-
ditions are compli8d with:
l --A good and sufficient full covenant and warranty deed
conveying such road or roads and any drainage or other easements

deemed necessary'by the Town Superintendent of Highway by a metes
and bounds description is delivered to the Town, and
2.--A performance bond issued by a Surety Company, author-
ized to do business in New York State, in the amount of $35,000.00
in form acceptable to the Town Attorney shall have been posted with
the Town guaranteeing.
(a) that said road or roads shall be completed in
accordance with applicable Town specifications within two years
from the date of the adoption of this resolution, but not sooner
than eighteen months from said date, unless the Town Board shall
consent to such sooner completion based on a finding that the area
served by said road or roads has been substantially developed, and
(b) that pending said -completion of said road or roads the
developer shall at his own cost and expense maintain said road or reads
in reasonably suitable condition for use by the general public iaddtkud-
snow removal therefrom.
(c)' that for a period of one year following a finding by the
Town Board that said roads have been completed and notwithstanding
such findings as aforesaid, the developer will at his own cost
and expense, make any repairs that may be necessary and shall retiffy
any condition arising out of or attributable to any failure to so
complete said roads to said Town applicable specifications. Motion
carried.
Motion was made by Councilman Robinson and seconded by Justice of the
Peace Francese°that the meeting be closed. Motion carried.
