1964-01-09 RGMThe regular monthly meeting of the Town Board, Town of Wappinger,
was held on Thursday evening January 9, 1964, in the Town Hall,
Mill Street.
Present: -Supervisor -Richard H. Linge, Councilmen -Malcolm Hait &
George Robinson, Justices of the Peace -William Bulger and Vincent
Francese, Town Attorney -Judson Williams, Town Engineer -Charles
Maneri, Superintendent of Highways -Robert Lawson, Building In-
spector -Joseph Ludewig, Town Clerk -Helen L. Travis.
The meeting was opened at 8 P. M. by Supervisor -Richard H. Linge.
Supervisor Linge stated that the Board had received copies of the
minutes of the December 5th meeting and what was their pleasure
on same.
Motion was made by Councilman Hait and seconded by Councilman
Robinson that the minutes be accepted. Motion carried
The bills for the month of December were read.
Motion was made by Justice of Peace Bulger and seconded by Coun-
cilman Robinson that the bills be paid.

Mr. Ludwig submitted the following annual report.
Following is the annual report on the activities conducted
by this department as requred by Section 6 of the Town of Wappinger
Ordinance for Administering the State Building Construction Code.
I began by duties in March 1963 on a part time basis. Since

July 1, I have been working on a full time basis, responsible for
both Zoning and Building Code administration,

All details of above are properly filed in my office.
Zoning administration takes up a considerable part of my time
through conferences with individual residents, inspection of the
property under discussion, and conferences with our Town At torney
Twelve(12) hearings were held by the Zoning Board of Appeals
reviewing my decisions. Seven(7) variances were granted by them.
I attend all Planning Board meetings and arrange for pro-
cessing site plan approvals and special use permits.

This action took place in the period April thru December, 1963.
Projected over a full year, it is to be expected that cases in
1964 will exceed two hundred by a significant number, when the
growth of our township is also considered.
May I take this opportunity to point out that due consideration
should be given to improving physical facilities of the Town of
Wappinger Justice Court, since it is the -only court that many
of our citizens visit and present facilities do not permit a
jury trial to be conducted therein.

Following is a report of the actions handled by me in my official
capacity as Justice of the Peace of the Town of Wappinger during
the month of December 1963.
(1) Seventeen motor vehicle cases closed showing fines collected in
the amount of $235.00.
(2) Seven civil cases closed showing filing fees collected in the
amount of $16.00
(3) One criminal action closed showing no ;monies collected.
$11.50 is being held by me in the official bank account for
civil actions pending which were not closed by December Mist.

Justice of the Peace
A letter was read from the Grinneel Public Library, Frances E. Drace
Librarian giving the following report. Number of borrowers from the
Town of Wappinger 2834. Number of books loaned to residents of the
Town of Wappinger 29,020
Letter was read from the Association of Towns stating that the Town
dues had been received and thanking the town for their prompt action.
Mr. Charles Card appeared before the Board asking about Zoning
Change. Mr. Williams spoke on same and recommended that he take
this up with his attorney.
The following resolution was made by Justice of the Peace Bulger
and seconded by Councilman Robinson and carried
BE IT RESOLVED:
That Town of Wappinger does hereby elect to come
under the provisions of Chapter 339 of the Laws of 1960, entitled
@An act to amend the Retirement and Social Security Law, in relation
to authorizing the provision of added pensions -providing -for -increased
-take-4ome-pay and death benefits for officers and employees of part-
icipating employers in the New York State Employees' Retirement
System", as thereasfter amended; and
BE IT FURTHER RESOLVED:
That the effective date shall be the payroll lge-
ginning on the 1st day of February, 1964.
Justice of the Peace Bulger spoke on Individual water systems.
Motion was made by Justice of the Peace Bulger and seconded by
Councilman Hait that Justice of the Peace Vincent Francese be
elected delegate to the Association of Town Convention in New
York City on February 10,11, & 12th. Motion carried
Motion was made by Justice of Peace Francese and seconded by
Councilman Robinson that Justice of the Peace Bulger be elected
alternate delegate to the Association of Towns Convention.
Motion carried.
The following resolution was made by Councilman Robinson and
seconded by Justice of the Peace Francese and carried.
RESOLVED, that pursuant to subdivision 4 of Section 142 of
the Highway Law, the Town Superintendent of Highways 8s hereby auth-
orized to cotstruct upon a parcel of land, now owned by the Town,
off Route9, upon which parcel the present Highway garage now stands,
a pole and truss barn for the storage of highway machinery, tools
and equipment, at an estimated cost of not to exceed $7,500.00.
The Town Clerk was instructed to write to the New York State
Traffic Commission asking if the Stop sign at the corner of
Diddell Road and Route 376 could be changed to a Yield Right
of Way sign.
Mr. Knud Clausen stated he plans on attending the meeting in
Fishkill for the Sanitation Committee.
Mr. Knud Clausen asked if Town was going to have a special
census.
Mr. Arthur Bisom--asked about Recreation area. About Bbokeepers
salary.
Motion was made by Councilman Robinson and seconded by Justic of
the Peace Bulger that the meeting adjourn.
